CALL TO ORDER
The meeting was called to order at approximately 6:33pm.
ROLL CALL
Commissioners Present: Chairperson Petrone (Cholla), Commissioner Williams (Ocotillo),
Commissioner Larson (Mayoral), and Commissioner Penilla (Sahuaro), Commissioner Lenox
(Barrel), Commissioner Aldama(Yucca)
Commissioners Absent: Commissioner Johnston(Cactus)
City Staff Present: Jon M. Froke, AICP, Planning Director, Deborah Robberson, Deputy City
Attorney, Karen Stovall, Senior Planner, Remigio Cordero Planner, and Diana Figueroa,
Recording Secretary.

ITEM
1. CONDITIONAL USE PERMIT APPLICATION CUP12-08: NORTHERN PULL
N' SAVE—6841 WEST NORTHERN AVENUE
Staff will discuss the request by Beus Gilbert, representing Arizona Auto and Truck
Parts, to operate an auto wrecking and salvage yard, storage and processing scrap metals,
and incidental commercial retail sales other than those otherwise permitted in the M-2
(Heavy Industrial) zoning district located west of the southwest corner of 68th and
Northern avenues. Staff Contact: Remigio Cordero, Planner(Ocotillo District).
Remigio Cordero, Planner, stated the wrecking and salvage yard will occupy 8.92 acres, and
sales transactions will be conducted within a new 6,500 square foot building. There will be 2,000
feet of the building dedicated for retail sales of auto related merchandise. There will be a 1,250
square foot portion of the building that will subleased to a third party fast food establishment that
will also operate a drive thru window from this location as well.
Commissioner Williams noted that on Orangewood there was an unsightly wrecking yard. He
asked if there were plans for the area to be fenced will a solid fence. Mr. Cordero stated the

applicant is proposing an 8 foot screened fence with 3 feet of masonry and 5 feet wrought iron.
This area will be part of Northern Parkway in the future.
Mr. Froke discussed the Transportation Sales Tax that was approved by Glendale voters in 2001
and how it pertains to this project. He indicated an area where plans exist to link the Grand
Avenue Expressway to Northern Parkway. However, these plans are about 10 years out. In
regards to Commissioner Williams comment, staff is still negotiating the design of the screen
wall.
Commissioner Aldama agreed there should be a fence in that area. He inquired if the wrought
iron wall was open. Mr. Cordero said yes. Mr. Froke reiterated staff was still working on the
details.
Commissioner Aldama stated he had concerns with the ingress and egress of heavy trucks
coming in and the wear and tear on the asphalt. Mr. Cordero stated the Transportation
Department has been involved with the process and are happy with what has been proposed.
Commissioner Larson asked if that was the only entrance and exit for the facility for both
company and customers. Mr. Cordero replied yes.
Commissioner Larson inquired if there was going to be another use for the rest of the area. If so,
he had concerns since there was only one access and wondered how the two uses would be
compatible on the site. Mr. Cordero stated the 8.92 acres was the only phase that is being
proposed at this time. Commissioner Larson asked if there would be another access if an
additional portion was developed. Mr. Cordero replied yes and explained showing the map area.
Commissioner Penilla asked if there have been any discussions about what the subsequent
phases would involve. Mr. Cordero replied no and added the only phase that has been discussed
is this project. He added any future projects would come before the Commission.
Commissioner Aldama asked if the city had any concerns with possible run-off of contaminants
or pollution from this project.
The applicant's representative stated this facility would only be used for cars that will be
prepared at another site. He explained the batteries will be taken out and the oil and other fluids
drained at another location in Phoenix. Therefore, only the skeleton of the car comes to this
facility. Additionally, in regards to entryways, they would like to add more; however, they have
been restricted by the city.
The Commission discussed future entryways to this facility should it expand.
Chairperson Petrone stated this was a very good project and it seemed like everyone was on
board. In the future, he would be happy to meet again to discuss this further.
As no further business was discussed,the meeting was adjourned.
