I. Call to Order
Vice-Chair Swander called the meeting to order at 6:36 p.m.
II. Roll Call
Vice-Chair Swander took roll call. Committee-members Loya and Jared were absent.
III. Business from the Floor
None.
IV. Fiscal Year (FY) 2013-14 Community Block Development Grant (CDBG) Program
and Emergency Solutions Grants (ESG) Funding Requests
Committee-member Schmitz announced that she was abstaining from the vote on the Back
to School Clothing Drive Association — New Clothes, New Beginnings grant request.

Committee-member Schmitz explained that she recently transferred to Landmark
Elementary School,which is a recipient of the grant.
Mr. Lopez thanked the Committee-members for their time. Mr. Lopez explained that for
any individual grant, the amount granted should be around $10,000, due to the costs of
administering the grant. Mr. Lopez reminded the Committee of the Council's grant
priorities: core needs, existing programs and food programs. Mr. Lopez added that Council
would like some focus on fair housing.
Mr. McAllen thanked the Committee-members for their work on the grant request process,
noting that there are some very tough decisions to be made.
Mr. Lopez announced that there are twice as many requests as funds available. For the
CDBG Public Services, the grant requests total $710.097, compared to $312,522 in
estimated funds available. For the Emergency Solutions Grants (ESG) there are $224,941 in
grant requests compared to $161,098 in estimated funds available.
CDBG PUBLIC SERVICES:
HOMELESS
1-1 Central Arizona Shelter Services (CASS) — Men's Overflow Shelter - $30,000
request
Committee-member Torres stated that although CASS does great work, he would like to
keep as many funds as possible in the City of Glendale. Committee-members Wixon and
Sanders agreed.
Committee-member Miller commented that even though the shelter is located in Phoenix,
the shelter helps the homeless in Glendale. Committee-member Miller stressed that the
CASS shelter is very valuable and would like to see funding of the shelter.
Committee-member Miller motioned to fund CASS Men's Overflow Shelter for
$15,000. Committee-member Sanders made the second. Motion carried 9 - 0.
1-2 Central Arizona Shelter Services (CASS)—Family Shelter- $28,000 request
Committee-member Hudson commented that this request would only help 40 people which
is quite a bit of money for that amount of individuals.
Committee-member Torres motioned to fund CASS Family Shelter for $15,000.
Committee-member Sanders made the second. Motion passed 9 - 0.
1-3 City of Glendale Community Action Program CAP (Rent Assistance) - $75,000
request
Committee-member Sanders felt the request should be fully funded because CAP directly
helps Glendale residents and this program is keeping people in their homes. Committee-
member Wixon agreed.

Committee-member Miller praised CAP on its verification process. Committee-member
Miller expressed concern regarding St. Vincent de Paul and wondered if some of the clients
were taking advantage of the agency.
Committee-member Torres agreed with full funding and commented that many of the other
requests will be paying for staffing, while the CAP request will be used 100%for the clients.
Committee-member Torres stated that the record of Ms. Daniel and the CAP office speaks
for itself.
Committee-member Miller motioned to fund City of Glendale Community Action
Program (Rent Assistance) for $75,000. Committee-member Torres made the second.
Motion carried 9 - 0.
1-4 Homeward Bound—Empowering Families - $23,616 request
Committee-member Sanders noted that Homeward Bound serves the homeless and keeps
families together.
Committee-member Torres stressed that he would like to fund Glendale programs
specifically.
Committee-member Miller liked the agency's presentation and stated that the agency is very
successful with its clients.
Committee-member Miller motioned to table discussion on Homeward Bound —
Empowering Families. Committee-member Torres made the second. Motion carried 9
- 0.
1-5 Society of St. Vincent de Paul OLPH — Keeping Families Together - $59,750
request
Committee-member Torres called for fully funding the request and stated that the agency
works with a skeleton crew of all volunteers. Committee-member Torres stated that there
will always be people who are trying to work an agency or program. Committee-member
Torres commented that the program helps Glendale residents specifically.
Committee-member Miller appreciated the work done by the agency.
Committee-member Wixon stressed that all funds stay within the City of Glendale.
Committee-member Torres motioned to fund St. Vincent de Paul OLPH - Keeping
Families Together for $59,750. Committee-member Wixon made the second. Motion
carried 8 - 1.
DOMESTIC VIOLENCE
1-6 A New Leaf - Faith House Emergency Shelter- $27,500 request

Committee-member Miller felt that he did not receive a direct answer during the hearings
when he questioned the agency representative about the budget. Committee-member Miller
felt that $1,000 a month for the phone bill was excessive for a 16-bed facility.
Committee-member Miller motioned not to fund A New Leaf- Faith House Emergency
Shelter. Committee-member Torres made the second. Motion carried 9 -0.
1-7 Chrysalis Shelter for Victims of Domestic Violence — Victim Services - $15,000
request
Committee-member Miller stated that the agency helps a lot of people for the amount
requested.
Committee-member Torres noted that the funds would be used for staffing costs.
Committee-member Miller commented that the agency does need to have staffing in order to
help the clients. Committee-member Miller stated that the funds would be used for a
victim's advocate who would accompany a client in court which is very important.
Committee-member Miller motioned to fund Chrysalis Shelter for Victims of Domestic
Violence—Victim Services for $15,000. Committee-member Hudson made the second.
Motion carried 8 - 1.
1-8 Community Information & Referral - CONTACS Shelter Hotline - $10,000
request
Committee-member Miller commented that last year the agency representatives indicated
that the CONTACS system would be rolled into the 2-1-1 Arizona system. Committee-
member Miller recalled that last year the Committee agreed that FY 2012-13 would be the
last year of funding for the CONTACS system. Committee-member Miller stated that any
funding should be given to the 2-1-1 system because it is the new system of the future.
Committee-member Miller motioned not to fund Community Information & Referral -
CONTACS Shelter Hotline. Committee-member Torres made the second. Motion
carried 9—0.
SENIORS
1-9 St. Mary's Food Bank Alliance—Glendale Home Food Delivery- $30,000 request
Committee-member Miller motioned to fund St. Mary's Food Bank Alliance —
Glendale Food Home Delivery for $30,000. Committee-member Torres made the
second. The motion passed 9 - 0.
1-10 YWCA of Maricopa County—YWCA Congregate Meals - $70,000 request
Committee-member Miller stressed that many seniors come to the YWCA for
companionship, and not just the meals.

Committee-member Miller motioned to fund YWCA of Maricopa County -
Congregate Meals Program for $70,000. Committee-member Torres made the second.
Motion carried 8 - 1.
YOUTH
1-11 A New Leaf -Juvenile Alternatives in Glendale (JAG) - $12,500 request
Committee-member Hudson commented that the agency was willing to take a grant request
of$7,500.
Vice-Chair Swander stated that he has spoken with various police officers and others in the
police department who are unaware of this program. Vice-Chair Swander stated that this
program did not fulfill a core need and there are other organizations that perform similar
tasks.
Committee-member Wixon noted that the agency provides a 23-hour time-out and 60% of
the youth assisted do not reoffend.
Committee-member Schmitz stated that the youth do not have to stay for the entire 23-hour
period and can leave anytime.
Committee-member Torres motioned not to fund A New Leaf - Juvenile Alternatives
in Glendale (JAG). Committee-member Miller made the second. Motion carried 9 -0.
1-12 Back to School Clothing Drive Association — New Clothes, New Beginnings
Annual Distribution - $20,000 request
Committee-member Hudson stated this is a fabulous program, but the clothing drive would
still continue without funding from Glendale.
Committee-member Torres did not feel the agency served a core need in comparison to
others.
Committee-member Sanders motioned not to fund Back to School Clothing Drive
Association —New Clothes, New Beginnings Annual Distribution. Committee-member
Miller made the second. Motion carried 8—0— 1 abstain.
At this time, Committee-member Torres asked if the discussions could center around
agencies that are requesting grant funds for food programs. All agreed.
SENIORS
1-10 YWCA of Maricopa County—YWCA Congregate Meals - $70,000 request
Committee-member Sanders motioned to change funding to YWCA of Maricopa
County - Congregate Meals Program from $70,000 to $40,000. Committee-member
Wixon made the second. Motion carried 9 - 0.

1-19 YWCA of Maricopa County — Home Delivered Meals Program (Meals on
Wheels) - $70,000 request
Committee-member Torres motioned to fund YWCA of Maricopa County — Home
Delivered Meals Program (Meals on Wheels) for $40,000. Committee-member Torres
made the second. Motion carried 9 - 0.
GENERAL ASSISTANCE
Committee-member Miller asked staff for clarification on fair housing. Mr. Lopez
explained that the elimination of fair housing issue keeps people in their homes and this is a
Council priority. Mr. Lopez noted that if the Committee could not find funding at this time
for fair housing, staff could look to the administrative budget for some funding as has been
done in the past, but this could not be guaranteed.
1-22 Community Legal Services—Fair Housing Services - $15,000 request
Vice-Chair Swander motioned to fund Community Legal Services — Fair Housing
Services for $15,000. Committee-member Miller made the second. Motion carried 9 -
0.
DISABLED
1-17 Duet—Partners in Health & Aging—Independence for Seniors through In-Home
Services & Transportation - $13,500 request
Committee-member Schmitz stressed that some funding should be given to Duet for the
great work done by this agency.
Committee-member Hudson motioned to fund Duet - Partners in Health & Aging —
Independence for Seniors through In-Home Services & Transportation_for $13,500.
Committee-member Wixon made the second. Motion carried 9 - 0.
GENERAL ASSISTANCE
1-21 Community Information & Referral—2-1-1 Arizona - $20,000 request
Committee-member Hudson suggested funding 2-1-1 Arizona for $10,000.
Committee-member Miller stated that clients could call CASS directly and CASS staff then
looks in the HMIS system to find a bed in the valley. Committee-member Miller stressed
that available funds are tight and if the Committee cannot fund a program, it does not mean
the Committee does not think the agency is not valuable. Committee-member Miller
commented that the program does have other funding sources throughout the state.
Committee-member Torres noted that the program will still exist without the request being
funded.

Vice-Chair Swander stated that 2-1-1 is designated by FEMA as a core need because in case
of disaster, emergency information is sent to 2-1-1 and the public can call 2-1-1 for disaster-
assistance information. Vice-Chair Swander noted that in the New York hurricane, 2-1-1
was the system used by the public to find out where help could be found, so it is a very
important program.
Committee-member Miller did not see the phone system as a core need when compared to
food and shelter.
Committee-member Torres stated that it would be great to fund the program, but there are
just not enough funds available.
Committee-member Torres motioned not to fund Community Information & Referral
-2-1-1 Arizona. Committee-member Miller made the second. Motion carried 9—0.
1-24 St. Mary's Food Bank Alliance — Glendale Emergency Food Box Program
$35,000 request
Vice-Chair Swander stated that full funding for the St. Mary's request came out to only
$1.00 per person in Glendale only.
Committee-member Torres stated that there are many places to obtain food boxes.
Committee-member Torres had never heard of this program before and he is right in the
Heart of Glendale. Committee-member Torres commented that the Thomas location is far
for Glendale residents to get to and there are many churches closer in town that will give out
food boxes.
Committee-member Miller commented that St. Mary's is one of the main distributors of the
food to other churches for distribution.
Vice-Chair Swander suggested some funding for the Emergency Food Box Program.
At this time, committee-member Torres suggested keeping CAP fully funded and wanted to
increase funding to St. Vincent de Paul.
HOMELESS
1-1 Central Arizona Shelter Services (CASS) — Men's Overflow Shelter - $30,000
request
1-5 Society of St. Vincent DePaul OLPH—Keeping Families Together
Committee-member Torres motioned to change the funding of CASS Men's Overflow
Shelter from $15,000 to $10,000 and to change the funding of St. Vincent de Paul
OLPH - Keeping Families Together from $59,750 to $59,000. Committee-member
Miller made the second. Motion carried 9 -0.

Vice Chair Swander motioned that the balance of$22 shall be put toward St. Vincent
de Paul OLPH - Keeping Families Together for a grand total of$59,022. Committee-
member Torres made the second. Motion carried 9 - 0.
At this point, all available CDBG funds were distributed.
Committee-member Miller motioned to accept the completed CDBG Public Services
grant funding recommendations as discussed in the meeting and noted on the funding
spreadsheet. Committee-member Torres made the second. Motion carried 9 - 0.

EMERGENCY SOLUTIONS GRANTS (ESG):
Vice-Chair Swander announced the estimated amount of ESG funds available is $161,098.
Mr. Lopez stated that the CAP Homeless Prevention Activities could receive a minimum of
$64,439 in funding and a maximum of$75,000.
HOMELESS PREVENTION ACTIVITIES
3-3 City of Glendale Community Action Program (Homeless Prevention) - $37,500
request
3-4 City of Glendale Community Action Program (Rapid Re-Housing) - $37,500
request
Committee-member Torres suggested full funding of the CAP programs.
Committee-member Miller motioned to fund City of Glendale Community Action
Program (Homeless Prevention) for $37,500 City of Glendale Community Action
Program (Rapid Re-Housing) for $37,500. Committee-member Torres made the
second. Motion carried 9 - 0.
SHELTER OPERATIONAL COSTS FOR HOMELESS SERVICES ACTIVITIES
3-7 Tumbleweed Center for Youth Development — Phoenix Youth Resources Center -
$18,000 request
Committee-member Miller stated that he was not fully clear on the focus of the program.
Committee-member Miller added that the proposed Tumbleweed program would be a new
outreach in Glendale and the Council priorities stressed existing programs.
Committee-member Miller motioned not to fund Tumbleweed Center for Youth
Development — Phoenix Youth Resources Center. Committee-member Sanders made
the second. Motion carried 9 - 0.
3-8 UMOM New Day Centers, Inc. — Emergency Shelter for Families — Glendale -
$20,000 request

Committee-member stated that UMOM does great work and should be funded.
Vice-Chair Swander agreed.
Committee-member Torres stated that the UMOM location was at 93rd Street and Van
Buren.
Committee-member Versluis asked if the agency transports clients to their location and Vice
Chair Swander replied in the positive.
Committee-member Sanders motioned to fund UMOM New Day Centers, Inc. —
Emergency Center for Families — Glendale for $20,000. Committee-member Hudson
made the second. Motion passed 7 -2.
The Committee agreed to consider the rest of the agencies as a group.
3-1 A New Leaf—Faith House Emergency Shelter Operations -$35,000 request
Committee-member Miller felt that the request of $35,000 for ten residents was a lot of
funding for a small about of clients.
Mr. Lopez noted that this is the only shelter in Glendale and that domestic violence shelters
are more costly because they house children. Furthermore, it is a transitional shelter which
serves clients over a longer period of time.
Vice-Chair Swander stated that the agency served a core need.
Committee-member Schmitz struggled with the budget costs.
Committee-member Miller suggested funding half of the request.
The Committee unanimously agreed to fund A New Leaf — Faith House Emergency
Shelter Operations for$17,500.
3-2 Central Arizona Shelter Services (CASS) — Emergency Shelter Services for
Homeless Single Adults - $40,000 request
Committee-member Sanders asked if just men were served at the shelter. Committee-
member Schmitz stated that at the shelter for Homeless Single Adults both men and women
were served.
Committee-member Hudson suggested funding at $20,000.
The Committee unanimously agreed to fund Central Arizona Shelter Services (CASS)
—Emergency Shelter Services for Homeless Single Adults for$20,000.
3-5 Homeward Bound — Utilities Assistance for the Thunderbirds Family Village
Glendale- $26,941 request

Committee-member Hudson felt that amount of the request was high for the amount of
people served.
Committee-member Miller commented that the request was for six scattered sites and the
twelve units at the Thunderbird Village.
Mr. Lopez stated that Homeward Bound is also a domestic violence shelter.
Committee-member Hudson suggested full funding.
The Committee unanimously agreed to fund Homeward Bound — Utilities Assistance
for the Thunderbirds Family Village Glendale for$26,941.
3-2 Central Arizona Shelter Services (CASS) — Emergency Shelter Services for
Homeless Single Adults - $40,000 request
It was noted that there were $1,657 in available funds left.
The Committee unanimously agreed to increase funding for Central Arizona Shelter
Services (CASS) — Emergency Shelter Services for Homeless Single Adults from
$20,000 to $21,657.
3-7 Tumbleweed Center for Youth Development—Open Hands Crisis Shelter and Safe
Place - $10,000 request
The Committee unanimously agreed not to fund Tumbleweed Center for Youth
Development—Open Hands Crisis Shelter and Safe Place.
All available ESG funds were distributed.
Committee-member Miller motioned to accept the completed ESG grant funding
recommendations as discussed in the meeting and noted on the funding spreadsheet.
Committee-member Hudson made the second. Motion carried 9 - 0.

Committee-member Miller motioned to adjourn the meeting at 8:04 p.m. Committee-
member Torres made the second. The motion passed 9—0.
