Call to Order
Mayor Elaine Scruggs, Chair, called to order the Local Police Board meeting at 9:16 a.m.
Administration of Loyalty Oath
Before administering the Loyalty Oath to Acting City Manager Horatio Skeete, Mayor Scruggs communicated
the importance of this Board and the items that come before it. The Mayor noted that this Board offers
tremendous challenges, rewards, and a sense of fulfillment. She acknowledged that over the years the Board,
with the help of Nick DiPiazza, our attorney for many years, has developed a very strong, honest, thorough
process. Mayor Scruggs commented that she is proud of the work the Board has done, and knows that it will
continue to do so in the future. She noted that it's a very serious responsibility, obligation, and position
because we are serving those who serve us every day with their lives.
Mayor Elaine Scruggs, Chair, then proceeded to administer the Loyalty Oath to newly appointed Board
Member, Acting City Manager Horatio Skeete.
Review and Approval of the April 25, 2012 Local Police Board Meeting Minutes
The minutes of the April 25, 2012 Local Police Board meeting were reviewed. Lt. John Wolfe moved to
accept the minutes as presented. Det. Brandon Keefer seconded the motion. The Board voted and passed the
motion unanimously.

Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Dawn Gallagher
The Local Police Board reviewed Dawn Gallagher's D.R.O.P. Enrollment Application. Dawn Gallagher,
Police Sergeant, has 21.268 years of credited service. She has elected to participate in the D.R.O.P. on June
30, 2012. She chose to participate in the D.R.O.P. for a period of sixty (60) months. On and after this date,
the employee and employer contributions will cease to be made to the Public Safety Personnel Retirement
System. She must terminate employment with the City of Glendale Police Department on or before June 30,
2017. The action requested of the Board is to approve the Application for Enrollment in D.R.O.P. Retirement
submitted by Dawn Gallagher, Police Sergeant.
Det. Brandon Keefer moved to approve the D.R.O.P. Enrollment Application submitted by Dawn Gallagher,
Police Sergeant. Lt. John Wolfe seconded the motion. The motion passed unanimously.
Commencement of Executive Session
Mayor Elaine Scruggs, Chair, recessed the Open Session and convened into Executive Session to review and
discuss the medical evaluation of one (1) new Police Officer.
Reconvened into Open Session
The Board adjourned Executive Session and reconvened into Open Session to vote on the admission of one (1)
new Police Officer into the PSPRS with any pre-existing conditions noted on the medical evaluation.
Review and Approve Police Medical Evaluation for Pre-existing Conditions
Lt. John Wolfe made a motion to accept the one (1) application of William Newport with any pre-existing
conditions noted on the medical evaluation. Det. Brandon Keefer seconded the motion. The Board
unanimously approved the motion.
New Business
There was no new business.
Adjournment
Mayor Elaine Scruggs, Chair, adjourned the meeting at 9:23 a.m.
