CALL TO ORDER
Vice-Chair Terrance Mead called the meeting to order at 6:10 p.m.
APPROVAL OF MINUTES FROM JANUARY 12, 2011 MEETING
Ann Scott Timmer moved to approve the minutes as presented and Steven Keist seconded the
motion. It was voted unanimously to approve the minutes as presented.
DISTRIBUTION OF STATE OF THE JUDICIARY 2010 ANNUAL REPORT
Copies of the State of the Judiciary 2010 Annual Report were distributed to each board member
for information purposes. Judge Elizabeth Finn stated the report includes information such as
filings, milestones, grant awards, court activities, etc. She stated construction of the new court
building has been slated for 2018—2022. Judge Ann Scott Timmer stated she applauds the
Glendale Court for publishing the report and she recommended posting it to the City's website.

INTRODUCTION OF NEW BOARD APPOINTEES CHRISTINA RUBALCAVA AND
FREDERICK COURY
New members Christina Rubalcava and Frederick Coury were introduced to the Board.
Christina Rubalcava's appointment to the Board was effective June 28, 2011 to fill the seat
vacated by Leonard Fulcher. Christina Rubalcava stated she is a third year attorney at Osborn
Maledon and works in general commercial litigation. She also stated she has been a resident of
Glendale since she was in the seventh grade. She took her Oath at the June 28, 2011 Glendale
City Council Meeting. Frederick Coury was appointed to the Judicial Advisory Board on April
26, 2011 to fill the seat vacated by Arthur Dobbelaere. Frederick Coury stated he was born in
Glendale and owns a business in El Mirage. He also stated he has served on two previous City
of Glendale commissions. Christina Rubalcava and Frederick Coury will be eligible for two
three-year terms.
OATH OF NEW MEMBER FREDERICK COURY
Board Member Frederick Coury's Oath was administered by Vice-Chair Terrance Mead.
BOARD ORGANIZATION
Jerry Berntsen's first term as Chair expires November 29, 2011. He is eligible to serve one
additional one-year term. Judge Randy Warner moved to nominate Jerry Berntsen for a second
one-year term as Chair effective November 29, 2011. Steven Keist seconded the motion and the
motion carried unanimously. Jerry Bernsten's second term will expire November 29, 2012.
BOARD ORGANIZATION
Terrance Mead's first term as Vice-Chair expires November 29, 2011. He is eligible to serve
one additional one-year term. Steven Keist moved to nominate Terrance Mead for a second one-
year term as Vice-Chair effective November 29, 2011. Judge Ann Scott Timmer seconded the
motion and the motion carried unanimously. Terrance Mead's second term will expire
November 29, 2012.
PUBLIC COMMENT
There were no comments from the public at this time.
STAFF REPORT
JSAB Staff Representative Katie Douglas introduced Acting Human Resources Director Jim
Brown to the Board. In his role as Acting HR Director, Jim Brown will assume the duties of

JSAB Liaison upon the retirement of Alma Carmicle, the board's current liaison, in February
2012. She also introduced Janice Pitts,Deputy Human Resources Director, to the Board.
Unless any unforeseen issues arise,the next order of business for the JSAB is to consider the
reappointment of City Judge John Burkholder whose current four-year term expires October 31,
2012.
FUTURE MEETING
A meeting will be scheduled for January 2013 for purposes of interviewing Presiding City Judge
Elizabeth Finn and City Judge Jean Baxter.
ADJOURNMENT
Frederick Coury moved to adjourn the meeting at 6:35 p.m. It was seconded by Judge Randy
Warner and the motion carried unanimously.
