CALL TO ORDER II. APPROVAL OF THE MINUTES Action: Review and approval of the February 2, 2012 meeting minutes. III. CALL TO THE AUDIENCE An opportunity will be provided at this time for the public to address the Citizens' Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a three- minute time period for their comments. Action: For information. IV. APPROVAL OF THE AGENDA Approval of the order of agenda items. Action: For action to approve the agenda of April 5, 2012. V. PUBLIC INPUT—COMMISSIONERS AND STAFF (10 min.) As part of public outreach for the GO Program, Commissioners and staff will share public comments obtained from a variety of sources including the Bicycle Committee, GO Program public meetings, and informal discussions with citizens. Action: For information and discussion. VI. MANAGER'S REPORT (10 min.) The GO Transportation Program Administrator will review recent activities related to implementation of the GO Transportation Program. Action: For information and discussion. 1 VII. NORTHERN PARKWAY MAINTENANCE COSTS (15 min.) Roger Miles, Project Manager for URS, will make a presentation on future maintenance costs for the Northern Parkway project. Action: For information and discussion. VIII. DOWNTOWN ALLEYWAY PROJECT (20 min.) Bill Passmore, Principal Engineer, will provide an update on the Downtown Alleyway Project with information on current status, costs, funding sources, and project issues. Action: For information and discussion. IX. LAND ACQUISITION—GLENDALE MUNICIPAL AIRPORT (10 min.) Walt Fix, Airport Administrator, will address the need to purchase land for the Glendale Municipal Airport's runway protection zone (RPZ). Action: For information, discussion and possible action to recommend to the City Council that the City acquire 38.5 acres of property for a runway protection zone at the Glendale Airport, and authorize the transfer of budget appropriation for this purchase. X. FUTURE AGENDA ITEMS This opportunity is provided for Commissioners to suggest future agenda items or tours and provide announcements of general information. XI. NEXT MEETING TIME Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The next meeting is scheduled for May 3, 2012 in Room B-3 of City Hall. Action: For information. LAND ACQUISITION—GLENDALE MUNICIPAL AIRPORT Dr. Terry Johnson, Deputy Transportation Director,provided background on support for airport project funding in the 2001 Ballot and by CACTI members and reviewed all airport projects funded by GO Transportation matching funds over the past ten years. Walter Fix, Glendale's Airport Manager, explained the federal requirement to establish the Runway Protection Zone (RPZ) as recommended in the Airport Master Plan by Glendale's purchase of land at the end of the runway. Commissioner Garland asked if this land will be an Airport RPZ forever? Mr. Fix stated that this will remain Airport property according to Federal requirements. As an RPZ, this land cannot be developed or be used for a concentration of people for any purpose. Commissioner Baribault raised the issue of safety for users of Glendale Avenue within the RPZ. Mr. Fix replied that the City has already assumed this risk in the past and will continue to do so in the future. However, mitigation measures will be taken by the Airport to help reduce this risk. Commissioner Garland asked why the cost of land acquisition included $400,000 for legal fees if the City has a legal staff to cover this expense? Transportation Director Jamsheed Mehta explained that the City needs a private legal firm experienced in condemnation to conduct the case, as well as a need for future appraisals that will be paid from this amount. ACTION: Recommend to the City Council that the City acquire 38.5 acres of property for a runway protection zone at the Glendale Airport, and authorize the transfer of budget appropriation for this purchase. (Motion: Commissioner Sheldon; Second: Commissioner Baribault; passed unanimously) X. FUTURE AGENDA ITEMS There were no suggestions for meeting agenda items or new tours. XI. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of each month. The next meeting time is scheduled for May 3, 2012. XII.
