HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 11/19/2008 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING FOR THE ARTS COMMISSION HELD WEDNESDAY, NOVEMBER 19, 2008 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 WEST BROWN STREET GLENDALE,ARIZONA Revised with adding Winona Passmore to minutes as attendee at the Nov. 19, 2008 meeting. The meeting was called to order at 4:02 p.m. by Vice Chair Manny Burruel. Commission members Enid Spear, Winifred Kultala, M.B. Finnerty, Winona Passmore and Cynthia Eddy were in attendance. Chairperson Darrell Criswell was absent. Representing city staff were Rex Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art Coordinator and J. Gibran Villalobos, Collections and Exhibitions Coordinator. Melinda Bergman, Community Arts Coordinator was absent. Guests in attendance were Mr. Randy Cohen from Americans for the Arts and Ms. Rebekah Sanders with The Arizona Republic. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no public comments. INTRODUCTION OF NEW COMMISSIONER Mr. Rex Gulbranson, Arts and Culture Administrator, introduced Ms. Cynthia Eddy as the new Commission member. She represents the Yucca District. Commissioner Eddy stated that she was very excited and looks forward to working with all the Commission members. A MOTION was MADE by Commission member Spear to APPROVE the minutes of the October 15, 2008 meeting. The MOTION was SECONDED by Commission member Passmore and carried unanimously. Arts and Economic Prosperity III Study A presentation was made by Randy Cohen from Americans for the Arts about the Glendale Arts Commission's participation during 2007-2008 in the national study Arts and Economic Prosperity III: The Economic Impact of Nonprofit Arts and Culture Organizations and Their Audiences. Mr. Cohen reported that spending by local arts and culture organizations and their audiences benefits the local economy by $6.6 Million annually. He stated that it also supports 180 full-time equivalent jobs and generates $839,000 in local and state governmental revenue. The average arts attendee spends $21.89 excluding the cost of admission. Attendees from outside Maricopa County spend an average of $42.08 per person and local attendees spend $17.04. Mr. Cohen indicated that America's nonprofit arts and culture industry generates $166.2 Billion in economic activity every year. The significant impact supports 5.7 million jobs and generates $29.6 Billion in government revenue. Nonprofit arts and culture organization are valuable contributors to the business community. He explained that they are employers, producers, consumers, and key promoters of their cities and regions. Additionally, this demonstrates that investing in the arts and culture yields economic benefits and lays to rest the common misconception that communities support the arts and culture at the expense of local economic development. He noted that communities who support the arts not only enhance their quality of life but also their economic well being. Vice Chair Burruel inquired how cities were selected to participate in this study. Mr. Cohen stated that they were self-selected. Mr. Rex Gulbranson, Arts and Culture Administrator, thanked Mr. Cohn for a very insightful and informative presentation. STAFF REPORTS/UPDATES Jazz and Blues Festival Ms Sandra Keely, Public Art Coordinator, reported on this item on behalf of Ms. Melinda Bergman, Community Arts Coordinator. She stated that the request for qualifications had been sent out to artists for this project, which will occur in April 2009. Youth Passageway Ms Sandra Keely, Public Art Coordinator, reported on this item on behalf of Ms. Melinda Bergman, Community Arts Coordinator. She stated that the artist Myk Bates is ready to install his glass artwork in the entryway for Main Library's Youth Department. They are waiting for the floor covering to be installed prior to the beginning the art installation. Downtown Parking Structure Ms. Sandra Keely, Public Art Coordinator, provided an update for the Downtown Parking Structure project. She stated that the mosaics have been installed. Staff is now working on completing the accompanying plaques. Downtown Fire Station 151 Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. She stated that the project was on schedule. The next step for this project will be review and approvals by the City Council. 101/Glendale Avenue Park and Ride Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. She reported that they received 159 applications. She reported that the request for qualifications had also gone out to artists for the New Court Building' public art project. The request for qualifications for the West Branch Library will be released in the near future. Adult Center Exhibit Updates Mr. Gibran Villalobos, Collections and Exhibitions Coordinator, presented this item. He reported that the opening reception for the Glendale Union High School District Student Exhibition will be held at the Adult Center on December 4, 2008, 5-7 pm. Artwork for City Hall First Floor Lobby Mr. Gibran Villalobos, Collections and Exhibitions Coordinator reported on artwork for City Hall's first floor lobby. He stated that Canyonlands, the large painting by Steven Yazzie has been framed and is ready to be installed on the wall behind the lobby's guard desk. Mr. Villalobos reported on his recent participation in the Balboa Arts Conservation workshop in Tucson. He announced that during the first week of December, he will participate in the Arizona/Mexico Art Administrator Exchange Program in Hermosillo, Sonora, which is sponsored by the Arizona Commission of the Arts. He will provide a full report when he returns. COMMISSIONER COMMENTS Commissioner Finnerty reminded everyone to attend the Light Rail art dedication event on December 6, 2008, at the Heard Museum in Phoenix, beginning at 3 pm. Commissioner Spear commented on how the newspaper had dedicated a whole section to the arts. NEXT MEETING The next regular meeting will be on Wednesday, December 17, 2008. The meeting will begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale. ADJOURNMENT A MOTION was MADE by Commission member Spear to ADJOURN the meeting. The MOTION was SECONDED by Commission member Finnerty and carried unanimously.
