MINUTES OF THE ARTS COMMISSION
REGULAR MEETING
HELD THURSDAY,FEBRUARY 28,2013
THE LARGE MEETING ROOM—FIRST FLOOR
5959 WEST BROWN STREET
GLENDALE,ARIZONA
6:00 p.m.
The meeting was called to order at 6:09 p.m. by Chairperson Carol Ladd. Commission
members,JoAnn Lee,Jessica Koory,Elizabeth Medina and Anne Owens were in attendance.
Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator and Eric Strunk,
Executive Director,Parks,Recreation&Library Services. Commissioner Kaitlyn MacKay was
absent. Commissioner Darren Fosdick had an excused absence.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Owens to APPROVE the minutes of the
January 30,2013. The MOTION was SECONDED by Commission member Koory and
carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public;however,the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no comments.
501 c (3)—GIFTING FOR GLENDALE
Eric Strunk, Executive Director,Parks,Recreation &Library Services, stated the department was
in the process of creating a 501c (3)that will be independent of the city structure and community
based. He requested the Commissioners feedback on how they see this opportunity working
with the arts. He noted there were many grant opportunities they were not eligible for because
they were not a 501c(3). Once they receive a letter from the IRS accepting the request,the next
step is to form a Board with good community representation to oversee the program. He
introduced Michelle Yates and Deanna Ortiz who have been working on this project.
Michelle Yates,Recreation Coordinator,and Deanna Ortiz, Recreation Manager provided the
Commission with an update on the status of a new nonprofit foundation that is in the process of
being developed. The Commission was provided with information about this concept that will
help identify possible opportunities from which the Glendale Public Art Program could benefit.
Once the application is accepted,the program should be up and running in approximately two to
six months. The tag name GIFT stands for Glendale Initiative for Tomorrow.
Commissioner Koory remarked on the inconsistency of city employees heading up this project
and it being presented as being independent of the city. Ms. Ortiz explained once they get this
program up and running, it will be the Boards responsibility.

Commissioner Owens commented on their Mission Statement not being clear. She wondered
what made this 501c (3) special from the many others out there. Ms. Yates explained that many
citizens that have a special connection to Glendale are looking for ways to contribute and this
just makes it easier for both the city and donors.
Commissioner Medina stated she sees this as a good program since the Arts Commission was not
allowed to fund raise and this group will have that ability.
Mr. Strunk indicated they were not seeking city funds for this project and are only seeking to tap
into corporations and giving groups. This will be a separate and distinct entity that will be
outside the city structure. He reiterated this was just a tool to help enhance the current system of
securing funds.
Mr. Strunk noted there was room for improvement to the wording of the Mission Statement and
they will work on the wording a bit more. He added staff will keep the Commission updated on
the progress of the program.
IN FLUX Cycle 3
Mojgan Vahabzadeh, Public Arts Coordinator provided the update. Per the adopted FY 2012-
2013 Arts Plan,the Arts Commission approved funding in support of IN FLUX Cycle 3, a
partnership of seven Valley cities working together to bring renewed vitality to each
participating city through a series of multidisciplinary temporary art installations in vacant
storefronts. IN FLUX offers new perspective on the connections between community
organizations,local businesses, artists, and audiences.
Melissa Martinez and Chris Jagmin,the two competitively selected artists for the two projects in
Glendale,presented their project proposals to the Commission.
Melissa Martinez's concept is called"Shimmy, Shimmy, Shake" and incorporates using
fabricated Jellyfish and an aquarium inspired environment visible through the storefront
windows. The fabricated Jellyfish will dance and sway in the window to colored lighting and an
interactive bubble machine simulating underwater.
Chris Jagmin's concept is called"Most Valuable Player"and incorporates putting together a
trophy case to honor people's lives and moments of achievements. The storefront windows will
display trophies and rewards from special moments of one's life. This installation will have a
mirror as part of the piece. Viewers outside the window could look in and see themselves as part
of the piece.
Ms. Vahabzadeh encouraged the Commissioners to visit the artists websites to learn more about
their work. The Commissioners thanked the presenters for their wonderful presentations.
Review of the FY 2012-2013 Arts Plan
Mojgan Vahabzadeh, Public Arts Coordinator, introduced the item and provided a brief overview
of the adopted FY 2012-2013 Arts Plan. She provided the opportunity for the Arts Commission

to choose to amend the Arts Plan to redirect the unexpended $20,000 because of two projects
that will not be occurring this year. The Commissioners can choose to redirect the funds in part
or in full,towards other arts-related endeavors in Glendale:
She stated the two projects on the current Art Plan that will not be occurring this year are the
following:
• The interactive/temporary arts element of the Jazz and Blues Festival- $8,000
• Visual artist-in-residence project at Glendale High Schools- $ 12,000
After much discussion among the Commissioners, the consensus was to amend the Arts Plan and
redirect the funds to an Arts Contingency Fund, Westgate Opportunities and Performing Arts.
A MOTION was MADE by Commission member Lee to Amend the FY 2012-2013 Arts
Plan to redirect the unexpected$20,000 as follows: $3,000/Arts Contingency Fund,
$9,000/Westgate Opportunities, $8,000/Performing Arts. The MOTION was SECONDED
by Commission member Medina and carried unanimously.
STAFF REPORTS/CORRESPONDENCE
Plein Air 2013
Mojgan Vahabzadeh, Public Arts Coordinator reported that the Plein Air 2013 event was a great
success. She added City Council members had a wonderful time judging the artwork. The
artwork is currently displayed at the Council offices in the lobby and on Monday they will be
displayed at the Adult Center along with the four recent purchases from the Glendale Arts
Council Juried Fine Arts Show. She thanked all the Commissioners who attended and helped.
Performing Arts
The Performing Arts Partnership Program applications are now on-line. Deadline for
applications is March 28th at 5:00pm. The review date for applications will be April 25th. Each
applicant will be granted a total of 10 minutes for their presentation. The Commissioners will
meet again on May 9 to make their recommendations for funding which will then go before City
Council on June 11 for a vote.
"Paris in the Spring"Event
The "Paris in the Spring" Event is scheduled in downtown Glendale this Saturday from 10:00am
to 4:00pm. A few Plein Air artists will be participating in this one day event. The artists are
sponsored by the Glendale Arts Commission.
Maintenance/Repair
Ms. Vahabzadeh stated cage protection has been installed for the solar lighting at the Sahuaro
Ranch Park Entry Monument.
Public Safety Memorial Update
Staff updated the Commission on the rotation of the Public Safety Memorial. Ms. Vahabzadeh
stated the process has started and should be complete in two weeks.

Exhibits
The Chihuly test pieces which were on display in Mayor Scruggs lobby will be moved to the
Adult Center on Monday. Additionally, the Phoenix Artist Guild show at the Adult Center will
be ending on Monday.
COMMISSIONER COMMENTS
Mr. Strunk invited everyone to the Folk and Heritage Festival on March 23rd and 24th at
Sahuaro Ranch Park. He congratulated the Glendale Arts Council for the outstanding job done
on Juried Fine Art Show in which they sold many art pieces. Commissioner Koory agreed.
NEXT MEETING
The next meeting of the Glendale Arts Commission will be held Thursday, March 28, 2013 at
6:00 p.m. on the 1st Floor, Large Meeting Room, Glendale Public Library, 5959 West Brown
Street, Glendale,Arizona.
ADJOURNMENT
A MOTION was MADE by Commission member Koory to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Owens and carried unanimously.
As there were no further comments, the meeting was adjourned at 7:55 p.m.
