HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 1/30/2013 CITY OF GLENDALE MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY,JANUARY 30,2013 SAHUARO RANCH PARK—FRUIT PACKING SHED 9802 NORTH 59TH AVENUE GLENDALE,ARIZONA 6:00 p.m. The meeting was called to order at 6:14 p.m. by Chairperson Carol Ladd. Commission members, Joann Lee, Jessica Koory and Darren Fosdick were in attendance. Representing city staff was Mojgan Vahabzadeh, Public Arts Coordinator. Commissioner Elizabeth Medina arrived at 6:22pm. Commissioner Anne Owens and Kaitlyn MacKay had excused absences. NEW COMMISSION MEMBER/INTRODUCTIONS The Commission members introduced themselves and provided some background information. Everyone welcomed New Commissioner Darren Fosdick representing the Barrel District. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Koory to APPROVE the minutes of the November 29,2012. The MOTION was SECONDED by Commission member Lee and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no comments. FY 2013-14 PERFORMING ARTS PARTNERSHIP PROGRAM Mojgan Vahabzadeh, Public Arts Coordinator, introduced the item and provided a brief overview of this annual funding program and reviewed the draft application for FY 2013-14. The Glendale Arts Commission has supported performing arts programs since FY 1996-1997. The City Council approved creating this program in order to make the arts more accessible to Glendale citizens, most notably youth and their families. As per the adopted FY 2012-13 Art Plan, the Glendale Arts Commission approved $24,000 in support of projects to be funded •through the FY 2013-14 Annual Performing Arts Partnership Program. She explained that at the beginning of February, applications for this opportunity will become publicly available. She noted the chance for application submittal was from the beginning of February to March 28th at 5:00pm. The review date for applications will be April 25th. Each applicant will be granted a total of 10 minutes for their presentation. The meeting presentations will be held April 28th at City Hall at 6:OOpm. On May 9th, the Commission will conduct a special meeting to decide their selections and on June 11th recommendation will be submitted to 1 City Council for approval. She said notifications will go out to the applicants that were selected and they will have until June 301h of 2014 to have their programs completed. 2013 GLENDALE ARTS COUNCIL JURIED FINE ARTS EXHIBIT The Arts Commission reviewed the Glendale Arts Council's Annual Juried Fine Arts Exhibition and selected the purchase awards for the Municipal Art Collection. The purchased artwork will be installed in city buildings. Per the adopted FY 2012-2013 Arts Plan, the total purchased not to exceed$2000. Ms. Vahabzadeh stated the funding for this item had gone down from $5000 to $2000 for purchases. She said everyone was invited to the Arts Exhibit Opening Reception, Friday at 7:00pm. Commissioner Medina remark they will have to choose quality over quantity. Commissioner Lee remarked that since they were not doing the Jazz and Blues Festival this year, they can use that$2000 for additional art purchases. Ms. Vahabzadeh stated that the Commission will have an opportunity to assess and amend the Art Plan at the February meeting. The current total of surplus funding was up to $20,000. Commissioner Koory inquired if any of the extra money could be used for tonight's purchases. Ms. Vahabzadeh stated most likely no, since it was not on the agenda and previously voted on by the Commission. The agenda clearly states a$2000 purchase limit. The Commissioners all walked around and made their recommendations for purchases. After much discussion and deliberation, the Commissioners presented their selections. They are as follows: The Commissioners were all very pleased with their recommendations. • Julie Chin, "Spring Cactus Blooms" $350 • Pamela Bleakney, "Tangled" $750 • Sally Horton, "Cordes Station/Pony Express" $600 • Julie Chin, "Pricky Pear Cactus" $350 Total $2,050 STAFF REPORTS/CORRESPONDENCE Plein Air Ms. Vahabzadeh stated this year's Plein Air Painting Event is scheduled for February 9, 2013. The event is hosted by the City of Glendale Arts Commission in conjunction with City of Glendale Office of Special Events and the Annual Glendale Chocolate Affaire. The event was open to any artist using the Plein Air technique. Ms. Vahabzadeh noted that the Best of Show will be judged by Mayor and Council who have kindly agreed to join the team of judges for the event. Commissioner Fosdick explained it was great City Council had taken and interest in the event. , • Influx Update Ms. Vahabzadeh updated the Commission on the Influx Program. She stated 87 applicants had applied for this program. Unfortunately, the locations for this project downtown fell through. However, the two applicants selected agreed to participate using the Westgate space starting in April. Glendale/Westgate Partnership Space Exhibit Ms. Vahabzadeh reported that the first program on the agenda will begin with a sampling of their municipal arts collection and other arts related activities for Fridays and Saturdays. Exhibits Ms. Vahabzadeh reported they will be looking for space to relocate some of the artwork the former Mayor had in her office. The Adult Center is one of the buildings being considered. The Commissioners had a discussion on Glendale buildings in which public artwork could be displayed. The Water Treatment Plant was not a good candidate for a public display since there were areas where the public was not admitted. Public Safety Memorial Ms. Vahabzadeh stated that rotation of the Public Safety Memorial is scheduled to start mid February. The work is expected to be competed in two weeks. COMMISSIONER COMMENTS NEXT MEETING The next meeting of the Glendale Arts Commission will be held Thursday, February 28, 2013 at 6:00 p.m. on the 1st Floor Meeting Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona. ADJOURNMENT A MOTION was MADE by Commission member Koory to ADJOURN the meeting. The MOTION was SECONDED by Commission member Lee and carried unanimously.
