Call to Order A Joint Meeting of the PSPRS Police and Fire Boards
A joint meeting of the PSPRS Police and Fire Boards was called to order at 9:00 a.m.
Administration of Loyalty Oath
Pamela Hanna, Glendale City Clerk, administered the Loyalty Oath to newly elected Mayor Jerry Weiers for
the PSPRS Local Police Board and the PSPRS Local Fire Board.
Review of Arizona Law Pertaining to PSPRS Local Boards
Nick DiPiazza, Chief Deputy City Attorney, reviewed the Open Meeting Law and Public Records Law as they
pertain to the Arizona Local PSPRS Boards. Mr. DiPiazza also outlined the duties of local boards, the
limitation of powers, procedural rules, board actions, voting, legal counsel, and defense and indemnification.
Mr. DiPiazza then answered questions from the Board members. Board members were provided with the
printed material presented by Mr. DiPiazza.
Review and Legislative Updates of PSPRS Policies
Jim Brown, Interim Human Resources Executive Director and PSPRS Board Secretary, introduced the latest
legislative updates to the PSPRS policies and what impact, if any, members may encounter with the changes.
Mr. Brown covered Normal Retirement, Deferred Retirement Option Plan ("D.R.O.P."), Deferred Annuity,
Separation Refund, Return to Work Process and Survivor Benefits, comparing changes in the membership
prior to January 1, 2012 and the changes after January 1, 2012. Mr. Brown then answered questions from the
Board members. Board members were provided with the printed material presented by Mr. Brown.

Adjournment of the Joint Meeting of the PSPRS Police and Fire Boards
Larry Clark, Acting Chair, asked for a motion to adjourn the joint meeting of the PSPRS Police and Fire
Boards. Capt. Joe Hester, Fire Board Member, moved to adjourn the joint meeting of the PSPRS Police and
Fire Boards. Det. Brandon Keefer, Police Board Member, seconded the motion. The meeting was adjourned
at 9:30 a.m.
Call to Order
Larry Clark, Acting Chair, called to order the Local Police Board meeting at 9:37 a.m.
Review and Approval of the November 14,2012 Local Police Board Meeting Minutes
The minutes of the November 14, 2012 Local Police Board meeting were reviewed. Det. Brandon Keefer
moved to accept the minutes as presented. Lt. John Wolfe seconded the motion. The Board voted and passed
the motion unanimously.
Review and Approval of Application for Normal Retirement—Sergei Droban
The Local Police Board reviewed Sergei Droban's Application for Normal Retirement. Sergei Droban, Police
Officer, has completed 20.521 years of credited service. He is scheduled to retire from the Glendale Police
Department on January 25, 2013. He has been a member of the Public Safety Personnel Retirement System
since July 20, 1992. The action requested of the Board is to approve the Normal Retirement Application for
Sergei Droban.
Lt. John Wolfe made a motion to approve the Application for Normal Retirement submitted by Sergei Droban,
Police Officer. Det. Brandon Keefer seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Normal Retirement—John Hoebee II
The Local Police Board reviewed John Hoebee II's Application for Normal Retirement. John Hoebee II,
Police Sergeant, has completed 25.734 years of credited service. He is scheduled to retire from the Glendale
Police Department on January 23, 2013. He has been a member of the Public Safety Personnel Retirement
System since May 1, 1987. The action requested of the Board is to approve the Normal Retirement
Application for John Hoebee II.
Lt. John Wolfe made a motion to approve the Application for Normal Retirement submitted by John Hoebee
II, Police Sergeant. Det. Brandon Keefer seconded the motion. The Board voted and passed the motion
unanimously.

Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—James Coking
The Local Police Board reviewed James Coking's D.R.O.P. Enrollment Application. James Coking, Police
Officer, has 21.002 years of credited service. He had elected to participate in the D.R.O.P. on December 26,
2012. He chose to participate in the D.R.O.P. for a period of sixty (60) months. On and after this date, the
employee and employer contributions will cease to be made to the Public Safety Personnel Retirement
System. He must terminate employment with the City of Glendale Police Department on or before December
31, 2017. He has been a member of the Glendale Police Department since April 13, 1992. The action
requested of the Board is to approve the Application for Enrollment in D.R.O.P. Retirement submitted by
James Coking, Police Officer.
Det. Brandon Keefer moved to approve the D.R.O.P. Enrollment Application submitted by James Coking,
Police Officer. Lt. John Wolfe seconded the motion. The motion passed unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Joel F. Countryman
The Local Police Board reviewed Joel F. Countryman's D.R.O.P. Enrollment Application. Joel F.
Countryman, Police Officer, has 27.025 years of credited service. He had elected to participate in the
D.R.O.P. on November 30, 2012. He chose to participate in the D.R.O.P. for a period of sixty (60) months.
On and after this date, the employee and employer contributions will cease to be made to the Public Safety
Personnel Retirement System. He must terminate employment with the City of Glendale Police Department
on or before November 30, 2017. He has been a member of the Glendale Police Department since November
22, 1985. The action requested of the Board is to approve the Application for Enrollment in D.R.O.P.
Retirement submitted by Joel F. Countryman, Police Officer.
Lt. John Wolfe moved to approve the D.R.O.P. Enrollment Application submitted by Joel F. Countryman,
Police Officer. Det. Brandon Keefer seconded the motion. The motion passed unanimously.

There was no new business.

Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Lt. John Wolfe moved to adjourn the
PSPRS Police Board meeting. Det. Brandon Keefer seconded the motion. The meeting was adjourned at 9:45
a.m.
