GLENDALE, ARIZONA 85302 SEPTEMBER 28, 2017 6:00 P.M. 1. CALL TO ORDER The meeting was called to order at approximately 6:01 p.m. by Chairperson Carrie Richards. 2. ROLL CALL Present: Carrie Richards, Chair Eva Ndavu, Vice Chair Bernadette Bolognini, Commissioner Thomas Cole, Commissioner Mark Fast, Commissioner Helen Fokszanskyj-Conti, Commissioner Absent: Cheryl Gangemi, Commissioner Also Present: Mojgan Vahabzadeh,Arts & Culture Program Manager Dawn Wasley, Library Administrator Jana Weldon,Associate 3. CITIZEN COMMENTS If citizens wish to speak on a matter concerning the Glendale Arts Commission that is not on the printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the beginning of the meeting. Once your name is called by the Chairperson,please proceed to the podium and state your name and address for the record. Please limit your comments to a period of three minutes or less. 4. APPROVAL OF THE MINUTES Arts Commission Minutes of June 22, 2017. Motion: Approval of the Arts Commission meeting minutes of June 22, 2017. Motioned by Vice Chair Eva Ndavu, seconded by Commissioner Mark Fast Vote: 6 -0 Passed 5. NEW BUSINESS a. Loyalty Oath of Office Newly reappointed Arts Commissioners are Carrie Richards, Chair(Mayoral); Eva Ndavu,Vice Chair(Cactus); Bernadette Bolognini (Ocotillo);Thomas Cole (Barrel); Mark Fast(Cholla)will take the Boards & Commissions Loyalty Oath of Office. Staff stated that all but one of the reappointed Arts Commissioners took the oath of office before the City Council. However, Carrie Richards, Chair(Mayoral)was not present at the Council meeting, therefore, she took the Loyalty Oath before the Arts Commission. b. Public Art for the Heroes Regional Park Library Capital Project Staff presented this agenda item to request approval from the Commission to increase the total funding for inclusion of public art for the Heroes Regional Park Library to up to$200,000.At the June 22 meeting, the Arts Commission approved up to$100,000 in public art funding for the Heroes Regional Park Library. Dawn Wasley, Library Administrator, introduced herself and provided an update on the Heroes Regional Park Library design phase. Mojgan Vahabzadeh, Arts and Culture Program Manager, presented and discussed the potential to include integrated and functional public art elements inside the new library. The Commission and staff discussed potential for an artist-or artist-team-designed terrazzo flooring with the addition of entry door glass art elements.The Commissioners discussed several options for the library and all agreed to add funding for artist-designed terrazzo flooring and entry door glass. Chairperson Richards said she really loved the concept. Vice Chair Ndavu agreed. Motion:Recommend Approval to increase the amount of public art funding in the amount of$100,000 for interior art for the Heroes Regional Park Library capital project; total not to exceed$200,000. Motioned by Commissioner Thomas Cole, seconded by Commissioner Bernadette Bolognini Vote: 6 -0 Passed c. Centerline District Arts &Cultural Initiative Staff explained that the Centerline Arts and Cultural Initiative is an application-based, competitive funding opportunity, which is part of this year's Arts Projects Plan. The applicants were invited to present their proposals before the Arts Commission for funding consideration. Two applicant organizations, Brelby Theatre Company and the Phoenix Conservatory of Music, presented their proposals to the Arts Commission for funding consideration. After discussions, the Commissioners provided their recommendations. Motion: Approval for the Phoenix Conservatory of Music funding in the amount of $10,000 and the Brelby Theatre Company funding in the amount of$10,000 for the Centerline Arts and Cultural Initiative projects. Motioned by Vice Chair Eva Ndavu, seconded by Commissioner Bernadette Bolognini Vote: 6-0 Passed d. Heroes Regional Park Library Public Art Panel Staff explained the process for commissioning of public art for capital projects to the Arts Commission and requested representatives to volunteer to serve on the artist selection panel. The group will assemble through organized meetings by staff to review and select artist(s) or artist teams who will submit to be considered for the commissioning of public art for the Heroes Regional Park Library. Commissioner Cole and Vice Chair Ndavu volunteered to be on the panel. Commissioner Fast agreed to be an alternate. 6. STAFF UPDATES Ms. Vahabzadeh invited the Commission to attend the"Live at the Library" series, which is funded through an FY 17-18 Performing Arts Partnership Program grant. The Live at the Library series runs through spring 2018 on select Thursday evenings at 6:30 p.m. in the Auditorium of the Glendale Main Library. Ms.Vahabzadeh also provided an update on the the status of the recent Arts Incubator"Request for Information"for a vacant city-owned facility in downtown Glendale. 7. COMMISSION COMMENTS Commissioner Cole commented on some suspicious fires that have occurred in Glendale parks recently. He asked the Commissioners to remain vigilant and report any suspicious activity if they are in the area. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be held on Thursday, October 26 at 6:00 p.m., in the Boardroom, second floor, Glendale Public Library, 5959 W. Brown St., Glendale,Arizona, 85302. 9. ADJOURNMENT Chairperson Carrie Richards asked fora motion to adjourn.
