HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 10/15/2008 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING FOR THE ARTS COMMISSION HELD WEDNESDAY, OCTOBER 15, 2008 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 WEST BROWN STREET GLENDALE,ARIZONA The meeting was called to order at 4:01 p.m. by Chairperson Darrell Criswell. Commission members Enid Spear, Winifred Kultala, Manny Burruel were in attendance. Commission member Winona Passmore joined the meeting at 4:08 p.m. Commissioner M.B. Finnerty was absent. Representing city staff were Rex Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art Coordinator and J. Gibran Villalobos, Collections and Exhibitions Coordinator. Melinda Bergman, Community Arts Coordinator was absent. Guests in attendance were Mr. John Dick from Dick & Fritsche Design Group, Mr. Joseph Lisiewski II from International Facilities Group, Judge Elizabeth Finn and Peter Bromley from Glendale City Court, Ms. Andrea Hanley from the Heard Museum, Artist Steven Yazzie and Ms. Valerie Hopkins from Hopkins Fine Art. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no public comments. A MOTION was MADE by Commission member Spear to APPROVE the minutes of the September 17, 2008 meeting. The MOTION was SECONDED by Commission member Burruel and carried unanimously. COURTS BUILDING Mr. John Dick with Dick & Frische Design Group presented a slide presentation on the new Courts Building planned for downtown Glendale. He stated the Courthouse represents an important aspect of governmental and social order and is deserving of being made an important public place. He indicated careful consideration should be given to the style of public art appropriate to such a reverent place, where justice is weighted. The architectural design concept presented is based on the historical vernacular courthouses that establish the sense of civic pride and justice in early America. Mr. Dick discussed public art opportunities in potential areas. He included areas in front of the building, public lobby space, lobby floor, lobby dome ceiling, security areas and elevator wasted space. Mr. Rex Gulbranson, Arts and Culture Administrator, noted that the ceiling dome and terrazzo floor were great art opportunities. He added they would have to examine each area carefully to get the most out of the $200,000 budget. Commissioner Spear commented on a possible stained glass opportunity on the top glass panels of the building. Mr. Joseph Lisiewski, International Facilities Group, stated the security glass and the space between elevators was also a good opportunity. Judge Finn commented that she was very appreciative of all the work done by the Arts Commission. She explained she would like to see the proposed public art out front, where the public first enters the building. She indicated she would like to start receiving information on the public art as early as possible so as not to have any difficulties with construction down the road. Mr. Gulbranson stated they would be initiating an RFQ promptly in order to move very quickly on this item. ART FOR CITY HALL FIRST FLOOR LOBBY Mr. Rex Gulbranson, Arts and Culture Administrator, presented this item agenda. The first floor lobby area was recently remodeled and is in need of an artwork. The presenters were Ms. Valerie Hopkins, presenting art by artist Mr. Keith Bennett, and Ms. Andrea Hanley and Mr. Steven Yazzie on the art by Steven Yazzie. Commission members previously reviewed artworks available for purchase from both artists and recommended Canyonlands, a painting by Mr. Steven Yazzie. Commissioner Spear commented on how wonderful it is to acquire such a great artwork by a prominent local artist for the Glendale collection. A MOTION was MADE by Commission member Burruel to APPROVE the purchase of Canyonlands, a painting by Steven Yazzie for $5,280 from the Heard Museum's Berlin Gallery for the City Hall's First Floor Lobby. The MOTION was seconded by Commission member Kultala and carried unanimously. LIBRARY CARDS Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. The Library Card Design Contest yielded over 900 entries from Glendale area schools. The selection panel recommended awards be given to students Rebecca Ahern from Apollo High School and Jlee Jarvis, Diego Placencia, and Corina Valdez, all from Greenbrier Elementary School. Commissioner Spear commented that a large number the entries had been received from Greenbrier Elementary School. Students will each receive $200 and their teachers will receive $500, intended for art supply purchases, for each award. The Awards Ceremony will be held at the Main Library Auditorium on October 22, 2008 at 7:00pm. A MOTION was MADE by Commission member Spear to APPROVE the $2,800 in awards for the Library Card Design Contest. The MOTION was SECONDED by Commission member Kultala and passed unanimously. GLENDALE ARTS COUNCIL Mr. Rex Gulbranson, Arts and Culture Administrator, presented this agenda item. The Glendale Arts Council requested $1,000 to support the 2009 Youth Art Exhibition at Sahuaro Ranch. He stated the Arts Commission has had a long relationship with this agency, stretching 45 years. He noted each year more than 30 Glendale area schools participate in this exhibition. A MOTION was MADE by Commission member Spear to APPROVE the $1,000 sponsorship of the Glendale Arts Council's 2009 Youth Art Exhibition at Sahuaro Ranch. The MOTION was SECONDED by Commission member Burruel and passed unanimously STAFF REPORTS/UPDATES Ballet Under The Stars 2008 Mr. Rex Gulbranson, Arts and Culture Administrator, reported on this item. He stated they had received good publicity on this item. He noted the event had had the largest attendance record to date of more than 2,000. He added he was very pleased it was so well received by the community. Bead Museum's Nagaland Exhibition Mr. Rex Gulbranson, Arts and Culture Administrator, reported on this item. He encouraged Arts Commission Members to visit the Museum to see this exhibition. PUBLIC ART PROJECTS REPORT Public Safety Memorial Mr. Rex Gulbranson, Arts and Culture Administrator, reported on the Public Safety Memorial. He stated the project's design concept had been approved by the Public Safety Memorial Committee. Downtown Parking Structure Ms. Sandra Keely, Public Art Coordinator, provided an update on the public art project for the Downtown Parking Structure. She stated that work has started on the site and will be completed in three weeks. She encouraged the Commission members to visit the site. Downtown Fire Station 151 Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. She stated the project was moving ahead on schedule. This item is scheduled to go to the City Council for approvals in December. 101/Glendale Avenue Park and Ride Ms. Sandra Keely, Public Art Coordinator,presented this agenda item. She indicated that an RFQ call had gone out with a deadline of October 27, 2008. She will keep the Commission members informed on any new developments. Public Safety Mr. Gibran Villalobos, Collections and Exhibitions Coordinator reported on this agenda item. He reported on a photography exhibit being developed for the Public Safety Training Center. The project consists of photos taken of firefighters in action. ADULT CENTER EXHIBIT/ART MAINTENANCE UPDATES Mr. Gibran Villalobos, Collections and Exhibitions Coordinator, reported on this agenda item. He stated that the current exhibition at Adult Center features art by the faculty at Glendale Union High School District. He reported that he was in the process of developing a new online art inventory, which will include detailed information and imagery of the art collection. Mr. Rex Gulbranson, Arts and Culture Administrator, announced Mr. Randy Cohen from Americans for the Arts will present the report on Arts and Economic Prosperity III: The Economic Impact of Nonprofit Arts and Culture and Their Audiences at the November meeting. COMMISSIONER COMMENTS There were no comments from Commission Members. ADJOURNMENT A MOTION was MADE by Commission member Spear to ADJOURN the meeting. The MOTION was SECONDED by Vice Chair Criswell and carried unanimously. NEXT MEETING The next regular meeting will be on Wednesday, November 19, 2008. The meeting will begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale.
