MINUTES OF THE ARTS COMMISSION
HELD THURSDAY, DECEMBER 19,2013

6:00 p.m.
The meeting was called to order at 6:02 p.m. by Chairperson Carol Ladd. Commission
members, Jessica Koory, Elizabeth Medina, Anne Owens and Joan Graham were in attendance.
Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator.
APPROVAL OF THE MEETING MINUTES
Mojgan Vahabzadeh, Public Arts Coordinator, noted that Commissioner Medina called and
asked to have her exact quote of what she responded after she delivered her written message at
the last Arts Commission meeting. Therefore, her exact quote is reflected in the first paragraph
after Commissioner Medina's statement in the minutes.
Ms. Vahabzadeh provided background information on the Open Meeting Laws and how the
minutes are usually prepared. She made a copy of the information if anyone was interested in
reviewing it.
A MOTION was MADE by Commission member Graham to APPROVE the minutes of the
November 21,2013 Arts Commission meeting. The MOTION was SECONDED by
Commission member Owens and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no speakers.
INTERACTIVE ART PROJECT AND ARTIST FOR GLENDALE GLITTERS AND GLOW
BLOCK PARTY
The Commission discussed the interactive arts project to be held at the 2014 Glendale Glitter and
Glow Block Party. The artist selection panel for this project met on Thursday, December 12 to
review and select from among the proposals received through an open call to artists. The
interactive arts project will be presented at the Glitter& Glow Block Party from 4-10 p.m. on
Saturday, January 11.
Commissioners Koory and Owens were on the Glendale Glitter and Glow Block Party artist
selection panel. Commissioner Koory said they had received three artist proposals. "Pop Up
Glow Circus Parade and Shows"by Velocity Circus and Circus School of Arizona was selected
for presentation. The event will be held at the Civic Center Plaza.

MID-YEAR REVIEW AND REVISION OF THE FY 13-14 ARTS PLAN
Staff updated the Commission on the progress of projects and initiatives as outlined in the FY
13-14 Arts Projects Plan. As part of the mid-year review, Commissioners and staff identified
action items for potential amendment. The Commission reviewed the items listed below and
amended and approved as appropriate.
• Cancel/defer Glendale Shines Arts Festival— Saturday, March 8, 2014
A MOTION was MADE by Commission member Koory to Cancel the Glendale Shines
Arts Festival on March 8, 2014 and consider it again at next year's plan review. The
MOTION was SECONDED by Commission member Medina and carried unanimously.
• Cancel/def Request for Proposal(RFP) for an updated 5-year strategic arts plan.
A MOTION was MADE by Commission member Owens to Cancel the RFP for the 5-
year strategic arts plan and consider it again at next year's plan review. The MOTION
was SECONDED by Commission member Graham and carried unanimously.
• Plein Air @ Chocolate Affaire—February 8, 2014. Add an additional purchase award
category.
A MOTION was MADE by Commission member Koory to Approve the addition of the
$1,000 - Council Choice Award. The MOTION was SECONDED by Commission
member Medina and carried unanimously.
• Defer artist-in-residence for Glendale Public School - $8,000
A MOTION was MADE by Commission member Graham to Cancel the Artist-in-
Residence for Glendale Public School and consider it again at next year's plan review.
The MOTION was SECONDED by Commission member Owens and carried
unanimously.
• Contribute to the Parks, Recreation and Library Services Youth Scholarship fund for art-
related classes and workshops - $1,000
A MOTION was MADE by Commission member Koory to Approve the Youth
Scholarship Fund for$1,000. The MOTION was SECONDED by Commission member
Graham and carried unanimously.
• Increase amount for purchase of art at the Annual Glendale Arts Council Juried Fine Art
show for up to $5,000.
A MOTION was MADE by Commission member Medina to Approve the Increase
amount for purchase of art at the Annual Glendale Arts Council Juried Fine Art Show
not to exceed $5,000. The MOTION was SECONDED by Commission member Graham
and carried unanimously.
STAFF REPORTS/CORRESPONDENCE
Glendale Arts Council Juried Fine Arts Show
The Reception for the Glendale Arts Council Juried Fine Arts Show will be held at the Fruit
Packing Shed on Friday, January 10, 2014 from 7:00pm to 9:00pm. Ms. Vahabzadeh asked the

Commissioners to please RSVP for this event. She added, the Arts Commission will have their
next meeting on January 7, 2014 at the Fruit Packing Shed.
Exhibits
The Phoenix Artists Guild will be exhibiting at the Adult Center Gallery through January 27,
2014. In addition, Art League West will be exhibiting at Gallery Glendale at Westgate in the
month of January, 2014.
Arizona Arts Congress
The Arizona Arts Congress will be held on February 5, 2014. The purpose is to meet with
legislators and talk about arts issues and the continued funding for the arts. Arizona Arts
Congress is the annual convening of Arizona arts advocates. Ms. Vahabzadeh encouraged the
Commissioners to attend the event.
COMMISSIONER COMMENTS
Commissioner Graham provided an update on the Creative Space project at the Main Library.
She stated she met with Karen Reed, Library Manager,to review the progress of this project.
She provided details about the four proposals selected through a competitive proposal process.
She explained some of the concerns she had with a proposal.
Ms. Vahabzadeh stated she will discuss the concerns with Ms. Reed and the project moving
forward. She added this project might have to be delayed to allow more time for it to be
evaluated. Everyone agreed.
Commissioner Koory said she was very impressed with Commissioner Graham's review of the
Creative Space project.
NEXT MEETING
The next meeting of the Glendale Arts Commission will be held Tuesday, January 7, 2014 at the
Fruit Packing Shed.
ADJOURNMENT
A MOTION was MADE by Commission member Koory to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Medina and carried unanimously.
As there were no further comments, the meeting was adjourned at 7:02 p.m.
