CALL TO ORDER Chair Schmitt called the meeting to order at 6:00 pm. 2. ROLL CALL Present: Tom Schmitt, Chair John Geurs, Vice Chair Donald Brazier, Commissioner John Fernandes, Commissioner Joan Young, Commissioner Marie Nesfield, Commissioner Chuck Jared, Commissioner Absent: Jack Nylund, Commissioner CJ Williams, Commissioner Also Present: Patrick Sage, Transportation Planner Trevor Ebersole, Deputy Director for Public Works-Transportation Debbie Albert, City Traffic Engineer Allan Galicia, Transportation Systems Administrator Kurt Christianson, Asst. City Attorney Stin Weber, ITS Supervisor 3. APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES The agenda for the September 7, 2017 CTOC meeting was approved unanimously Motioned by Vice Chair John Geurs, seconded by Commissioner Chuck Jared Vote: 7 - 0 Passed 4. CITIZEN COMMENTS No other citizens were present. 5. APPROVAL OF THE MINUTES Commissioners unanimously approved the minutes from the August 3, 2017 Citizens Transportation Oversight Commission meeting. Motioned by Commissioner Donald Brazier, seconded by Vice Chair John Geurs Vote: 7- 0 Passed 6. COMMISSIONER UPDATES Commissioner Nesfield provided an update from the September 4, 2017 meeting of the Citizens Bicycle Advisory Committee. She reported that the City's application to secure funding for the Glendale Active Transportation Plan was successful. Commissioner Nesfield also reported the final tally for the Glendale Family Bike Ride at 615 participants. Vice Chair Geurs reported that he attended the August 15, 2017 City Council workshop session that included an update from Valley Metro on the West Phoenix/Central Glendale Light Rail Study. Because the item was at the end of the workshop session, he was not able to stay to hear the presentation. Mr. Sage informed commissioners that workshop and Council meetings are typically recorded and available to stream online, and that he would email commissioners a link to the August 15 workshop recording. Chair Schmitt reported that he had a one-on-one meeting with Jack Friedline, Glendale Public Works Director. They discussed the funding that CTOC recommended to Council in February 2015 for the potential extension of light rail transit into western Glendale. Chair Schmitt expressed that CTOC did not specify the focus on the study at the time of their recommendation, but since that time he has worked to have that study focus on developing public/private partnerships to support light rail transit to destinations west of Grand Avenue, which would by necessity support the first phase to downtown Glendale. Mr. Sage suggested that staff discuss the status of the west Glendale light rail transit study with department management and report back to CTOC. Vice Chair Geurs asked that staff provide an update regarding light rail transit planning activities as part of the October Manager's report. Chair Schmitt stated that a future agenda item might be necessary to clarify the CTOC recommendation to Council regarding the intent of the study. Chair Schmitt also reported that he visited the airport and met with Glendale Municipal Airport Administrator Kenn Potts. He mentioned that they discussed the use of year-end surplus funds for airport project needs (as recommended by CTOC), and that the airport did not have time to spend some of the FY2017 funds allocated, due to the process required to obtain the appropriate Council approval for the expenditure. Mr. Ebersole provided further explanation regarding the process for using the year-end surplus towards pre-identified shovel ready projects. The airport had one paving project that experienced a substantial delay that was not able to be executed within the necessary time frame, primarily due to a need to take that particular project through the Council approval process. Mr. Ebersole explained that this money wasn't"lost" but instead rolled into the next priority project. He also mentioned that Mr. Potts is seeking grant funding to address this paving project long term, and that the year-end funds were only providing a "band-aid" short term repair. Mr. Geurs asked about whether the airport will still be able to receive funding from any FY2018 year-end surplus. Mr. Ebersole identified the project prioritization process followed to allocate these funds, and that airport staff is already getting their projects appropriately positioned to take advantage of any FY2018 year-end surplus funds that might be available. Mr. Fernandes and Mr. Geurs inquired about the delay that seems to occur to get items on the Council agenda, and whether anything can be done to expedite that process. Mr. Ebersole informed commissioners that a new information management system has recently been adopted by the city that is expected to reduce the timeframe to get potential items through processing and , onto the Council agenda more efficiently. Mr. Ebersole also recognized that the Transportation management is continuously honing its project prioritizing process. , 7. MANAGER'S REPORT Patrick Sage, Transportation Planner, delivered the Manager's Report to the Commission, which included updates on the following items: •Transportation Plan • Light Rail Transit 8. CONSTRUCTION PROJECT COORDINATION Debbie Albert, City Traffic Engineer, presented the process and measures taken by the city to coordinate street construction activities with adjacent local agencies, area stakeholders and the traveling public. Vice Chair Geurs asked how residents can find out what streets to avoid for construction zones in the city. Ms. Albert informed that some information is available on the city website currently, but it is not comprehensive. She explained that Public Works staff are in discussions to develop a system that would better capture and make available the variety of construction activities that are active in the public right of way at any given time in the city. Chair Schmitt confirmed that this type of consideration for the needs of the traveling public were his motivation for requesting this agenda item. Chair Schmitt also brought up the potential for the city to offer contractor performance incentives to encourage contractors to complete their projects more efficiently or deliver a higher quality project. Mr. Ebersole confirmed that the Public Works Department is exploring the potential to introduce incentives through the RFP process, and that those discussions are underway, for consideration on projects where it would make sense. Chair Schmitt recognized that incentives would not be appropriate for every project. Mr. Ebersole recognizes that this the city currently doesn't incentivize projects but does penalize contractors if they exceed timeframes. 9. FUTURE AGENDA ITEMS Mr. Ebersole suggested that the CTOC tour the Glendale Transit Operations Center as a future field trip. Mr. Schmitt requested an agenda item to discuss the focus of the study to extend light rail west of Grand Avenue as an exploration for public private partnerships to fund the project. 10. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on October 5, 2017 at 6:00 p.m., in Conference Room B-3, located in the Council Chambers Building, 5850 W. Glendale Ave., Glendale, Arizona, 85301. 11. TRAFFIC MANAGEMENT CENTER TOUR Allan Galicia, Transportation Systems Administrator, provided a tour of the Traffic Management Center, and discussed the role and operations of the facility.
