I. CALL TO ORDER
II. APPROVAL OF THE MINUTES
Action: Review and approval of the September 1, 2011 meeting minutes.
III. CALL TO THE AUDIENCE
An opportunity will be provided at this time for the public to address the Citizens
Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a
three-minute time period for their comments.
Action: For information.
IV. APPROVAL OF THE AGENDA
Approval of agenda topics to be heard and the order of agenda items.
Action: For action to approve the agenda of October 6, 2011.
V. PUBLIC INPUT—COMMISSIONERS AND STAFF (10 min.)
As part of public outreach for the GO Program, Commissioners and staff will share
public comments obtained from a variety of sources including the Bicycle Committee,
GO Program public meetings, and informal discussions with citizens.
Action: For information and discussion.

VI. MANAGER'S REPORT (10 min.)
The GO Transportation Program Administrator will review recent activities related to
implementation of the GO Transportation Program.
Action: For information and discussion.
VII. STREET LIGHTING PROGRAM (45 min.)
Mike Sills-Trausch, Street Lighting Program Manager, will report on the Glendale Street
Lighting Program.
Action: For information and discussion.
VIII. TRANSPORTATION EDUCATION PROGRAMS (10 min.)
Sandra Adams, Traffic Education Program Manager, will present information on various
safety education programs and alternative travel programs.
Action: For information and discussion.
IX. FUTURE AGENDA ITEMS
This opportunity is provided for Commissioners to suggest future agenda items or
provide announcements of general information.
X. NEXT MEETING TIME
Meeting times are being targeted for 7:00 P.M. on the first Thursday of the month. The
next meeting is scheduled for November 3, 2011.

The regular meeting of the Citizens Transportation Oversight Commission (CTOC) was
called to order by Commissioner Ackzen(filled in as Chair until the Vice Chair arrived).
The following Commission members, staff representatives, and guests were present:

L CALL TO ORDER
Commissioner Ackzen called the meeting to order at 7:00 PM.
II. APPROVAL OF THE MINUTES
Commissioner Ackzen called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of the September 1, 2011 meeting of
the Citizens Transportation Oversight Commission with correction to agenda item
#7.

III. CALL TO THE AUDIENCE
There were no comments from the floor.
IV. APPROVAL OF THE AGENDA
Commissioner Ackzen called for approval of the agenda.
ACTION BY CTOC: Approval of the October 6,2011 Agenda of the Citizens
Transportation Oversight Commission.

V. PUBLIC INPUT—COMMISSIONERS AND STAFF
Commissioner Ackzen reported that the Bicycle Advisory Committee met in October and
the agenda included updates on current bike projects, including completion of the Union
Hills/Skunk Creek underpass, and the proposed Grand Canal Pathway, New River
Pathway, and Maryland Avenue Spot Improvements.
VI. MANAGER'S REPORT
Terry Johnson, Deputy Transportation Director, announced that the City of Glendale has
received an Award of Merit for Environmental Excellence from Valley Forward for the
Loop 101 Bicycle/Pedestrian Bridge and has also been nominated for other awards.
Dr. Johnson also announced the proposed construction of a new bicycle project to extend
a pathway along 75th Avenue near Hillcrest Drive and this project has received design
funds through a MAG grant.
Dr. Johnson provided a report on active roadway project within Glendale, which included
Northern Parkway construction, Loop 303 construction, Loop 101 HOV lanes, Grand
Avenue improvements, and intersection improvements at 51st Avenue and Camelback
Road.
Commissioner Hackenberg asked about types of improvements and ROW needs for the
intersection project. Dr. Johnson replied that this is primarily a safety improvement
project that includes medians, right-turn lanes, a bus turn out, and utility relocations. Bob
Darr, Transportation Planning Manager, replied that some ROW was needed for the
right-turn lane at the northwest corner of the intersection and for a bus turn out at the
southeast corner of the intersection.
VII. STREET LIGHTING PROGRAM
Mike Sills-Trausch, Street Lighting Program Manager, reported on the history and
current status of the city's Street Lighting Program, including use of the Remote
Operations Asset Management(ROAM) system which utilizes electronic photocells to
monitor the status of every streetlight in the city.

Commissioner Garland asked if city employees respond to street light outages? Mr. Sills-
Trausch responded that city staff receive daily reports on street light problems and
prepare a work order each day that is sent to contractors to make appropriate repairs.
VIII. TRANSPORTATION EDUCATION PROGRAMS
Sandy Adams, Traffic Education Program Manager,presented information on the City's
traffic safety education programs and travel assistance programs for children and adults.
Some programs are coordinated with adjacent cities and regional agencies. Funding is
primarily from the GO Transportation Program.
IX. FUTURE AGENDA ITEMS
There were no new agenda items requested by the Commissioners.
Dr. Johnson reported that a previous item request for left-turn signals and U-turns would
be presented at the next meeting, as well as a discussion of potential tours in 2012.
X. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of each month. The
next meeting will be held on November 3, 2011 in Room B-3 in City Hall.
