MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD THURSDAY, SEPTEMBER 27,2012
LIBRARY BOARD CONFERNCE ROOM—FIRST FLOOR

GLENDALE,ARIZONA
6:00 p.m.
The meeting was called to order at 6:08 p.m. by Chairperson Carol Ladd. Commission
members, Joann Lee, Elizabeth Medina, Jessica Koory and Anne Owens were in attendance.
Representing city staff were, Eric Strunk,Executive Director, Parks, Recreation& Library
Services, and Mojgan Vahabzadeh, Public Arts Coordinator. Guest in attendance was Diane
Goke, Finance Director and Marcheta Strunk, Public Information Officer. Also in attendance
were past Arts Commission members, Diana Lesser, Darrel Criswell and Manuel Burruel.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Koory to APPROVE the minutes of the
June 21,2012 meeting. The MOTION was SECONDED by Commission member Lee and
carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. Pasts Arts Commission members, Diana Lesser, Darrel Criswell and Manual Burruel all
made statements in support of protecting the Arts programs in Glendale. They disapprove of any
additional cuts to the art program.
Commissioner Appointments
Mojgan Vahabzadeh,Public Arts Coordinator, welcomed the Arts Commission's new Chair and
Vice Chair appointments. Chairperson Carol Ladd and Vice Chair JoAnn Lee will begin serving
their new duties right away.
Temporary Sales Tax Informational Presentation
Eric Strunk, Executive Director, Parks, Recreation& Library Services,presented a summary
about the temporary sales tax initiative and which city services could be cut without the
temporary sales tax. He explained that as the general election approaches,the city of Glendale
wants to inform voters about the temporary sales tax the City Council approved in June 2012.
Revenue generated from this tax is for the main budget,the General Fund,providing funding for
services such as public safety, code compliance, libraries and parks and recreation. It is
important to note that the last time Glendale increased the general sales tax rate across most
categories was 20 years ago. He stated city staff will be having more meetings regarding this
issue in order to inform the public of what the proposed cuts could mean to Glendale. He added
these meetings were not for or against the vote, but simply to educate the public and answer any

questions.
Commissioner Koory remarked that some of the cuts proposed might not happen since the
Council has the final say on which services will be cut. Mr. Strunk agreed.
Mr. Strunk explained three might be cuts in staffing levels. He added new realignment on
staffing cuts will come from his office.
Commissioner Koory remarked the Arts Commission requires that their liaison have an arts
background not just anyone from his office. Mr. Strunk replied the replacement will have art
experience.
Commissioner Medina asked Mr. Strunk to explain where the Art Program receives its funding.
Mr. Strunk explained the city adopted an ordinance to fund the acquisition and installation of
new art purchases for the residents of Glendale with 1% of construction projects in the capital
improvements program to be deposited quarterly in a municipal art fund.
Commissioner Medina questioned why if the Arts Program does not take from the general fund,
were they being asked to cut their one staff position. Mr. Strunk explained the position was only
a recommendation if the sales tax does not go through.
Commissioner Koory suggested they pay for their Public Arts Coordinator out of the arts fund.
Mr. Strunk explained those funds were earmarked for arts only and cannot be used for salary.
Commissioner Medina remarked that their department has been picked to the bone with staffing
cuts and now want to take away their one staff person, as well. She reminded everyone that in
2009/10, the Council seized $2 million of the Arts fund to balance the rest of the operating
budget. Commissioner Koory and Medina noted this was all very upsetting. Mr. Strunk said he
realizes this was an upsetting situation; however, this was not a forum to discuss personnel issues
until after the election since these were only recommendations if the sales tax does not go
through.
Commissioner Koory inquired as to the time line of cuts if the sales tax does not go through. Mr.
Strunk stated if the sales tax goes away, the plans in place will happen very quickly within six to
nine months in order to balance the budget. Commissioner Koory commented on the $25 million
fee to the NHL as being another issue the city has to deal with.
Mr. Strunk summarized his presentation by asking the public to stay informed and help educate
the community on the facts regarding the sales tax issue. He encouraged everyone to visit the

FY 2012-13 Arts Projects Plan
Mojgan Vahabzadeh, Public Arts Coordinator, presented this item. The Commission completed
its discussion and review of its draft FY 2012/2013 Arts Projects Plan.

A MOTION was MADE by Commission member Medina to APPROVE the FY 2012/
2013 Arts Projects Plan. The MOTION was SECONDED by Commission member Koory
and carried unanimously.
Possible Art Gallery Partnership with Westgate
Marcheta Strunk, Public Information Officer, discussed the opportunity for a partnership with
Westgate providing the City of Glendale with free retail space to be used as art gallery space.
This will provide the Public Art Program with the opportunity to publicly exhibit selections of
the municipal portable art collection. Additionally, exhibits by schools and arts organizations

traditionally displayed at the Glendale Adult Center Gallery could also be exhibited at the
Westgate Gallery location. She stated this opportunity was at no cost to the city.
Commissioner Medina said she loved the price as well as the idea. She looks forward to hearing
more information on this item.
STAFF REPORTS/CORRESPONDENCE
Mojgan Vahabzadeh, Public Arts Coordinator, reported that "Circles of Time" at Myrtle and
Grand Ave, which had been vandalized, is partially repaired and the work will be completed this
month. She indicated that cleaning maintenance was being performed on art structures around
Glendale.
COMMISSIONER COMMENTS
Commissioner Lee commented on the Youth Arts Show in Glendale. She indicated the show
had been very uncomfortable because of the limited space and he large crowd. She added it was
extremely hot and packed. Ms. Vahabzadeh explained that was put on by the Glendale Arts
Council and not the Public Art Program. Commissioner Koory said she will pass on the
comments to the appropriated person since she was a member.
Ms. Vahabzadeh congratulated new Chairperson Carol Ladd and Vice Chair Joann Lee on their
new appointments.
Mr. Strunk thanked Ms. Vahabzadeh and staff for the outstanding work done on "Ballet under
the Stars". He stated this was a wonderful event presented in Glendale. He wished they could
capture it and bottle it for future events.
ADJOURNMENT
The next meeting of the Glendale Arts Commission will be held Thursday, October 25th at 6:00
p.m. on the 1st Floor, Large Meeting Room, Glendale Public Library, 5959 West Brown Street,
Glendale, Arizona.
ADJOURNMENT
A MOTION was MADE by Vice Chairperson Lee to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Koory and carried unanimously.
As there were no further comments, the meeting was adjourned at 7:11 p.m.
