Call to Order
Larry Clark, Acting Chair, called to order the Local Police Board meeting at 9:07 a.m.
Review and Approval of the January 25,2012 Local Police Board Meeting Minutes
The minutes of the January 25, 2012 Local Police Board meeting were reviewed. Lt. John Wolfe moved to
accept the minutes as presented. Larry Clark seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Dennis Duane Trier,Jr.
The Local Police Board reviewed Dennis Duane Trier, Jr.'s D.R.O.P. Enrollment Application. Dennis Duane
Trier, Jr., Police Officer, has 23.00 years of credited service. He has elected to participate in the D.R.O.P. on
April 28, 2012 for a period of sixty (60) months. Dennis Duane Trier, Jr. has been a member of the Glendale
Police Department since December 10, 1990. The action requested of the Board is to approve the Application
for Enrollment in D.R.O.P. Retirement submitted by Dennis Duane Trier, Jr., Police Officer.
Lt. John Wolfe moved to approve the D.R.O.P. Enrollment Application submitted by Dennis Duane Trier, Jr.,
Police Officer. Mayor Elaine Scruggs seconded the motion. The motion passed unanimously.

Review and Approval of Application for Retirement from the Deferred Retirement Option Plan
("D.R.O.P.")—Dana L. Culver
The Local Police Board reviewed Dana L. Culver's D.R.O.P. retirement application. Dana L. Culver has
elected to retire from the D.R.O.P. and terminate his employment with the Glendale Police Department on
March 30, 2012. On March 28, 2007, the Local Police Board had approved Dana L. Culver into the D.R.O.P.
At that time, he had completed 25 years of credited service. The action requested of the Board is to approve
the application for retirement from D.R.O.P. and lump sum distribution for Dana L. Culver, Police
Commander.
Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Dana L. Culver, Police
Commander. Mayor Elaine Scruggs seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Survivor's Benefits from the Public Safety Personnel
Retirement System ("PSPRS")—Charlesella Williams
The Local Police Board reviewed the Application for Survivor's Benefits for Charlesella Williams, the widow
of Retired Police Officer Carl Williams, deceased. Carl Williams passed away on January 14, 2012.
Mayor Elaine Scruggs noted that Charlesella Williams' first name had been spelled two different ways on the
paperwork that was submitted to the Board and requested that the paperwork that was in error be corrected.
Lt. John Wolfe moved to approve the Survivor's Benefits Application submitted by Charlesella Williams.
Mayor Elaine Scruggs seconded the motion. The Board voted and passed the motion unanimously.
Review Reemployment and Prior Agreement Determination of Retired Police Sergeant Eric Snell in
Accordance with A.R.S. 38-849.D
Eric Snell is a retired Police Sergeant from the City of Glendale. He retired from the City on February 24,
2011, and was subsequently rehired by the City as a Temporary General Clerical in the Police Department on
May 21, 2011. PSPRS has established guidelines that the Local Board must follow regarding return to work
provisions including the determination of a pre-existing agreement to rehire the member and if the member is
considered to be rehired in the "same position". The Local Board must make a determination and vote on the
following issues:
1. Did Mr. Eric Snell become reemployed with the City of Glendale before sixty (60) consecutive days
after his date of retirement with PSPRS? (2/24/11)
Lt. John Wolfe moved that Mr. Eric Snell did not become reemployed with the City of Glendale before
sixty (60) consecutive days after his date of retirement with PSPRS. Mayor Elaine Scruggs seconded
the motion. The motion passed unanimously.

2. Was there a pre-existing agreement to rehire Mr. Eric Snell?
Lt. John Wolfe moved that there was not a pre-existing agreement to rehire Mr. Eric Snell. Larry
Clark seconded the motion. The motion passed unanimously.
3. Was Mr. Eric Snell, who is currently a Temporary General Clerical, reemployed in the "same position"
from which he retired from as a Police Sergeant?
Lt. John Wolfe moved that Mr. Eric Snell was not reemployed in the same position. Mayor Elaine
Scruggs seconded the motion. The motion passed unanimously.
Review and Approve New PSPRS Board Secretary to Replace Retired Board Secretary — Alma
Carmicle
Alma Carmicle, Executive Director Human Resources and Local PSPRS Police Board Secretary retired from
the City of Glendale on February 2, 2012. PSPRS requirements state that the Local Police Board must vote to
approve a change of the Board Secretary. There is no oath process that needs to take place since the Board
Secretary does not vote. The action requested of the Board is to approve Jim Brown, Interim Executive
Director Human Resources to replace Alma Carmicle as the Local PSPRS Police Board Secretary.
Lt. John Wolfe moved to approve Jim Brown, Interim Executive Director Human Resources as the new
PSPRS Local Police Board Secretary. Larry Clark seconded the motion. The motion passed unanimously.

There was no new business.
Adjournment
Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Mayor Elaine Scruggs made a motion
to adjourn the meeting. Lt. John Wolfe seconded the motion. The Local Police Board meeting adjourned at
9:19 a.m.
