Roll Call Chair Sprague conducted roll call and noted that Commissioners Versluis and Ontiveros were absent. III. Approval of Minutes — May 4, 2011 Commissioner Loya motioned to approve the May 4, 2011 meeting minutes as written. Commissioner Brown made the second. The motion passed 9 - 0. IV. Business from the Floor None. V. Spark Award and Community Leadership Forum Update Ms. Wilkie stated that the Work Group planning the Community Leadership Forum met just prior to this evening's Commission meeting. Commissioner Cole is the Chairperson for the event and announced the recommendations for the Spark Awards winners as agreed to by the Event Planning Work Group. The recommendations for the following six categories were: 1. Business Support and Community Involvement: Texas Roadhouse Restaurant 2. Community Partner: Faith Bible Church 3. HOA Leadership: Ms. Kay Causer, Casa Campana HOA 4. Neighborhood Revitalization: Christ's Church of the Valley 5. Traditional Neighborhood Leadership: Marianne Kempton, La Fontana Heights Neighborhood 6. Young Leaders on the Move: Melia Coury of Ironwood High School Citizens Advisory Commission on Neighborhoods Meeting - Minutes June 8, 2011 Page 2 of 5 Commissioner Cole announced that 33 nominations were received in total and the decision-making process was very challenging for all involved as all nominees were worthy of the award. Ms. Wilkie announced the full nominee list as follows: 1. Business Support and Community Involvement: • Texas Roadhouse Restaurant • Cox Communications • Village Inn Restaurant • The Glendale Star • Mr. Mike Kuzmin, VP (West Valley) Rossmar & Graham 2. Community Partner: • Faith Bible Church (four nominations) • Mr. Gary Serago, Christ Church of the Valley • Fraternal Order of Police, Lodge #12 • Barcelona Middle School; Mr. Tyson Kelly, Principal • Deer Valley High School Special Education Program • Ms. Sherry Stevens • Thunderbird School of Global Management 3. HOA Leadership: • Ms. Kay Causer, Casa Campana HOA • Ms. Pat Sanders, West Plaza 3 &4 • Ms. Cristy Cannon, West Plaza 3 &4 4. Neighborhood Revitalization: • Christ's Church of the Valley • The Vanguard Group • Mr. Brian Swanson, Gorman and Company, Inc. 5. Traditional Neighborhood Leadership: • Marianne Kempton, La Fontana Heights Neighborhood • Mr. John Kolodziej, LaBuena Vida (2 nominations) • Ms. Gayle Myers • Bethany Heights Neighborhood 6. Young Leaders on the Move: • Ms. Melia Coury of Ironwood High School • Ms. Victoria Pocknell, Volunteer at Foothills Library • Ms. Natalie Hinau, Cactus High School • Mr. Cristian Martinez, Volunteer at Main Library • Desert Mirage Elementary School Student Leaders • Ms. Jamie Scharrer • Mr. Connor Cerato Ms. Wilkie stated that there have been 50 to 60 responses regarding the event and all nominees were invited to the event. Ms. Wilkie stated that the deadline for RSVPs was Monday, June 20. Ms. Wilkie added that she will send the program to the printer on Monday, June 13 and therefore asked the Commissioners to forward names of any raffle Citizens Advisory Commission on Neighborhoods Meeting - Minutes June 8, 2011 Page 3 of 5 prize donors to her attention by that date. Ms. Wilkie noted that all raffle donors will also receive an invitation to the event. Commissioner Atkins motioned to accept the recommendations for the winners of the 2011 Spark Awards as announced. Commissioner Loya made the second. The motion passed 9 - 0. Commissioner Cole provided details on the Community Leadership Forum event, which included the following information: • The event will be held on Saturday, June 25 at the Vineyard Church from 8:30 a.m. until noon. • The Glendale Civic Pride Association is the sponsor of the event and is donating $1,000. • Chair Sprague will serve as the emcee of the event. • Ms. Polly Baughman will present the Spark Awards • Commissioner Cole will serve as the liaison for the ROTC in regards to the Pledge of Allegiance and other ROTC duties at the event. • Fifteen eighth-graders from Desert Mirage Elementary School will serve as outdoor guides directing guests to the event. • All Commissioners are asked to arrive at the event at 7:00 a.m. • The caterer chosen for the event is Coffee and Tea Express who submitted the best quote for the best food options. Commissioner Cole facilitated discussion in regards to Commissioner duties at the event, which resulted in the following assignments: • Check-In and Registration: Commissioners Loya and Caufield • Event Set-Up: Staff and Commissioners upon 7 a.m. arrival • Event Clean-Up: Staff and the Commissioners • Canned Goods Collection Coordinator: Commissioner Atkins • Elementary Children Oversight/Coordinators: Commissioners Atkins and Geurs. Ms. Wilkie asked for questions or comments. Commissioner Jocewicz stated that he will not be able to attend the event as he will be out of town. Commissioner Geurs requested an official name tag for the event and Commissioner Atkins noted that she needed one as well. Mr. Cohrs will follow-up on the name tag orders. Commissioner Cole stated that a rehearsal prior to the event will be held for the people involved in presenting and/or speaking at the event. VI. Commission on Neighborhoods Final FY 2011-2012 Work Plan Mr. Cohrs distributed the FY 2011-2012 Work Plan as discussed in detail by the Commission at the May 2011 meeting. Mr. Cohrs noted that the suggestions for changes to the document were incorporated as agreed upon at the meeting. Commissioner Loya motioned to accept the FY 2011-2012 Work Plan as written. Commissioner Jocewicz made the second. The motion passed 9 - 0. Mr. Cohrs requested that the Commissioners consider a Work Group to join and the Commissioners volunteered for Work Groups in the following manner: • Neighborhood Capacity Building and Grants Work Group: Chair Sprague, Commissioners Loya and Cole Citizens Advisory Commission on Neighborhoods Meeting - Minutes June 8, 2011 Page 4 of 5 • Event Planning and Neighborhood Engagement Work Group: Commissioners Loya and Brown • Research, Evaluation and Training Work Group: Commissioners Atkins, Caufield and Geurs • Partnerships and Community Outreach Work Group: Commissioners Geurs and Loya Commissioner Jocewicz noted that his term was expiring on June 30, 2011 and wished the ongoing Commissioners well with their new Work Groups. Mr. Cohrs announced that a new Commissioner has been appointed effective July 1, 2011 whose name will be officially announced after that date. VII. Staff Updates and Commission Items of Interest Mr. Cohrs gave an update on the following activity: Neighborhood Outreach - • No new neighborhood registrations were received during May. • No newsletters/flyers were distributed during May. • Staff did not attend any neighborhood meetings during May. • May is a slow month for neighborhood activity due to the onset of summer. Ms. Wilkie discussed the volunteer program for the month of May, including the following: Community Volunteer Program - • More than 70 volunteers completed nearly 300 volunteer hours. • Boy Scout Carsten Larson completed his Eagle Scout Project which included installing signs, painting railings and picking up trash along Skunk Creek Linear Park along with other scouts. • Volunteers from Red C Products and Knights of Columbus completed their quarterly Adopt-A-Street clean-up projects along Glendale streets. Mr. Cohrs continued his update as follows: Community Mediation - • 6 new mediation cases were received. • 13 cases were active. • 20 cases were resolved with mediation services. • The mediators are now trained to handle Customer Service Complaints regarding the Glendale Police Department however; no cases have been received yet. Community Education - • The Glendale University 101 Spring 2011 Session culminated with a graduation dinner on May 9 at Zendejas Restaurant. There were a total of 55 attendees and the event was very successful. • Glendale University, the Parks and Recreation Department and the Library Department have partnered with the Thunderbird School of Global Management to offer "elective" Glendale University courses on personal financial management. Staff met with the two instructors to discuss future sessions as well as including a session in Spanish. Upcoming Neighborhood and Community Events - • The Leadership Forum and Spark Awards will be held on Saturday, June 25, 2011 and was previously discussed at the meeting. Citizens Advisory Commission on Neighborhoods Meeting - Minutes June 8, 2011 Page 5 of 5 Mr. Cohrs announced that this was the last meeting for two of the Commissioners: Commissioner Jocewicz whose term expires on June 30, 2011 and Commissioner Hinds who served one term. Commissioner Hinds stated that sadly he had to decline a reappointment due to a heavy calendar and even though he is retired has found himself very busy with many projects and volunteer efforts. Mr. Cohrs thanked Commissioners Jocewicz and Hinds for their participation and dedication to the Commission. Mr. Cohrs announced that Ms. Cathy Gorham was retiring effective June 30, 2011 and commented that Ms. Gorham has been with the City of Glendale for seventeen years. Mr. Cohrs praised the service, integrity, knowledge and dedication of Ms. Gorham and stressed that she will be deeply missed. VIII. Motion to Vacate Meeting on July 6, 2011 and Motion to Hold Retreat in August Commissioner Loya motioned to vacate the July 6, 2011 meeting and to hold the Commission Retreat on August 6 or August 13, 2011 with the exact time and location to be determined. Commissioner Atkins made the second. The motion passed 9 - 0. IX. Adjournment Commissioner Jocewicz motioned to adjourn the meeting at 7:07. p.m. Commissioner Brown made the second.
