MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD THURSDAY,MAY 17,2012
LIBRARY SMALL MEETING ROOM—FIRST FLOOR
5959 WEST BROWN STREET
GLENDALE,ARIZONA
6:00 p.m.
The meeting was called to order at 6:04 p.m.by Chairperson Diane Lesser. Commission
members, Carol Ladd,Jessica Koory, Elizabeth Medina,and Joann Lee were in attendance.
Commissioner Janine Barbour arrived at 6:17pm. Representing city staff were,Mojgan
Vahabzadeh,Public Arts Coordinator, and Judy Fleming,Public Arts Coordinator. Guest in
attendance was Justine Cornelius, Building Safety Manager.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Lee to APPROVE the minutes of the
April 19,2012 meeting with the following corrections. (1)To remove the motion made
regarding criteria for the Performing Arts Partnership Program, (2) For the meeting date
to remain May the 24th on the minutes even with the meeting date change, (3)To reflect
that Commissioner Medina's vote of"nay"was made with the intention to not eliminate
the two applicants until further information was obtained. The MOTION was
SECONDED by Commission member Medina and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. No public comments were made.
2012-2013 Performing Arts Partnership Program
The Glendale Arts Commission has supported performing arts programs since FY 1996-1997.
As per the adopted FY 2011/12 Art Plan,the Glendale Arts Commission approved$35,500 in
support of projects to be funded through the FY 2012-2013 Annual Performing Arts Partnership
Program. The Arts Commission evaluated applicants' brief presentations and made their
selections and recommendations to be forwarded to City Council for funding approval.
The following are the grant applicants for 2011/12:
• The Phoenix Conservatory of Music
• Arizona Theatre Company
• Ballet Arizona
• Glendale Youth Project
• Childsplay, Inc.
• The Phoenix Symphony
• Opendance AZ

• Center Dance Ensemble
• Free Arts for Abused Children of Arizona
• Scottsdale Center for the Performing Arts
• Arizona Broadway Theatre
After evaluating the applicant's presentations,the Commissioners discussed each application in
detail.
Commissioners Ladd and Barbour had some concerns with the Glendale Youth Project
presentation. Commissioner Barbour explained this was a small organization in need of
assistance; however, she believes they did not meet the required qualifications needed for this
grant. Commissioner Ladd agreed and added she would like to help but their presentation was
not very clear as to where the money will be going. The rest of the Commissioners decided to
grant them$500 to assist them with some of their objectives. Commissioner Medina noted this
was an inner city community program that needed a lot of help to keep kids off the streets. She
hopes with time they will refine their presentation to provide a better understanding of where
they were going to allocate their grant money. Commissioner Barbour said she will be in touch
with them since she knows of several organizations more suited to their needs that they can
contact for help.
The Commission as a whole agreed The Phoenix Conservatory of Music focused more on their
students rather than the Glendale community.
Commissioner Barbour expressed her concern with The Phoenix Symphony presentation. She
said transportation is provided by the schools and yet the Symphony performance will be in the
City of Phoenix. She noted that projects must take place within the city limits of Glendale. The
Commission had a discussion to have a condition added should they decide to approve this item.
The condition is that they cannot use grant money to pay for the tickets in Phoenix.
Commissioner Koory noted she did not hear the presenter of the Phoenix Symphony say that
grant money will be used for tickets in Phoenix. Mojgan Vahabzadeh, Public Arts Coordinator,
stated this organization had requested 4,000 in grant money and was contributing $1,390 from
other sources. The one performance at Symphony Hall was most likely supported by the
additional funds.
Ms. Vahabzadeh stated the Commission's recommendations for funding support will be
forwarded to City Council for funding approval at a June City Council meeting.
A MOTION was MADE by Commission member Barbour to RECOMMEND APPROVAL
of the FY 2012-13 Performing Arts Partnership Grant applications in the total amount of
$35,500. The MOTION was SECONDED by Commission member Medina and carried
unanimously.
DEACCESSION PLAN UPDATE
Mojgan Vahabzadeh,Public Arts Coordinator, facilitated a conversation with input from the
Glendale Arts Commission for a plan to discuss deaccessioning some of Glendale's portable art

collection. After a brief discussion,the Commission agreed to meet on May 31, 2012 @ 4:00pm
to discuss this item and provide direction.
STAFF REPORTS/CORRESPONDENCE
MURAL IN CITY'S CENTERLINE DISTRICT UPDATE
Local artist Martin Moreno and students at Las Artes de Maricopa painted the mural, "El Corrido
de Glendale, Arizona," which was created on tiles and is secured in a steel frame on the south
wall of Bitzee Mama's Restaurant. The mural project is part of Artwerks, a city program that is
pairing business owners with local artists to enhance Glendale's redevelopment and
revitalization of the Centerline District along the Glendale Avenue corridor. Justine Cornelius,
Building Safety Manager, stated the mural will become part of the city's Centennial Legacy
Project.
COMMISSIONER COMMENTS
Commissioner Koory asked to make a few comments on last month's meeting and minutes. She
stated that at the last meeting, two applicants were eliminated, ASU West and The Glendale
Youth Project. ASU West is not in the City of Glendale and The Glendale Youth Project did not
have the necessary required information on the form by the due date. She noted this should be
reflected in the minutes as well as be upheld since they had not met the prerequisites. In regards
to the minutes, she would like the published minutes to include all things discussed at the
meetings and that changes should not be made to any items. Ms. Vahabzadeh, Public Arts
Coordinator, stated that the City Attorney's Office reviews the applicants for minimum
requirements per application rules. ASU did not meet the criteria, but The Glendale Youth
Project did meet the minimum requirements to move forward in the process.
ADJOURNMENT
The next meeting of the Glendale Arts Commission will be held Thursday, June 21, at 6:00 p.m.
on the 1st Floor, Large Meeting Room, Glendale Public Library, 5959 West Brown Street,
Glendale, Arizona.

A MOTION was MADE by Chairperson Lesser to ADJOURN the meeting. The MOTION
was SECONDED by Commission member Barbour and carried unanimously.
As there were no further comments,the meeting was adjourned at 9:00 p.m.
