MINUTES OF THE REGULAR MEETING OF THE
ARTS COMMISSION
HELD WEDNESDAY, OCTOBER 19,2011
LIBRARY BOARD CONFERENCE ROOM

4:00 p.m.
The meeting was called to order at 4:00 p.m. by Chairperson Diane Lesser. Commission
members, Janine Barbour, Carol Ladd and Joann Lee were in attendance. Commissioner Paul
Dagostino arrived at 4:16 p.m. Representing city staff were, Cheryl Kennedy, Interim Library &
Arts Director, Mojgan Vahabzadeh, Public Arts Coordinator and Judy Fleming, Public Arts
Coordinator. Guests in attendance were Justine Cornelius,Building Safety Manager, James
Higgins, Assistant Fire Chief and Lisa Kutis, Fire Communications Outreach Coordinator.
APPROVAL OF THE MEETING MINUTES
A MOTION was MADE by Commission member Barbour to APPROVE the minutes of
the September 21,2011 meeting. The MOTION was SECONDED by Commission member
Ladd and carried unanimously.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however,the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. No public comments were made.
Glendale Fire Department Centennial Art Project
James Higgins, Assistant Fire Chief provided a brief summary. The Glendale Fire Department
will be celebrating its 100-year anniversary on June 13, 2012. In honor of this occasion, a
Glendale Fire Fighter, born and raised in Glendale has designed and created art work which was
presented to and approved by the Fire Centennial Celebration Committee. The artist has donated
his design for this occasion. He explained the Glendale Fire Department is seeking funding from
the Arts Commission to pay for costs associated with raw materials, fabrication, painting and
assembly of 17 three- dimensional pieces of art to be installed at all Glendale Fire facilities.
The Commissioners discussed funding just the 15 smaller pieces and considered reflecting on the
two big pieces longer. They wanted more information about the colors and materials that would
be used to fabricate the two bigger pieces.
Commissioner Barbour wondered if the artist would be willing to modify the design of the larger
pieces, as she thought the design was too busy. A discussion ensued. Finally, a consensus was
reached that the commission would not impose artistic input about the design of these pieces, as

they were approved by another committee prior to being presented to the Arts Commission for
funding support.
Overall, the commissioners were concerned that this project was being presented for funding
without having gone through the set criteria for public art selection through the Public Art
Department. In the end, it was decided to fund all the pieces in this project as a gesture of good
will, but it was made clear that any future city public art project would have to go through the
established departmental procedure for artist selection.
Commissioner Ladd remarked she very much liked the artwork and it would be a great addition
to the Fire Department.
Commissioner Dagostino was pleased to hear about the united effort of the fire department's
project by having one of their own fire fighters donating his time for art work design and the
department paying for installation.
A MOTION was MADE by Commission member Ladd to APPROVE the $10,600 in
funding for the fabrication, raw materials, painting and assembly of 17, three- dimensional
pieces to be installed at all Glendale Fire Facilities. The MOTION was SECONDED by
Commission member Dagostino and carried unanimously.
West Valley Arts Council Pop-Up Gallery
Justine Cornelius, Building Safety Manager, provided additional information on the Centerline
Arts Initiative. This item was presented at the September 21 meeting, but the Commissioners
had requested more detailed information before making a final decision. After presenting details
of the proposed project, Ms. Cornelius requested the Arts Commission approve funding in the
amount of $7,500 for the West Valley Arts Council Pop-up Gallery in the Bead Museum
building for a total of 12 days in February 2012.
The Commissioners thought this would be a great idea to have a gallery in that location. They
agreed to support this venture after hearing the additional information provided.
A MOTION was MADE by Commission member Barbour to APPROVE funding in the
amount of$7,500 for the West Valley Arts Council Pop-up Gallery in the Bead Museum
Building for the month of February 2012. The MOTION was SECONDED by Commission
member Lee and carried unanimously.
CENTERLINE ARTS INITATIVE
Justine Cornelius, Building Safety Manager facilitated a discussion on Centerline Artwerks
Saturdays. She discussed the costs associated with mining of the events from October until
May. These events were well received last year; staff wants to keep the momentum going,
driving arts activities in downtown Glendale.
A discussion ensued regarding the details of the costs associated with this contract. The
Commissioners expressed concern regarding funding an organization that had not been vetted by

the Commission. Once again, it was made clear that in the future, such contracts would have go
through the established criteria for selection.
Ms. Cornelius stated she would be working very closely with the contracted organization. She
indicated they were all working together to obtain the same objective of revitalizing this area of
the city.
The Arts Commissioners indicated their desire for involvement with the Centerline Arts
Initiative to grow the arts vitality in downtown Glendale.
Commissioner Dagostino explained he still had some doubts regarding the organization and
would be voting not to approve.
A MOTION was MADE by Commission member Barbour to APPROVE funding in the
amount of$15,000 for the Centerline Artwerks Initiative. The MOTION was SECONDED
by Commission member Lesser. Commissioner Dagostino voted "nay"
STAFF REPORTS/CORRESPONDENCE
Sahuaro Ranch Park Entry Monuments
Mojgan Vahabzadeh, Public Arts Coordinator,presented this item. She stated the Sahuaro
Ranch Park Entry Monuments have been slightly delayed. At this time, project completion is
expected by the end of November/early December. More information will be provided at the
next meeting.
Maintenance Updates
Judy Fleming, Public Arts Coordinator presented this item. She noted the issue of rust on the tile
at the Paseo Racquet Center has been addressed and corrected. She stated the issue with the
Irrigators was almost complete with no further issues. The Enlivened Pathway has not yet rusted
enough to seal. The Chihuly has been cleaned and all light bulbs have been replaced. Go, Go,
Go at the Foothills Aquatic Center was also cleaned.
Veterans Memorial Ceremony
Mojgan Vahabzadeh, Public Arts Coordinator presented this item. She invited everyone to a
special Veteran's Memorial Ceremony on November 11, 2011. It will be held at the Main
Glendale Public Library at 10:00am.
OTHER STAFF UPDATES
Judy Fleming, Public Arts Coordinator, provided information on The Public Art Archive, a new
online public art database hosted by WESTAF (Western States Arts Federation). Arizona
municipalities are collaborating on bringing Arizona public art online by February. Judy stated
this was exciting news and staff was eager to be a part of this project. She explained this will be
a national database and a great tool accessible on the web internationally.
COMMISSIONER COMMENTS
New Commission member will be announced at the next meeting.

ADJOURNMENT
The next meeting of the Glendale Arts Commission will be held Wednesday, November 16,
2011, at 4 p.m. at the 2°d Floor, Board Conference Room, Glendale Public Library, 5959 West
Brown Street, Glendale, Arizona.

A MOTION was MADE by Commission member Dagostino to ADJOURN the meeting.
The MOTION was SECONDED by Commission member Ladd and carried unanimously.
As there were no further comments,the meeting was adjourned at 5:30 p.m.
