Call to Order A Joint Meeting of the PSPRS Fire and Police Boards
A joint meeting of the PSPRS Local Fire and Police Boards was called to order at 9:00 a.m.
Administration of Loyalty Oath
Pamela Hanna, Glendale City Clerk, administered the Loyalty Oath to newly elected Mayor Jerry Weiers for
the PSPRS Local Fire Board and the PSPRS Local Police Board.
Review of Arizona Law Pertaining to PSPRS Local Boards
Nick DiPiazza, Chief Deputy City Attorney, reviewed the Open Meeting Law and Public Records Law as they
pertain to the Arizona Local PSPRS Boards. Mr. DiPiazza also outlined the duties of local boards, the
limitation of powers, procedural rules, board actions, voting, legal counsel, and defense and indemnification.
Mr. DiPiazza then answered questions from the Board members. Board members were provided with the
printed material presented by Mr. DiPiazza.
Review and Legislative Updates of PSPRS Policies
Jim Brown, Interim Human Resources Executive Director and PSPRS Board Secretary, introduced the latest
legislative updates to the PSPRS policies and what impact, if any, members may encounter with the changes.
Mr. Brown covered Normal Retirement, Deferred Retirement Option Plan ("D.R.O.P."), Deferred Annuity,
Separation Refund, Return to Work Process and Survivor Benefits, comparing changes in the membership
prior to January 1, 2012 and the changes after January 1, 2012. Mr. Brown then answered questions from the
Board members. Board members were provided with the printed material presented by Mr. Brown.

Adjournment of the Joint Meeting of the PSPRS Fire and Police Boards
Larry Clark, Acting Chair, asked for a motion to adjourn the joint meeting of the PSPRS Fire and Police
Boards. Capt. Joe Hester, Fire Board Member, moved to adjourn the joint meeting of the PSPRS Fire and
Police Boards. Det. Brandon Keefer, Police Board Member, seconded the motion. The meeting was
adjourned at 9:30 a.m.
Call to Order
Larry Clark, Acting Chair, called to order the Local Fire Board meeting at 9:31 a.m.
Review and Approval of the October 24,2012 Local Fire Board Meeting Minutes
The minutes of the October 24, 2012 Local Fire Board meeting were reviewed. Acting City Manager Horatio
Skeete moved to accept the minutes as presented. Capt. Joe Hester seconded the motion. The Board voted
and passed the motion unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Armando A. Hernandez
The Local Fire Board reviewed Armando A. Hernandez's D.R.O.P. retirement application. Armando A.
Hernandez has elected to retire from the D.R.O.P. and will terminate his employment with the Glendale Fire
Department on February 27, 2013. On February 28, 2008, the Local Fire Board had approved Armando A.
Hernandez into the D.R.O.P. At that time he had completed 32.00 years of credited service. He was required
to terminate employment with the City of Glendale Fire Department on or before March 31, 2013. Armando
A. Hernandez is eligible to retire from the D.R.O.P. and to receive a Lump Sum distribution. He will begin
receiving his normal retirement pension on or about March 31, 2013.
Capt. Joe Hester motioned to approve the D.R.O.P. retirement application submitted by Armando A.
Hernandez, Fire Captain. Acting City Manager Horatio Skeete seconded the motion. The Board voted and
passed the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Roger D. Thompson
The Local Fire Board reviewed Roger D. Thompson's D.R.O.P. Enrollment Application. Roger D.
Thompson, Fire Fighter, has 26.027 years of credited service. He has elected to participate in the D.R.O.P. on
February 22, 2013. He has chosen to participate in the D.R.O.P. for a period of sixty (60) months. On and
after this date, the employee and employer contributions will cease to be made to the Public Safety Personnel
Retirement System. He must terminate employment with the City of Glendale Fire Department on or before
February 22, 2018. The action requested of the Board is to approve the Application for Enrollment in
D.R.O.P. Retirement submitted by Roger D. Thompson, Fire Fighter.
Capt. Joe Hester motioned to approve the D.R.O.P. Enrollment Application submitted by Roger D. Thompson,
Fire Fighter. Acting City Manager Horatio Skeete seconded the motion. The Board voted and passed the
motion unanimously.

There was no new business.
Adjournment
Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Acting City Manager Horatio Skeete
moved to adjourn the PSPRS Fire Board meeting. Capt. Joe Hester seconded the motion. The meeting was
adjourned at 9:36 a.m.
