The following Commission members, staff representatives, and guests were present: COMMISSION MEMBERS PRESENT: Allan DeFranco, Chair Vincent Abeyta Brent Ackzen James Baribault Barbara Garland Theodora Hackenberg Ricki Ray Joyce Stribling COMMISSION MEMBERS ABSENT: William Sheldon, Vice Chair (Excused) Jackie Doerr (Not excused) OTHERS PRESENT: Terry Johnson, Deputy Transportation Director Allan Grover, Transportation Planner Bob Darr, Transportation Planning Manager Purab Adabala, Senior Transportation Analyst Chris Lemka, Principal Traffic Engineer I. CALL TO ORDER Chair DeFranco called the.meeting to order at 7:00 PM. II. APPROVAL OF THE MINUTES Chair DeFranco called for approval of the minutes. ACTION BY CTOC: Approval of the minutes of the November 3,2011 meeting of the Citizens Transportation Oversight Commission including correction of item #5 by Chair DeFranco to change the reference from 57th Avenue to 67th Avenue regarding flashing speed limit signs. (Motion: Commissioner Hackenberg, Second: Commissioner Garland; passed unanimously) 1 III. CALL TO THE AUDIENCE There were no comments from the floor. IV. APPROVAL OF THE AGENDA Chair DeFranco called for approval of the agenda. ACTION BY CTOC: Approval of the January 5,2012 Agenda of the Citizens Transportation Oversight Commission. (Motion: Commissioner Garland; Second: Commissioner Ray; passed unanimously) V. PUBLIC INPUT—COMMISSIONERS AND STAFF Commissioner Ackzen reported that the Bicycle Advisory Committee meeting held in November 2011 included a Glendale bicyclist who supported bicycle safety, presented a video on safe intersection design in the Netherlands, and compared trail signage along a Tucson trail with the Thunderbird Paseo Pathway and how traditional sign design is easier for trail users to understand. VI. MANAGER'S REPORT Terry Johnson, Deputy Transportation Director, began by providing the Commission with dates and location of upcoming GO Program public meetings in April and reminded Commissioners to wear their CTOC T-shirts at the February meeting for a group photo to be included in the GO Program newsletter. Dr. Johnson presented a slide show on regional transportation committee agendas during the month of January to demonstrate the variety of transportation related agenda items reviewed by city staff. Dr. Johnson also identified agenda items which could affect Glendale transportation projects. A major item for Glendale is approval by MAG committees during the month of January for regional funding of the Loop 101/Maryland Avenue HOV Ramps project. Chair DeFranco stated that traffic signals are synchronized along most arterials within Glendale,however,he asked if signals along Bell Road are coordinated with Peoria and Phoenix. Chris Lemka responded that traffic signals on Bell west of Loop 101 are synchronized with Peoria while signals in Glendale and Phoenix are monitored and adjusted as needed based upon information from current traffic count data. VII. DRAFT GO PROGRAM ANNUAL REPORT Purab Adabala, Senior Transportation Analyst, discussed specific transportation projects proposed and completed as approved by voters in 2001 and summarized the role of CTOC including the annual approval of the 25-year transportation program. Mr. Adabala provided a summary of revenues, expenditures, and bonding for the GO Program in FY 2010-11. Commissioner Garland asked whether additional bonding will require a new bond election? Dr. Johnson replied that funds for bonding are from GO Program annual revenues and do not require a public vote for new bonding. 2 ACTION BY CTOC: Acceptance of the Glendale Onboard 2011 Annual Report. (Motion: Commissioner Garland; Second: Commissioner Ray; passed unanimously) VIII. LOOP 101 BICYCLE/PEDESTRIAN BRIDGE Chris Lemka, Principal Traffic Engineer, provided background on the Loop 101 bicycle/pedestrian bridge, including voter approval in 2001, CTOC and City Council support for the project, and design and construction costs. He pointed out that federal funds were secured by transportation staff for the $2.5 million cost of construction. Mr. Lemka also explained how this bridge project is a key element of connectivity within the overall Glendale bicycle system and addresses the problem of unsafe bicycle travel on arterial intersections crossing Loop 101. Mr. Lemka also provided information on usage of the bridge, city maintenance responsibilities, and operation of the HAWK system (High Intensity Activated Crosswalk) that protects bicyclists crossing Beardsley Road. Chair DeFranco asked about how the HAWK functions and Mr. Lemka explained the lighting system and how it is activated by bicyclists or pedestrians. Both Chair DeFranco and Commissioner Hackenberg suggested that detailed instructions on how to activate the HAWK could be provided for users at the crossing point to help people understand how to use the HAWK properly. Mr. Lemka thanked them for their suggestion. IX. FUTURE AGENDA ITEMS Commissioners recommended the following agenda item in 2012: - Grand Avenue Improvement Project - Loop 303 Project - MAG Hot Lanes Study X. NEXT MEETING DATE AND TIME Meeting times are being targeted for 7:00 PM on the first Thursday of each month. The next meeting will be held on February 2, 2012 in Room B-3 in City Hall. XI.
