HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 9/17/2008 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING FOR THE ARTS COMMISSION HELD WEDNESDAY, SEPTEMBER 17, 2008 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 5959 WEST BROWN STREET GLENDALE, ARIZONA The meeting was called to order at 4:01 p.m. by Vice Chairperson Darrell Criswell. Commission members Enid Spear, Winifred Kultala, Manny Burruel, and Winona Passmore were in attendance. Commission member M.B. Finnerty joined the meeting at 4:07 p.m. Melinda Bergman, Community Arts Coordinator was absent. Representing city staff were Rex Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art Coordinator and J. Gibran Villalobos, Collections and Exhibitions Coordinator. Guests in attendance were Gustavo McGrew and Carla Gonzales from PSA Art Awakenings and Martin Moreno, Las Artes de Maricopa. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no public comments. A MOTION was MADE by Commission member Kultala to APPROVE the minutes of the August 20, 2008 meeting. The MOTION was SECONDED by Commission member Spear and carried unanimously. PSA ART AWAKENINGS Mr. Gustavo McGrew, President of PSA Art Awakenings, made a presentation regarding the organization's programs in Glendale and other Valley cities. He stated their vision was to bring services to multiple communities by promoting Hope, Recovery, Diversity and Wellness. These initiatives are possible through innovative programs, affordable housing and peer-directed treatment for behavioral health issues. He related how the Art Awakenings studios foster recovery and empowerment through creative expression for people living with serious psychiatric illness. He explained how he has seen first hand how this has helped numerous people. Mr. Martin Moreno made a presentation regarding artwork produced by students at Las Artes de Maricopa. PSA Art Awakenings, Maricopa County and the Valley of the Sun YMCA have joined to bring an innovative youth program to the West Valley. This program blends art, academic instruction, social and emotional support and GED work readiness training. He added that this program also included job search support and transportation assistance. He noted he was pleased to announce that they have had a 75% success rate thus far. Vice Chair Criswell commented that the art pieces were really outstanding. He thanked the presenters for all their work in the community. Commissioner Burruel suggested using Channel 11 to publicize the PSA Art Awakenings organization. FIRE STATION 151 Ms. Sandra Keely, Public Art Coordinator, presented this agenda item. The design concept for the exterior of Fire Station 151 was presented to the Selection Panel on September 12, 2008. The artists selected are Mr. Jerry de la Cruz and Ms. Kathi Caricoff. The project budget is $90,000. The result is a design using the bell tower as the centerpiece of the building and placing a dramatic descriptive image on the wall. The descriptive image shows a fireman waist high on a ladder, fully equipped, his hands gripping a fire hose pointed up toward the flame. The building's completion date is targeted for Spring of 2009. A MOTION was MADE by Commission member Burruel to APPROVE artists Jerry de la Cruz and Kathi Caricoff s design concept for Fire Station 151. The MOTION was SECONDED by Commission member Finnerty and carried unanimously. STAFF REPORTS/UPDATES Valley Forward Award Mr. Rex Gulbranson, Arts and Culture Administrator, reported on this item. He stated the City of Glendale had received the Crescordia Award from the Valley Forward Association,which was submitted by artist Matthew Salenger. The art feature is an outdoor environmental classroom where children and adults can learn about the importance of the natural Sonoran Desert. He commented that the project had competed with much larger funded projects. Ms. Melinda Bergman, Community Arts Coordinator and Mr. Gulbranson were in attendance. Ballet Under The Stars 2008 Mr. Rex Gulbranson, Arts and Culture Administrator, reported on this item. He stated they had received good publicity on this item. He noted the production was tonight and encourages everyone to attend. Bead Museum's Nagaland Exhibition Mr. Rex Gulbranson, Arts and Culture Administrator,reported on this item. He announced this was a great exhibition and encourages everyone to attend. PUBLIC ART PROJECTS REPORT Public Safety Memorial Mr. Gulbranson, Arts and Culture Administrator, reported on the Public Safety Memorial. He stated that Haiying Wu, the recommended public artist, is working to refine his design concept. Downtown Parking Structure Ms. Sandra Keely, Public Art Coordinator, provided an update on Ms. Lynn Basa's design concept for the Downtown Parking Structure project. She provided a slide presentation on some of the artwork in process. The Commission members were all very impressed with the images presented. She stated this project was on target for a completion date in October 2008. 2008 Summer Art Camp, Sahuaro Ranch Mr. Gulbranson, Arts and Culture Administrator, reported on this item in the absence of Ms. Melinda Bergman. He stated this project had been a huge success and had a great response. The staff is working to add online registration for easier accessibility for the 2009 art camp. He explained this will assist in the enrollment process, as well as make adjustments and reporting simpler. They will still be offering the standard paper registration form process. Library Card Project Mr. Gulbranson, Arts and Culture Administrator asked Commissioner Spear to report on this item. Commissioner Spear explained she has been working with local schools on this project. She indicated they have received several hundred entries with many more expected. She noted both teachers and students were very excited and the project was widely successful. She will continue to keep the Commission updated. Commissioner Burruel suggested providing honorable mentions, as well as letters of acknowledgements for all entries. Everyone agreed. ADULT CENTER EXHIBIT UPDATES Mr. Gibran Villalobos, Collections and Exhibitions Coordinator reported on the Art Awakenings Exhibition at the Adult Center. He said the exhibit featured 60 artworks. He reported he was in the process of updating the current art inventory on-line on the city's intranet. COMMISSIONER COMMENTS Commissioner Burruel invited everyone to attend an exhibit from the Hispanic Research Center by ASU at Estrella Mountain Community Collage. He noted that one of his art pieces was on display. He commented on the Boards and Commissions Advance Training program. He stated he was proud to announce that when the topic of having issues or problems with fellow members came up, he could not think of any problems within this group. He said it was a testament to the group that even if they have differences in opinions, they still respect each other's views and work together to discover a solution that benefits the City of Glendale. Mr. Gulbranson, Arts and Culture Administrator, reported that the staff was working to put art the recently remodeled first floor lobby at City Hall. He asked if anyone was interested in volunteering to review artworks for the lobby. Commissioner's Spear, Passmore and Burruel volunteered. ADJOURNMENT A MOTION was MADE by Commission member Burruel to ADJOURN the meeting. The MOTION was SECONDED by Commission member Passmore and carried unanimously. NEXT MEETING The next regular meeting will be on Wednesday, October 15, 2008. The meeting will begin at 4 p.m. and will be held in the 2nd Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale.
