The following Commission members, staff representatives, and guests were present: COMMISSION MEMBERS PRESENT: Allan DeFranco, Chair William Sheldon, Vice Chair Vincent Abeyta James Baribault Jackie Doerr Barbara Garland Theodora Hackenberg Ricki Ray Joyce Stribling COMMISSION MEMBERS ABSENT: Brent Ackzen (Excused) OTHERS PRESENT: Terry Johnson, Deputy Transportation Director Bob Dan, Transportation Planning Manager Allan Grover, Transportation Planner Purab Adabala, Senior Transportation Analyst James Zumpf, Manager of Statewide Planning, ADOT Dave Eberhart, ADOT Ahmad Omais, Project Manager, Kimley-Horn Associates L CALL TO ORDER Chair DeFranco called the meeting to order at 7:00 PM. II. APPROVAL OF THE MINUTES Chair DeFranco called for approval of the minutes. ACTION BY CTOC: Approval of the minutes of the January 5,2012 meeting of the Citizens Transportation Oversight Commission with an addition to item#7 to include action taken by Commission to approve the GO Program Annual Report. 1 (Motion: Commissioner Hackenberg, Second: Commissioner Garland; passed unanimously) III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair DeFranco called for approval of the agenda. ACTION BY CTOC: Approval of the February 2,2012 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Doerr; Second: Commissioner Hackenberg; passed unanimously) V. PUBLIC INPUT—COMMISSIONERS AND STAFF There were no comments by Commissioners or staff VI. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director, reminded the Commissioners of the dates for upcoming public events for the Glendale Family Bike Ride on April 15 and the GO Program Open House on April 25. VII. ADOT LONG RANGE TRANSPORTATION PLAN James Zumpf, ADOT Manager of Statewide Planning, presented a slide show on the updated ADOT Long Range Transportation Plan as approved by the State Transportation Board in January, 2012. Mr. Zumpf described the vision for the Plan, goals and objectives, categories of investment choices in the future, current costs and revenues, public involvement, and performance measures. VIII. GRAND AVENUE IMPROVEMENT PROJECT Terry Johnson, Deputy Transportation Director,provided a history of Grand Avenue including regional and local plans for this project, completed projects on Grand (grade separations), funding, and right-of-way acquisitions. Ahmad Omais, Project Manager for Kimley-Horn Associates,provided a slide show on the Grand Avenue Improvement Project and presented current information on types of access control and beautification improvements, costs, and upcoming phases of the project which is scheduled to begin in Fall of 2012. Commissioner Garland asked if there will be access to Grand Avenue from 61St Avenue. Dr. Johnson replied that access is not allowed from 60 to Grand Avenue since this element of access control has already been completed as part of this project. IX. FUTURE AGENDA ITEMS There were no suggestions for meeting agenda items or tours. Allan Grover, Transportation Planner, announced that on March 1,there will be a tour of the Glendale 2 Municipal Airport instead of the usual meeting. Mr. Grover asked if any Commissioners could not be at the airport at 5:30 PM to begin the tour and everyone indicated that they could arrive at that time. X. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of each month. The March meeting is canceled so the Commission can tour the Glendale Municipal Airport on March 1 beginning at 5:30 PM. XI.
