HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 11/16/2011 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY, NOVEMBER 16, 2011 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 W. BROWN STREET GLENDALE,ARIZONA 4:00 p.m. The meeting was called to order at 4:02 p.m. by Chairperson Diane Lesser. Commission members,Janine Barbour, Joann Lee and Jessica Koory were in attendance. Commissioner Paul Dagostino arrived at 4:10 p.m. Representing city staff were, Cheryl Kennedy, Interim Library & Arts Director, Mojan Vahabzadeh, Public Arts Coordinator and Judy Fleming, Public Arts Coordinator. Guest in attendance was Kristen Krey, Council Services Administrator. Commissioner Ladd was absent with advance notice. APPROVAL OF THE MEETING MINUTES The approval of the minutes was delayed for lack of a quorum. Chairperson Lesser asked for a motion to delay approval of the minutes until Commissioner Dagostino arrived. A MOTION was MADE by Commission member Lee to Delay Approval of the minutes of the October 19, 2011 meeting until a quorum was present. The MOTION was SECONDED by Commission member Barbour and carried unanimously. Commissioner Paul Dagostino arrived at 4:10 p.m. A MOTION was MADE by Commission member Barbour to APPROVE the minutes of the October 19,2011 meeting. The MOTION was SECONDED by Commission member Dagostino and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. No public comments were made. Commission Role and Responsibilities Kristen Krey, Council Services Administrator facilitated a discussion on the importance of Glendale Boards and Commissions and their role and responsibilities. She also provided information on the importance of the Arizona Open Meeting Laws and Board and Commissioner training. Ms. Krey facilitated a discussion on the two core concepts to the open meeting law. She indicated all meetings of any public body shall be public meetings and all persons so desiring 1 shall be permitted to attend and listen to the deliberations and proceedings. In addition, it is the public policy of this state that meetings of public bodies be conducted openly. Moreover,that notices and agendas be provided for such meetings which contain such information as is reasonably necessary to inform the public of the matters to be discussed or decided. The Arizona Open Meeting Laws are made to protect the public, to protect public officials, maintain integrity of government,better inform citizenry and build trust between government and citizenry. She noted that all public bodies include but are not limited to,the legislature, all boards and commissions of this state or political subdivisions, all multimember governing bodies of departments,agencies, and institutions. The Commission also discussed rules for public meetings, agenda notices,meeting minutes,public's rights and the importance of training for any public service division. Commissioner Dagostino inquired if any member of the public had the right to video tape a city council meeting. Ms. Krey replied yes and added that the council meetings were already being streamed on video and anyone can go on-line to view them. Commissioner Lee asked when agendas for public meetings were required to be posted. Ms. Krey responded that by law, agendas are to be posted 24 hours before the meeting. However, Glendale's policy was to post agendas the Friday before the meeting. The Commission thanked Ms. Krey for a very informative and instructive presentation. 2012 Plein Air Painting Event Mojgan Vahabzadeh,Public Arts Coordinator,provided information on the upcoming 2012 Plein Air Painting Event to be held in conjunction with the Chocolate Affaire Festival. The event will take place in the downtown area on Saturday,February 4. The theme for 2012 will be the Arizona Centennial. The Plein Air technique is executed outdoors using oil,watercolor,acrylic or pastel paints. She remarked that last year's event was a success with 50 artists participating. This year,beginning this week, staff will start mailing information to art organizations as well as using email blasts to help showcase this event. She requested the Commissioners consider volunteering to judge this event and added that three judges would work best. Chairperson Lesser explained that last year's judging had some issues they could learn from for this year. She agrees that having three judges will work best since last year they had four and it was a bit much. Ms. Vahabzadeh agreed and also suggested they wait until the end of the event to announce the winner. The Glendale Arts Commission will make five purchase awards. The Commission previously approved$3,500 for purchase awards in the FY 2011/12 adopted Arts Plan. Judging will occur at the end of the day. Award categories are purchase awards and will be accessioned into the city's permanent art collection. Judy Fleming,Public Arts Coordinator,presented a video of last year's event. The event was featured on Channel 11. 2 FY 2012-2013 Performing Arts Partnership Program Mojgan Vahabzadeh,Public Arts Coordinator, provided information on the FY 2012/13 Performing Arts Partnership Program. The program was created in order to make the arts more accessible to Glendale citizens. Ms. Vahabzadeh updated the Commission on the program's application process as well as the rules and regulations. Applications will be available at the end of January. Per the adopted FY 2011/12 Arts Plan.the Commission has approved 535,500 for funding in support of the performing arts in FY 2012/13. Future Meeting Dates and Times Mojgan Vahabzadeh, Public Arts Coordinator presented this item. The Arts Commission typically does not meet in the month of December and members will consider vacating the December meeting. The Commission is also asked to consider changing the location and time for monthly meetings in order to be more accessible to the general public. Staff's recommendation is for the Commission to Vacate the December 2011 meeting and change the meeting time (6 p.m.) and location of future Arts Commission meetings if so warranted. Commissioner Barbour announced that the proposed 6:00pm meeting time would conflict with her school schedule. She stated she would not be able to make the meetings and therefore might have to resign. She was very disappointed with the new recommendation and wondered why it was being suggested. Ms.Vahabzadeh stated the new time was being recommended to allow for more of the general public to attend the meetings since the new time would be after most people get out of work. Commissioners Dagostino and Lee also mentioned they might have problems making the new time. The Commissioners were all in favor of keeping the location of the meeting unchanged. Chairperson Lesser called for a motion to vacate the December Arts Commission Meeting. A MOTION was MADE by Commission member Barbour to VACATE the December 2011 Arts Commission meeting. The MOTION was SECONDED by Commission member Koory and carried unanimously. Chairperson Lesser called for a motion to approve keeping the location of the Arts Commission meetings to be held on the Second Floor Conference Room of the Main Library. A MOTION was MADE by Commission member Dagostino to APPROVE keeping the location of the Arts Commission meetings to be held on the Second Floor Conference Room of the Main Library. The MOTION was SECONDED by Commission member Lee and carried unanimously. Chairperson Lesser called for a motion to change the meeting time to 6:00pm. A MOTION was MADE by Commission member Barbour to APPROVE changing the meeting time to 6:00pm. The MOTION was SECONDED by Commission member Koory. Chairperson Lesser voted"ay",all other Commissioners voted"nay". The motion failed. STAFF REPORTS/CORRESPONDENCE 3 Sahuaro Ranch Park Entry Monuments Mojgan Vahabzadeh, Public Arts Coordinator presented the timeline for the Sahuaro Ranch Monument. She noted that despite the rain and irrigating delays, the project is still expected to be completed by December 5, 2011. Public. Safety Memorial Judy Fleming,Public Arts Coordinator,presented this item. She stated the Public Safety Memorial had been cleaned before the Brad Jones candlelight memorial. She noted many attended the memorial including Mojgan Vahabzadeh and Cheryl Kennedy. Ms. Vahabzadeh noted that during the candlelight memorial, staff noticed that lighting, sound and power cables were coming from the civic building and lying exposed. It was suggested that an electrical and cable box be installed near the Public Safety Memorial to reduce exposed cables and electrical lines. Commissioner Barbour asked if there were any plans to include the name of the recent Glendale police officer that had been killed in the line of duty. Ms. Vahabzadeh remarked that his name will be added. She will keep them informed on that matter when infoiniation becomes available. Maintenance Updates Judy Fleming Public Arts Coordinator presented this item. She stated the Veteran's Memorial was cleaned and repaired just prior to Veteran's Day. She stated it was a well attended event with Ms. Vahabzadeh and herself attending. The "Art Awakenings" exhibit was removed from the 2nd floor of city hall. The exhibit will be in storage while they are renovating. Commissioner Dagostino wondered about the cost to clean the Veteran's Memorial. Ms. Fleming replied it was approximately 5500 dollars. They also check if repairs were needed. OTHER STAFF UPDATES Judy Fleming Public Arts Coordinator commented that The Glendale Union High School District student exhibit is currently on display at the Glendale Adult Center. Commissioner Barbour remarked she really appreciates the art work done by the Glendale Union High School District and was always pleased to see it up. COMMISSIONER COMMENTS New Commission Koory stated she was delighted to be part of the Arts Commission. She thanked staff for a great job today. Everyone welcomed her. ADJOURNMENT The next meeting of the Glendale Arts Commission will be held Wednesday, January 18, 2012, at 4 p.m. at the Fruit Packing Shed, Sahuaro Ranch Park, 9802 N. 59th Ave, Glendale, Arizona. ADJOURNMENT 4 A MOTION was MADE by Commission member Barbour to ADJOURN the meeting. The MOTION was SECONDED by Commission member Dagostino and carried unanimously.
