Call to Order
Larry Clark, Acting Chair, called to order the Local Fire Board meeting at 9:02 a.m.
Administration of Loyalty Oath
The Administration of the Loyalty Oath was tabled.
Review and Approval of the October 23,2013 Local Fire Board Meeting Minutes
The minutes of the October 23, 2013 Local Fire Board meeting were reviewed. Capt. Mark Manor moved
to accept the minutes as presented. Capt. Joe Hester seconded the motion. The Board voted and passed
the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Charles Montgomery
The Local Fire Board reviewed Charles Montgomery's D.R.O.P. Enrollment Application. Charles
Montgomery, Deputy Fire Chief, has 32.00 years of credited service. He has elected to participate in the
D.R.O.P. on March 7, 2014. He must terminate employment with the City of Glendale Fire Department
on or before March 7, 2019. Charles Montgomery has been a member of the Public Safety Personnel
Retirement System since February 3, 1986. The action requested of the Board is to approve the
Application for Enrollment in D.R.O.P. Retirement submitted by Charles Montgomery, Deputy Fire
Chief.
Capt. Mark Manor motioned to approve the D.R.O.P. Enrollment Application submitted by Charles
Montgomery, Deputy Fire Chief. Captain Joe Hester seconded the motion. The Board voted and passed
the motion unanimously.

Distribution of Annual Actuarial Valuation of Members for Glendale Fire Covered By the PSPRS
The Board received a copy of the June 30, 2013 Annual Actuarial Valuation Report of Glendale Fire
covered by the PSPRS. The purpose of the valuation is to measure the funding progress of the plan and to
establish contribution rates for the 2014-2015 fiscal years. Jim Brown was asked to comment on the
Actuarial.
Mr. Brown stated that, basically, what will be found in the document is the actuarial information given
from PSPRS that outlines the health of the PSPRS funds. It discusses what the outlook for those funds
are, and provides additional information for your review as well as answering questions you might have
relating to the funds. Mr. Brown stated that this was about the level of detail he would get into but if
there was any further discussion required about the actuarial, to please bring it up at this point.
There was no discussion.
New Business
Jim Brown, Board Secretary, brought to the Board's attention the upcoming expiration of the terms of
office for Fire Board members Capt. Mark Manor and Capt. Joe Hester. Their terms will expire July 1,
2014. Mr. Brown will be meeting with Nick DiPiazza, Chief Deputy City Attorney, to formulate a plan
regarding staggered terms of two and four years on the Board, and how the process of voting should
proceed.
Mr. Brown also read into the minutes, the resignation letter received from Citizen Board Member Larry
Clark. Mr. Clark's term on the board expires on July 1, 2014 and he has chosen to leave after eight years
on the PSPRS Board. Mr. Brown stated that Mr. Clark's service to the PSPRS Local Board and to the
City of Glendale has been greatly appreciated. The knowledge he brought to the Board has been
invaluable and he will be missed. The Mayor and Board members all thanked Mr. Clark for his service.
Adjournment
Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Capt. Mark Manor moved to
adjourn the PSPRS Fire Board meeting. Capt. Joe Hester seconded the motion. The meeting was
adjourned at 9:14 a.m.
