MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD THURSDAY,JUNE 21,2012
LIBRARY LARGE MEETING ROOM—FIRST FLOOR
5959 WEST BROWN STREET
GLENDALE,ARIZONA
6:00 p.m.
The meeting was called to order at 6:01 p.m. by Chairperson Diane Lesser. Commission
members, Carol Ladd, Jessica Koory, Elizabeth Medina, Janine Barbour, and Joann Lee were in
attendance. Representing city staff were, Eric Strunk, Executive Director, Parks, Recreation&
Library Services, and Mojgan Vahabzadeh, Public Arts Coordinator. Also attending was Ms.
--- Anne Owens, commencing New Commission member. Guest in attendance was Justine
Cornelius, Building Safety Manager.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Medina to APPROVE the minutes of the
May 17,2012 meeting with the following corrections. The minutes should reflect
Commissioner Koory's statements that the minutes should be an exact accounting of the
T° proceedings in sequeq and facts.; othing should be subtracted, including the motion that
was made regarding the criteria for Performing Arts Partnership Program. The motion
was made and approved on 5/19/12 and should be recorded in the minutes. Additionally,
there is a correction to remove the word "upheld" from Commissioner Koory's comments
regarding the discussion on the applicants that were ineligible for the Performing Arts
Partnership Program. The MOTION was SECONDED by Commission member Lee and
carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. No public comments were made.
NEW ARTS COMMISSION MEMBER
The Commissioners Weldon e:A mee Owens as the neW-estMeniber of the Glendale Arts
Commission. Ms. Owens took the Loyalty Oath to begin her appointment. Commissioner
Owens will be representing the Sahuaro District.
DEACCESSION PLAN UPDATE
The Arts Commission conducted a special workshop meeting on May 31, 2012, to discuss this
concept. At that meeting,the Commission indicated it was not in support of any sale of
municipal art. However,they did request that staff solicit feedback regarding this topic on the
city's website for the Municipal Arts Program. Staff provided the Commission with the public's
comments and feedback. In response to the Arts Commission's request for public feedback, on
June 1, 2012, a section was added to the Glendale Public Arts website with an option for public

commentary. As of June 15, 2012, five comments had been posted on the website. Four out of
the five comments were against the sale of city art work.
Mojgan Vahabzadeh, Public Arts Coordinator, stated that staff will forward a memo to Mayor
and Council, indicating that the Arts Commission is not supportive of any sale of the City's art
portfolio.
FY 2012-13 ARTS PROJECTS PLAN
Staff presented a slide presentation of highlights and accomplishments of the Public Art Program
in FY 2011/12. They also presented a list of possible projects to be discussed and considered for
the upcoming FY 2012-13. Staff will continue to work with the Arts Commission to develop an
annual arts projects plan for FY 12/13.
Chairperson Lesser inquired as to the grant money that was awarded to the applicants of the
Performing Arts Partnership Program. She asked if the Arts Commission ever required an
itemized expense report on where they ultimately spent the grant money. Mojgan Vahabzadeh,
Public Arts Coordinator, explained the applicants were required to return a final report. She
stated that starting with FY 2012-13 grants,the requirements for the final report are being
revised to include more detailed quantitative information.
Chairperson Lesser said she believed it was a good idea to start requiring more detailed final
reporting, since it was the responsibility of the Arts Commission to verify where the money was
used and for what purpose. Eric Strunk, Executive Director, Parks, Recreation&Library
Services, agreed with Chairperson Lesser's suggestion and added that in moving forward,the
Arts Commission as a group can decide whether that was something they want to include in next
year's Performing Arts Partnership Plan.

SUMMER RETREAT PLAN
The Commission discussed the possibility of conducting a Summer Retreat to identify potential
projects for next fiscal year as well as goals for the future. Mojgan Vahabzadeh, Public Arts
Coordinator, stated she will be contacting everyone in the next couple of weeks for a date and
time that was agreeable to everyone.
STAFF REPORTS/CORRESPONDENCE
Farwell to Judy Fleming
Mojgan Vahabzadeh, Public Arts Coordinator, explained Ms. Fleming will no longer be working
in the Arts Department. She said this was due to budget cuts currently being experienced by the
city. She noted Ms. Fleming was currently employed and doing very well. However, she will be
greatly missed by all.
Maintenance Updates
Mojgan Vahabzadeh, Public Arts Coordinator, presented this item. She reported on the
maintenance and repairs being done on the Circles of Time at Myrtle & Grand Avenues. Staff
will work to get the repairs done in a timely manner.
Adult Center Exhibit Updates
Mojgan Vahabzadeh, Public Arts Coordinator presented this item. She stated the Phoenix Artist
Guild will have an exhibit in December. She explained she was working to have the exhibits
stay up longer because of the work involved in getting the exhibits initially set up.
Commissioner Barbour noted they should consider the exhibits to stay up at least for a three
month period.

ADJOURNMENT
The next meeting of the Glendale Arts Commission will be held Thursday, September, 27 at 6:00
p.m. on the 1st Floor, Large Meeting Room, Glendale Public Library, 5959 West Brown Street,
Glendale, Arizona.

A MOTION was MADE by Chairperson Barbour to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Owens and carried unanimously.
