MINUTES OF THE
GLENDALE CITY COUNCIL SPECIAL MEETING
Council Chambers
5850 West Glendale Avenue
June 28, 2013
9:00 a.m.
The meeting was called to order by Mayor Jerry P. Weiers. Vice Mayor Yvonne J. Knaack and
the following Councilmembers were present: Norma S. Alvarez, Samuel U. Chavira, Ian Hugh,
Manuel D. Martinez and Gary D. Sherwood.
Also present were Horatio Skeete, Assistant City Manager; Jamsheed Mehta, Interim Assistant
City Manager; Nick DiPiazza, Acting City Attorney; and Pamela Hanna, City Clerk.
Mayor Weiers called for the Pledge of Allegiance and a moment of silence was observed.
Compliance with Article VII, Section 6(c) of the Glendale Charter
A statement was filed by the City Clerk that the 3 ordinances to be considered at the meeting
were available for public examination and the title posted at City Hall more than 72 hours in
advance of the meeting.
Mr. Skeete said Item No. 4 on this agenda is removed administratively.
BIDS AND CONTRACTS
1. AGREEMENT WITH STRENGTH TRAINING INCORPORATED FOR
OCCUPATIONAL HEALTH MEDICAL SERVICES

This is a request for City Council to authorize the City Manager to approve a short-term contract
between the Glendale Fire Department and Strength Training Incorporated (STI) until a formal
Request for Proposal (RFP) can be put into place.
Chief Burdick said the IGA currently in place has expired and Daisy Mountain does not wish to
extend the contract. He asked that council approve this agreement and keep the Health Center
open until a formal RFP can be completed. The Health Center serves several West Valley fire
departments and city employees use it for occupational health issues.
It was moved by Councilmember Martinez, and seconded by Councilmember Hugh, to
approve a short-term contract between the Glendale Fire Department and Strength
Training Incorporated (STI). The motion carried unanimously.
ORDINANCES
2. FISCAL YEAR 2012-13 BUDGET AMENDMENTS

This is a request for City Council to consider and approve Fiscal Year (FY) 2012-13 budget
amendments. The City of Glendale's total FY 2012-13 budget appropriation across all funds is
unchanged. The FY 2012-13 budget amendments shown in Exhibit A are associated with the
movement of appropriation authority between departments and/or funds.
Staff is requesting that Council waive reading beyond the title and adopt an ordinance approving
the FY 2012-13 budget amendments.
Mayor Weiers asked Ms. Schurhammer if the money was close. She said it was and they accept
invoices for June until the end of July to pay. She was unsure what the year-end savings would
be at this time.
Councilmember Martinez pointed out that the city's total FY12-13 budget appropriation across
all funds remains unchanged.
ORDINANCE NO. 2852 NEW SERIES, WAS READ BY NUMBER AND TITLE ONLY,
IT BEING AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA, AUTHORIZING THE TRANSFER OF
APPROPRIATION AUTHORIZATION BETWEEN BUDGET ITEMS IN THE
ADOPTED FISCAL YEAR 2012-2013 BUDGET.
It was moved by Councilmember Hugh, and seconded by Councilmember Martinez, to
approve Ordinance No. 2852 New Series. Motion carried on a roll call vote, with the
following Councilmembers voting "aye": Alvarez, Chavira, Hugh, Knaack, Martinez,
Sherwood, and Weiers. Members voting "nay": none. The motion carried.
3. FISCAL YEAR 2013-14 PROPERTY TAX LEVY ADOPTION

This is a request for City Council to adopt an ordinance setting the primary property tax rate at
$0.4974 per $100 of assessed valuation for FY 2013-14 and the secondary property tax rate at
$1.7915 per $100 of assessed valuation for FY 2013-14. The total property tax rate will increase
from $1.9005 to $2.2889.
Ms. Schurhammer said the city's property tax rate decreased over thirty eight cents between
1995 and 2012. The current increase is only about thirty cents. She said the rate increase is
needed due to the decline in revenue from the city's property tax rate, and she gave an example.
ORDINANCE NO. 2853 NEW SERIES, WAS READ BY NUMBER AND TITLE ONLY,
IT BEING AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE,
MARICOPA COUNTY, ARIZONA, LEVYING UPON THE ASSESSED VALUATION
OF THE PROPERTY WITHIN THE CITY OF GLENDALE, SUBJECT TO TAXATION,
A CERTAIN SUM UPON EACH ONE HUNDRED DOLLARS ($100.00) OF
VALUATION SUFFICIENT TO RAISE THE AMOUNT ESTIMATED TO BE
REQUIRED IN THE ANNUAL BUDGET, LESS THE AMOUNT ESTIMATED TO BE
RECEIVED FROM OTHER SOURCES OF REVENUE; PROVIDING FUNDS FOR
VARIOUS BOND REDEMPTIONS, FOR THE PURPOSE OF PAYING INTEREST
UPON BONDED INDEBTEDNESS AND PROVIDING FUNDS FOR GENERAL
MUNICIPAL EXPENSES; ALL FOR THE FISCAL YEAR ENDING THE 30TH DAY
OF JUNE, 2014; AND DECLARING AN EMERGENCY.
It was moved by Vice Mayor Knaack, and seconded by Councilmember Martinez, to
approve Ordinance No. 2853 New Series. Motion carried on a roll call vote, with the
following Councilmembers voting "aye": Chavira, Hugh, Knaack, Martinez, Sherwood,
and Weiers. Members voting "nay": Alvarez. The motion carried.
4. SERVICE AGREEMENT WITH SW GENERAL, INC. FOR EMERGENCY
MEDICAL TRANSPORTATION

This item was pulled administratively.
REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
It was moved by Vice Mayor Knaack, and seconded by Councilmember Sherwood, to hold a
Special City Council Voting Meeting on Tuesday, July 2nd, 2013 at 7:00 p.m. in the City Council
Chambers. The motion carried with Councilmember Alvarez voting Nay.
