The following Commission members, staff representatives, and guests were present: COMMISSION MEMBERS PRESENT: Vincent Abeyta, Chair Brent Ackzen Jack Bethel Jackie Doerr Dorlisa Dvorak John Ferguson Theodora Hackenberg Ricki Ray Joyce Stribling COMMISSION MEMBERS ABSENT: Gerald Woodman (excused) William Sheldon, Vice Chair (excused) OTHERS PRESENT: Cathy Colbath, Acting Executive Director Terry Johnson, Deputy Transportation Director Allan Grover, Transportation Planner Purab Adabala, Senior Transportation Analyst Bill Passmore, Principal Engineer Robert Schaevitz(consultant) I. CALL TO ORDER Chair Abeyta called the meeting to order at 7:00 PM II. APPROVAL OF THE MINUTES Chair Abeyta called for approval of the minutes. ACTION BY CTOC: Approval of the minutes of the November 1, 2012 meeting of the Citizens Transportation Oversight Commission. (Motion: Commissioner Hackenberg, Second: Commissioner Ackzen; passed unanimously) 1 III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair Abeyta called for approval of the agenda. ACTION BY CTOC: Approval of the December 6, 2012 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Hackenberg; Second: Commissioner Ackzen; passed unanimously) V. PUBLIC INPUT—COMMISSIONERS AND STAFF Commissioner Ackzen reported on the December meeting of the Citizens Bicycle Advisory Committee. Committee members continued their work on a questionnaire to be submitted to the National Bicycle Coalition to designate Glendale as a Bicycle-Friendly City. VI. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director, announced that the agenda items prepared for this meeting are in response to questions raised by CTOC members at the September CTOC meeting regarding financial analysis and projections used in the GO Program. VII. FUNDING SOURCES FOR GO PROGRAM PROJECTS Purab Adabala, Senior Transportation Analyst, presented overview information on project funding sources and bonding for the GO Program. VIII. FINANCIAL PROJECTIONS FOR THE GO PROGRAM Robert Schaevitz, consultant, discussed financial data related to the update of the 2013- 2037 GO Program of Projects, including various topics such as projections, forecasting, and bonding issues. Commissioner Bethel asked about the coverage ratio for bond coverage. Mr. Schaevitz responded that the coverage ratio of 2.0 is standard for good quality revenue bonds, and higher coverage ratios (2.5 or even higher) are sometimes required for riskier credits. Even with a 2.0 coverage, the actual interest cost for future GO borrowings will depend not only on the reliability of GO Program sales tax revenue, but also on the City's general credit rating and general conditions in the credit markets. Commissioner Hackenberg asked if the City's financial problems could affect the level of general funds in the GO Program. Mr. Schaevitz replied that this is possible, but that general funds are only 2% of GO Program funding. IX. MONTHLY CAPTIAL PROJECT STATUS REPORTS Bill Passmore, Principal Engineer, presented a power point with maps of GO capital projects under design or construction, including airport projects, bicycle and pedestrian 2 projects, waterline extension projects;and highway projects along Grand Avenue, Northern Parkway, and Myrtle Avenue. Commissioner Ackzen requested that this agenda item be presented at the next Bicycle Advisory Committee meeting. X. FUTURE AGENDA ITEMS The Commission suggested the following agenda item for a future meeting: - LRT Tour in 2013. Terry Johnson announced that he is ending his employment with the City of Glendale in mid-January of 2013. XI. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of each month in Room B-3 in City Hall. XII.
