Call to Order
Larry Clark, Acting Chair, called to order the Local Fire Board meeting at 9:00 a.m.
Administration of Loyalty Oath
Pamela Hanna, City Clerk, administered the Loyalty Oath to City Manager Brenda S. Fischer for the
PSPRS Local Fire Board.
Review and Approval of the March 26, 2014 Local Fire Board Meeting Minutes
The minutes of the March 26, 2014 Local Fire Board meeting were reviewed. Capt. Joe Hester moved to
accept the minutes as presented. Capt. Mark Manor seconded the motion. The Board voted and passed
the motion unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—James P. Higgins
The Local Fire Board reviewed James P. Higgins D.R.O.P. retirement application. James P. Higgins,
Assistant Fire Chief, has elected to retire from the D.R.O.P. and will terminate his employment with the
Glendale Fire Department on May 27, 2014. On September 2, 2009, the Local Fire Board had approved
James P. Higgins into the D.R.O.P. At that time, he had completed 32.00 years of credited service. He
was required to terminate employment with the City of Glendale Fire Department on or before May 29,
2014.

James P. Higgins is eligible to retire from the D.R.O.P. and to receive a Lump Sum distribution. He will
begin receiving his normal retirement pension on or about June 30, 2014.
Mark Manor motioned to approve the D.R.O.P. retirement application submitted by James P. Higgins,
Assistant Fire Chief. Joe Hester seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Normal Retirement—Ernesto D. Carson
The Local Fire Board reviewed Ernesto D. Carson's Application for Normal Retirement. Ernesto D.
Carson, Fire Fighter, has completed 20.411 years of credited service. He is scheduled to retire from the
Glendale Fire Department on May 31, 2014. He has been a member of the PSPRS since January 23,
1996. The action requested of the Board is to approve the Normal Retirement Application for Ernesto D.
Carson, Fire Fighter.
Capt. Joe Hester made a motion to approve the Application for Normal Retirement submitted by Ernesto
D. Carson, Fire Fighter. Capt. Mark Manor seconded the motion. The Board voted and passed the
motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Mark J. Mann
The Local Fire Board reviewed Mark J. Mann's D.R.O.P. Enrollment Application. Mark J. Mann, Fire
Captain, has 26.225 years of credited service. He has elected to participate in the D.R.O.P. on April 30,
2014. He has chosen to participate in the D.R.O.P. for a period of sixty (60) months. He must terminate
employment with the City of Glendale Fire Department on or before April 30, 2019. Mark J. Mann has
been a member of the Public Safety Personnel Retirement System since February 8, 1988. The action
requested of the Board is to approve the Application for Enrollment in D.R.O.P. Retirement submitted by
Mark J. Mann, Fire Captain.
Capt. Mark Manor made a motion to approve the D.R.O.P. Enrollment Application submitted by Mark J.
Mann, Fire Captain. Capt. Joe Hester seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Richard Jay Shaver, Jr.
The Local Fire Board reviewed Richard Jay Shaver, Jr.'s D.R.O.P. Enrollment Application. Richard Jay
Shaver, Jr., Fire Captain, has 32.000 years of credited service. He has elected to participate in the
D.R.O.P. on April 18, 2014. He has chosen to participate in the D.R.O.P. for a period of sixty (60)
months. He must terminate employment with the City of Glendale Fire Department on or before April 18,
2019. Richard J. Shaver, Jr. has been a member of the Public Safety Personnel Retirement System since
November 13, 1978. The action requested of the Board is to approve the Application for Enrollment in
D.R.O.P. Retirement submitted by Richard J. Shaver, Jr., Fire Captain.

Capt. Mark Manor made a motion to approve the D.R.O.P. Enrollment Application submitted by Richard
J. Shaver, Jr., Fire Captain. Capt. Joe Hester seconded the motion. The Board voted and passed the
motion unanimously.
New Business
There was no new business.
Adjournment
Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Capt. Joe Hester moved to adjourn
the PSPRS Fire Board meeting. Capt. Mark Manor seconded the motion. The meeting was adjourned at
9:07 a.m.
