I. CALL TO ORDER
II. APPROVAL OF THE MINUTES
Action: Review and approval of the February 7, 2013 meeting minutes.
III. CALL TO THE AUDIENCE
An opportunity will be provided at this time for the public to address the Citizens
Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a
three-minute time period for their comments.
Action: For information.
IV. APPROVAL OF THE AGENDA
Approval of the order of meeting agenda items.
Action: For action to approve the agenda of September 5, 2013.
V. PUBLIC INPUT—COMMISSIONERS AND STAFF (5 min.)
As part of public outreach for the GO Program, Commissioners and staff will share
public comments obtained from a variety of sources including the Bicycle Committee,
GO Program public meetings, and informal discussions with citizens.
Action: For information and discussion.

VI. MANAGER'S REPORT (5 min.)
The GO Transportation Program Administrator will review recent activities related to
implementation of the GO Transportation Program.
Action: For information and discussion.
VII. FINANCIAL PROJECTIONS FOR THE GO PROGRAM (40 min.)
Robert Schaevitz, Consultant, will present an outlook on projections for sales tax
revenues for the GO Program.
Action: For information and discussion.
VIII. DRAFT 2014-2038 GO PROGRAM OF PROJECTS (25 min.)
Purab Adabala, Senior Transportation Analyst, will present the draft 25-year Program of
Projects for the GO Transportation Program.
Action: For information, discussion, and possible action to adopt the Glendale
Onboard Transportation 2014-2038 Program of Projects.
IX. BICYCLE ADVISORY COMMITTEE APPOINTEE (5 min.)
Staff will ask for a volunteer to serve as the CTOC representative on the city's Bicycle
Advisory Committee.
Action: Appointment of Citizens Transportation Oversight Commission member to
serve as Commission representative on the Glendale Bicycle Advisory Committee.
X. FUTURE AGENDA ITEMS
This opportunity is provided for Commissioners to suggest future agenda items or new
tours or provide announcements of general information.
XI. NEXT MEETING TIME
Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The
next meeting is scheduled for October 3, 2013.

The regular meeting of the Citizens Transportation Oversight Commission(CTOC)was
called to order by the Chair. The following Commission members, staff representatives,
and guests were present:

II. APPROVAL OF THE MINUTES
Chair Abeyta called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of the February 7,2013 meeting of
the Citizens Transportation Oversight Commission. (Motion: Commissioner
Stribling, Second: Commissioner Woodman; passed unanimously)

IV. APPROVAL OF THE AGENDA
Chair Abeyta called for approval of the agenda.
ACTION BY CTOC: Approval of the September 5,2013 Agenda of the Citizens
Transportation Oversight Commission. (Motion: Vice Chair Sheldon; Second:
Commissioner Stribling;passed unanimously)
V. PUBLIC INPUT—COMMISSIONERS AND STAFF
There were no comments from Commissioners or staff.
VI. MANAGER'S REPORT
Debbie Albert, Principal Engineer,provided updates on three highway projects:
1. L101/Maryland Avenue HOV Ramps - A construction bid has been accepted
and this project will begin construction in 2014.
2. Northern Parkway—Phase I construction completion in August 2013 and
landscaping and two interchange projects underway.
3. 59th/Olive Avenue Intersection Safety Improvement Project—This intersection
is the second highest crash location in the Valley and recently received
Highway Safety Improvement Program funds for planned safety improvements.
VII. FINANCIAL PROJECTIONS FOR THE GO PROGRAM
Robert Schaevitz, financial consultant,provided an analysis of projections for the
transportation sales tax revenues for the GO Transportation Program.
VIII. DRAFT 2014-2038 GO PROGRAM OF PROJECTS
Purab Adabala, Senior Transportation Analyst, presented the 25-Year Program of
Projects to the Commissioners,reviewing GO Program revenues, costs,proposed
bonding, and status of the transportation half-cent sales tax.
Vice Chair Sheldon, referring to page B-18 of the Program, said he was not aware that
debt service can be covered by insurance. In reply to Vice Chair Sheldon's question, Mr.
Schaevitz stated that there are a number of companies that specialize in insuring
municipal bond sales. They independently assess the risks of any proposed bond sale, and
if it meets their underwriting criteria, they will insure the issue against default, thereby
allowing the issuer to obtain a high investment-grade rating from Moody's, Standard and
Poor's, or other rating service.
ACTION BY CTOC: Recommended adoption of the Glendale Onboard
Transportation 2014-2038 Program of Projects. (Motion: Commissioner Stribling;
Second: Commissioner Wooden; passed unanimously)
IX. BICYCLE ADVISORY COMMITTEE APPOINTEE
Allan Grover, Transportation Planner, identified the responsibilities of a Commissioner
as appointee to the Bicycle Advisory Committee and asked the Chair to request a

volunteer. Commissioner Jeff McAffee stated that he would accept a tentative
appointment until he confers with his family on his availability.
ACTION BY CTOC: Recommended the tentative appointment of Commissioner
Jeff McAffee to serve as the Commission representative on the Glendale Bicycle
Advisory Committee. (Motion: Commissioner Ferguson; Second: Commissioner
Woodman; passed unanimously)
X. FUTURE AGENDA ITEMS
Debbie Albert identified upcoming agenda items for the October and November 2013
CTOC meetings, as well as several potential agenda items during 2014.
XI. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of the month in Room
B-3 in City Hall.
