I. CALL TO ORDER
II. APPROVAL OF THE MINUTES
Action: Review and approval of the March 3, 2011 meeting minutes.
III. CALL TO THE AUDIENCE
An opportunity will be provided at this time for the public to address the Citizens
Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a
three-minute time period for their comments.
Action: For information.
IV. APPROVAL OF THE AGENDA
Approval of agenda topics to be heard and the order of agenda items.
Action: For action to approve the agenda of May 5, 2011.
V. PUBLIC INPUT—COMMISSIONERS AND STAFF (10 min.)
As part of public outreach for the GO Program, Commissioners and staff will share
public comments obtained from a variety of sources including the Bicycle Committee,
GO Program public meetings, and informal discussions with citizens.
Action: For information and discussion.

VI. MANAGER'S REPORT (10 min.)
The GO Transportation Program Administrator will review recent activities related to
implementation of the GO Transportation Program.
Action: For information and discussion.
VII. NORTHERN PARKWAY OVERVIEW (10 min.)
Terry Johnson, Deputy Transportation Director, will provide an overview of the Northern
Parkway Project.
Action: For information and discussion.
VIII. NORTHERN PARKWAY-DESIGN CONCEPT AND PROJECT COST (20 min.)
Roger Miles, Project Engineer with URS, will present the design concept for Northern
Parkway. He will also address current project cost and funding estimates.
Action: For information and discussion.
IX. NORTHERN PARKWAY- PHASE I CONSTRUCTION: SARIVAL TO DYSART
(20 min.)
Larry Olsen, Project Manager with Parsons, will provide information on the initial phase
of construction for Northern Parkway from Sarival Avenue to Dysart Road.
Action: For information and discussion.
X. NORTHERN PARKWAY- OWNERSHIP, OPERATION,AND MAINTENANCE
(15 min.)
Roger Miles, Project Engineer with URS, will discuss jurisdictional responsibilities for
ownership, operation, and maintenance of Northern Parkway. He will also address
elements of Northern Parkway operation and maintenance costs.
Action: For information and discussion.
XI. FUTURE AGENDA ITEMS

This opportunity is provided for Commissioners to suggest future agenda items or
provide announcements of general information.
XII. NEXT MEETING TIME
Meeting times are being targeted for 7:00 P.M. on the first Thursday of alternating
months in 2011. A tour of the Glendale Transit Center is scheduled for 6:00 PM on June
2. Meetings in the months of July and August are traditionally canceled. The next
Commission meeting is scheduled for September 1, 2011.

The regular meeting of the Citizens Transportation Oversight Commission(CTOC)was
called to order by the Vice Chair, William Sheldon. The following Commission
members, staff representatives, and guests were present:

II. APPROVAL OF THE MINUTES
Vice Chair Sheldon called for approval of the minutes.

IV. APPROVAL OF THE AGENDA
Vice Chair Sheldon called for approval of the agenda.

Transportation Oversight Commission.

V. PUBLIC INPUT—COMMISSIONERS AND STAFF
There were no comments provided by the Commissioners or staff.
VI. MANAGER'S REPORT
Terry Johnson, Deputy Transportation Director, announced several upcoming public
events for transportation projects, including the May 21 Grand Opening of the Loop
101163rd Bicycle Pedestrian Bridge.
Commissioner Garland asked how many people attended the GO Program Open House in
April. Staff responded that 32 people attended, including five CTOC members and City
Councilmembers Frate and Knack.
VII. NORTHERN PARKWAY OVERVIEW
Terry Johnson, Deputy Transportation Director, provided an overview of public
involvement and project milestones for Northern Parkway since 2001.
VIII. NORTHERN PARKWAY—DESIGN CONCEPT AND PROJECT COSTS
Roger Miles, Project Engineer with URS, presented the design concept for Northern
Parkway which included Parkway features in each phase, as well as projected costs and
the phasing plan for funding the project.
Commissioner Garland inquired if any additional right-of-way needs to be acquired in
Phase II of the project(east of Loop 101) and if so, where is the money coming from?
Roger Miles responded that there may be additional right-of-way needed, but funding
needs has not been identified and will need to be addressed as part of the extension of the
regional sales tax for the Regional Transportation Plan.
Commissioner Hackenberg asked if Olive Avenue was also considered for the Parkway
alignment? Roger Miles stated that Olive Avenue was considered for the Parkway
alignment along with other potential alignments. During a public meeting on the
Parkway project, citizens asked the city to consider another alignment further south to
Glendale Avenue. Based on this request, the Environmental Assessment had to include a
full analysis of a"southern alignment" along Glendale Avenue in addition to other
alternative alignments that included Olive Avenue and Northern Avenue.

IX. NORTHERN PARKWAY—PHASE I CONSTRUCTION: SARIVAL TO
DYSART
Larry Olsen, Project Manager with Parsons, reported on construction of the first phase of
the Parkway project from Sarival Avenue to Dysart Road, including highway features,
drainage facilities, and an update on the status of pre-construction activities.
Commissioner Stribling asked if any houses were taken for additional right-of-way for
the first phase of the Parkway. Larry Olsen replied that there were a few properties
acquired with existing homes, but these houses were not occupied and were dilapidated.
X. NORTHERN PARKWAY—OWNERSHIP, OPERATION, AND
MAINTENANCE
Roger Miles, Project Engineer with URS, provided information on ownership, operation,
and maintenance responsibilities for all agencies involved in this project, including
estimates of maintenance cost per mile for the City over a 20-year period.
Commissioner Garland inquired why the County should not pay all construction and
maintenance costs for this project. Roger Miles explained that if the County paid all
costs related to this project, then the cross streets would be constructed to county
standards. Then the City would need to pay the additional expense of rebuilding the
cross streets to City standards at a later date when they annexed this portion of the
Parkway. Also, Jamsheed Mehta, Executive Transportation Director, stated that there are
lighting and landscaping features not normally included in County highway projects, so
the City wants to ensure that appropriate landscaping, lighting, and maintenance tasks are
included that will provide a high quality transportation facility for Glendale citizens and
help attract new development along the Parkway corridor.
XI. FUTURE AGENDA ITEMS
There were no future agenda items identified by Commissioners.
XII. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of alternating months.
On June 2, 2011 at 6:00 PM,the Commission will tour the Glendale Transit Center and
no meeting will be held at City Hall.
XIII. ADJOURNMENT
