FINAL MINUTES I. CALL TO ORDER—6 p.m. II. ROLL CALL: Present- Commissioners Robert Gehl, Paul Romanek, Ruth Faulls, Vice- chair Jonathan Liebman, and Chair Ron Short Staff: Craig Johnson, P.E.; Javier Setovich; John Henny; Mark Fortkamp; Jacques Brados; Doug Kupel; Tom Gill; Tom Keller, Kerri Logan; Thomas Relucio; and Sally Melling III. CALL TO THE AUDIENCE — Chair Ron Short reviewed the opportunity for audience members of the public to address the Water Services Advisory Commission. No audience members accepted. IV. APPROVAL OF MINUTES OF NOVEMBER 6, 2013 — Comm. Romanek made a motion to approve the minutes, seconded by Vice-chair Liebman. Voice approval was unanimous. Action: Approved by unanimous vote V. URBAN IRRIGATION PRESENTATION — Mark Fortkamp, Water Services Superintendent, provided information on the history and current status of the urban irrigation program in Glendale. Mark presented Andy Walker, liaison with Salt River Irrigation, the provider of urban irrigation services. • 1912-Ordinance passed • Present-350 customers annual avg • 1992-Study done on infrastructure status; determination of$6M cost to rehab • System is 23 miles in total length, water delivering cycles in 2013 delivered 579 acre feet or 188 million gallons per year Questions and requests for further information: How were boundaries established? Did current boundaries include the 1,600 customers? Is there a legal right to water for urban irrigation users? What should be done about historic districts? Is the $15,000 in emergency repair funds passed from year to year if not used? What are consequences if emergency repair fund is exhausted? Get specifics on Mesa and Tempe. How many potential viable customers could take advantage of irrigation? Will city parks remain on irrigation to water grounds? How many more customers could be served with lines that are currently capable of delivering water or could be made capable of water delivery? Dr. Kupel, Environmental Resources Project Manager, provided a learned opinion on water rights Water rights belong to the land Neither SRP nor the city have a legal obligation to provide water or a means of conveyance for water to land, it is the land owner's responsibility The city has set precedence with the historic deliverance of urban irrigation Four options to resolve urban irrigation issue: 1. Do nothing 2. Fully recover costs with no infrastructure improvements 3. Fully recover costs with infrastructure improvements and recurring CIP program 4. Segregate historic district (127 houses currently) and supplement cost, and raise rates for irrigation users outside of historic district Phasing in options 2 and 3 should also be considered Action: No action taken,information only VI. REDUCTION OF LEAD IN DRINKING WATER ACT - PRESENTATION Information presented by John Henny, Deputy Director Reduction Act enacted in January 4, 2011 with January 2014 compliance date • Originally fire hydrants were not included in reduction standards • October 2013 revised to include fire hydrants and parts for compliance standards Bill to exempt fire hydrants in progress, not passed by Senate as of this date Hydrants and parts not in use by January 1, 2014 must be surplused or scraped Currently, 19 hydrants and parts meet criteria to be scrapped or retrofitted, value approximately$16,000 Most hydrants have been changed out Action: No action required,informational only VII. UPDATES TO COMMISSION ON PAST ITEMS AND FURTHER INFORMATION REQUESTED Outbound customer billing dialer system is Cisco, 7 incoming call lines, 1 outbound $220,000 initial cost, $20,000 ongoing annual costs for all four department users, percentage amount of WS annual system portion requested Will cost increase if delinquent account notification goes to only call system? Action: None VIII. CALL FOR FUTURE AGENDA ITEMS • Costs of contracting service vs.buying a second CCTV truck • Costs of additional staff and equipment for second CCTV vehicle December 4, 2013 Water Services Advisory Commission Final Minutes Page 3 • Finance/budget information-subject to City Manager presenting for Council review first • 100-year assured water supply • Status of Drought Management Plan, scheduled update in 2014 • Chapter 33 —Tentative discussion at the February or March meeting Action: Information requested IX.
