HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 4/19/2012 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY, APRIL 19,2012 LIBRARY BOARD CONFERNCE ROOM—SECOND FLOOR 5959 WEST BROWN STREET GLENDALE,ARIZONA 6:00 p.m. The meeting was called to order at 6:00 p.m. by Chairperson Diane Lesser. Commission members, Carol Ladd, Jessica Koory, Elizabeth Medina, Joann Lee and Janine Barbour were in attendance. Representing city staff were, Mojgan Vahabzadeh, Public Arts Coordinator, and Judy Fleming, Public Arts Coordinator. Guests in attendance were Marlene Tromp, Director and Professor of English and Women's Studies, and Patricia J. Clark, Associate Professor of Digital Media Arts Division of Humanities, Arts and Cultural Studies. Also attending briefly was Anthony Kern, Glendale City Council candidate who stopped by to meet the Commissioners as well as Eric Strunk, Executive Director, Parks, Recreation& Library Services, who provided current budget information. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Barbour to APPROVE the minutes of the March 22,2012 meeting. The MOTION was SECONDED by Commission member Medina and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss nor consider items not appearing on the agenda unless an actual emergency exists. No public comments were made. PRESENTATION BY THE ARIZONA STATE UNIVERSITY WEST NEW COLLEGE OF INTERDISCIPLINARY ARTS Marlene Tromp, Director and Professor of English and Women's Studies and Patricia J. Clark, Associate Professor of Digital Media Arts Division of Humanities, Arts and Cultural Studies, presented information and facilitated a discussion regarding their innovative program. Also presenting was Commissioner Janine Barbour, a student who has experienced the program first hand. The purpose of this presentation was to introduce and create a connection between the Public Art Program and ASU West students and faculty. The New College of Interdisciplinary Arts and Sciences is a progressive college working towards its future as an active partner in the community with bright new ideas for the arts in the City of Glendale. The Interdisciplinary Arts and Performance is transformative and engaging. The intersections of traditional arts practice is expanded upon via 21St century art forms and media engaging audience participation, addressing social and cultural traditions, and new ways of experiencing the arts. In looking to the future,ASU's School of Humanities, Arts and Culture Studies and the City of Glendale share a desire to provide culturally rich experiences through the arts to the public in 1 ways that connect the university and the city. Ms. Tromp noted many of these students are very successful in the private sector and are in high demand. Commissioner Barbour stated that participating in this program has enriched her abilities and perception as an artist. She indicated this educational experience has broadened her knowledge in new things. She explained that IAP students apply their creative abilities in many ways in the arts and in professional media design. Commissioner Barbour left the meeting at 6:24pm. 2012-2013 PERFORMING ARTS PARTNERSHIP PROGRAM Mojgan Vahabzadeh, Public Arts Coordinator,presented this item. The Glendale Arts Commission has supported the performing arts programs since FY 1996-1997. The City Council approved creating this program in order to make the arts more accessible to Glendale citizens, most notably youth and their families. As per the adopted FY 2011-2012 Art Plan,the Glendale Arts Commission approved$35,500 in support of projects to be funded through the FY 2012- 2013 Annual Performing Arts Partnership Program. The Commission discussed inviting all the applicants to the May meeting of the Arts Commission to give an in-person presentation about their proposals. At the May meeting,the Commission members will review the applications received and make selections and recommend the selected projects to City Council for approval. The organizations selected through this process will have from July 1, 2012 to June 30, 2013 to present their projects in Glendale. The Commissioners discussed the requirements regarding the application process. The Commission determined the importance of following the prerequisite requirement process to ensure each applicant receives a fair and just evaluation based on their initial submitted request. A MOTION was MADE by Commission member Koory to Confirm that all requirements and criteria be met as outlined in the checklist application provided to the applicants. The MOTION was SECONDED by Commission member Ladd. Commission member Medina voted "nay". All other Commissioners voted"aye". STAFF REPORTS/CORRESPONDENCE Jazz and Blues Festival Update Judy Fleming, Public Arts Coordinator, presented this item. She stated Glendale's two-day Jazz and Blue music festival was a huge success. The Glendale Public Art Program presented, "Something to Write Home About." This interactive art element was a great addition during the 2012 Glendale Jazz and Blues Festival. Under the guidance of artist educators Gregory Sale and Angela Ellsworth, 28 ASU students enrolled in Inter-media courses at the School of Art, Herberger Institute for Design and the Arts presented a series of interactive performances and installations that unfolded over the two day festival. Glendale City Budget Update 2 Eric Strunk, Executive Director, Parks, Recreation& Library Services, provided information on the current budget process as it impacts the arts in Glendale. He indicated the city's recommended operating and capital budget for FY 2012-2013 continues to focus on Council's strategic goals within the constraints of the various funding sources that comprise the operating and capital budgets. This is the fourth consecutive year that the general fund shows a gap between ongoing revenue and ongoing expenses. He explained all department heads have presented their recommendations to Council on where they can reduce expenditures. He provided information on a recommendation to sell part of the city's municipal arts collection. Staff will explore this recommendation and come up with a suitable proposal. Ms. Vahabzadeh agreed to look into it. Chairperson Lesser would like the Arts Commission involved in this process. COMMISSIONER COMMENTS No Comments were made. ADJOURNMENT The next meeting of the Glendale Arts Commission will be held Thursday, May 17th, at 6:00 p.m. on the 1st Floor, Small Meeting Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona. ADJOURNMENT A MOTION was MADE by Commission member Ladd to ADJOURN the meeting. The MOTION was SECONDED by Commission member Lee and carried unanimously.
