I. CALL TO ORDER
II. APPROVAL OF THE MINUTES
Action: Review and approval of the January 6, 2011 meeting minutes.
III. CALL TO THE AUDIENCE
An opportunity will be provided at this time for the public to address the Citizens
Transportation Oversight Commission(CTOC). Citizens are requested not to exceed a
three-minute time period for their comments.
Action: For information.
IV. APPROVAL OF THE AGENDA
Approval of agenda topics to be heard and the order of agenda items.
Action: For action to approve the agenda of March 3, 2011.
V. PUBLIC INPUT—COMMISSIONERS AND STAFF (10 min.)
As part of public outreach for the GO Program, Commissioners and staff will share
public comments obtained from a variety of sources including the Bicycle Committee,
GO Program public meetings, and informal discussions with citizens.
Action: For information and discussion.

VI. MANAGER'S REPORT (10 min.)
The GO Transportation Program Administrator will review recent activities related to
implementation of the GO Transportation Program.
Action: For information and discussion.
VII. LOOP 101 CONSTRUCTION ACTIVITY (30 min.)
Lars Jacoby, Community Relations Project Manager with the Arizona Department of
Transportation, will report on current and proposed freeway improvements for Loop 101
in the West Valley.
Action: For information and discussion.
VIII. MANAGED LANES (30 min.)
Bob Hazlett, Senior Engineer with the Maricopa Association of Governments, will
provide information on the concept of"managed lanes"which includes toll facilities and
other traffic management strategies to reduce congestion.
Action: For information and discussion.
IX. GO PROGRAM PUBLIC EVENTS (10 min.)
Sandy Adams, Glendale's Traffic Education Program Manager, will report on upcoming
public events for the GO Transportation Program.
Action: For information and discussion.
X. FUTURE AGENDA ITEMS
This opportunity is provided for Commissioners to suggest future agenda items or
provide announcements of general information.
XI. NEXT MEETING TIME
Meeting times are being targeted for 7:00 P.M. on the first Thursday of alternating
months in 2011. The next meeting is scheduled for May 5, 2011.

The regular meeting of the Citizens Transportation Oversight Commission(CTOC)was
called to order by the Chair, Rose Jacobson. The following Commission members, staff
representatives, and guests were present:

I. CALL TO ORDER
Chair Jacobson called the meeting to order at 7:00 PM. Commissioner Brent Ackzen
served his first term as the CTOC representative on the Citizen's Bicycle Advisory
Committee and the Commissioners unanimously recommended him to be reappointed for
a second two-year term. Also, Chair Jacobson welcomed Manuel Padia as a new member
on the Commission representing the Ocotillo Council District.

Chair Jacobson called for approval of the minutes.
ACTION BY CTOC: Approval of the minutes of the January 6,2011 meeting of the
Citizens Transportation Oversight Commission.
(Motion: Commissioner Garland, Second: Commissioner Ackzen; unanimously passed)
II. CALL TO THE AUDIENCE
There were no comments from the floor.
III. APPROVAL OF THE AGENDA
Chair Jacobson called for approval of the agenda.
ACTION BY CTOC: Approval of the March 3,2011 Agenda of the Citizens
Transportation Oversight Commission.
(Motion: Commissioner Ackzen; Second: Commissioner Garland; unanimously passed)
IV. PUBLIC INPUT—COMMISSIONERS AND STAFF
As the CTOC member on the Bicycle Advisory Committee, Commissioner Ackzen
attended the February meeting of the Committee and reported that preparations for the
annual GO Family Bike Ride are the focus of the Committee. This year's Bike Ride
includes new vendors and the new theme for the event is "Fitness for Children".
Commissioner Ray reported on the open house she attended for the opening of the Valley
Metro Mobility Center on February 23. The new Valley Metro Mobility Center is a state-
of-the-art, multi-functional facility that will be used to administer new in-person ADA
certification process, as well as provide travel training and access to alternative
transportation programs.
V. MANAGER'S REPORT
Jamsheed Mehta, Transportation Director, thanked Rose Jacobson for two years of
service as CTOC Chair, for her many accomplishments while serving as Chair, and for
her service to the City of Glendale and its citizens. Mr. Mehta also presented her with a
service plaque honoring her as a member of CTOC for over four years from January 2007
to March 2011.
Terry Johnson, Deputy Transportation Director, presented a slide show on major active
transportation projects within Glendale which included Loop 303 Freeway widening,
Loop 101 Freeway HOV lanes, Grand Avenue improvements, and the Northern Parkway.
VI. LOOP 101 CONSTRUCTION ACTIVITY
Lars Jacoby, Community Relations Project Manager for ADOT, reported on the status of
Loop 101 construction projects including the Loop 101 HOV lanes project and the
Beardsley Road Connector project. Mr. Jacoby stated that HOV ramps at I-10 and 1-17
were evaluated as part of the HOV Lanes Study, however, due to their high cost, they
were not included in this project and only HOV lanes will be built.

Commissioner Doerr asked how the funding became available for the HOV lanes project.
Mr. Jacoby replied that he was not sure exactly how the funding became available for the
project.
Commissioner Doerr asked about the timing of the projects. Mr. Jacoby stated that the
entire HOV lanes project on Loop 101 would be completed by the end of this year. Also,
he informed the Commission that the U-Turn as part of the Beardsley Road Connector
project is targeted for opening in May 2011.
VII. MANAGED LANES
Bob Hazlett, Senior Engineer with MAG, presented information on the concept of
managed lanes which includes toll facilities and other selective pricing strategies as a
way to manage traffic flow and reduce congestion. Mr. Hazlett also discussed the
potential benefits of public-private partnerships (3P's)which could increase funding of
transportation facilities with private financing. Mr. Hazlett stated that the Arizona
Legislature has passed a bill (HB 2396) in 2009 which provide guidelines and basic
requirements for public-private partnerships.
VIII. GO PROGRAM PUBLIC EVENTS
Steve Hancock, Bicycle Coordinator for Glendale,provided information on the upcoming
annual Glendale Family Bike Ride on April 10 and the annual Glendale Onboard (GO)
Open House on April 13. Both events are open to the public and the Open House will
include displays on transportation projects in the current GO Transportation Program.
IX. FUTURE AGENDA ITEMS
Commissioners did not suggest any future agenda items.
X. NEXT MEETING DATE AND TIME
Meeting times are being targeted for 7:00 PM on the first Thursday of alternate months.
On April 7, 2011 at 6:00 PM, the Commission will be on a tour and there will be no
meeting held at City Hall.
XI. ADJOURNMENT
Chair Jacobson adjourned the meeting at 8:20 PM.
