MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY, JANUARY 16, 2008
FRUIT PACKING SHED, SAHUARO RANCH HISTORICAL AREA
9802 N 59 AVENUE, GLENDALE
The meeting was called to order at 4:05 p.m. by Chairperson Kathleen Roe. Commission
members Winona Passmore, Enid Spear and Darrell Criswell were in attendance. Commission
members M.B. Finnerty and Manuel Burruel joined the meeting at 4:15 p.m. Representing city
staff were Rex Gulbranson, Arts and Culture Administrator, Sandra Keely, Public Art
Coordinator and J. Gibran Villalobos, Collections and Exhibitions Coordinator. Melinda
Bergman, Community Arts Coordinator was absent.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists.
Mr. Gulbranson introduced Glendale Arts Council members Ms. Judy Atkins and Ms. Corda
Colvin.
A MOTION was MADE by Commission member Criswell to APPROVE the minutes of the
December 19, 2007 meeting. The MOTION was SECONDED by Commission member
Passmore and carried unanimously.
2008-2009 PERFORMING ARTS GRANTING PROGRAM
Mr. Gulbranson presented the updated funding guidelines and application forms for the
upcoming year. He reported that the staff recommended increasing the maximum grant for
projects to $4,000 from the previous $3,500. He also discussed the postmark deadline in March
for the previous year that had been problematic. The staff recommended making the deadline
one week later on April 4, 2008 for delivery of applications to Glendale Public Library. The
Commission was in agreement with the additional updates to the grant program.
A MOTION was MADE by Commission member Spear to APPROVE the updated
guidelines and application forms for the 2008-2009 Performing Arts Granting Program.
The MOTION was SECONDED by Commission member Criswell and carried
unanimously.
45TH JURIED FINE ARTS EXHIBITION
Commission member Criswell presented this agenda item concerning the Glendale Arts
Council's annual fine arts exhibition at Sahuaro Ranch's Fruit Packing Shed Gallery. At the
December meeting, Commission members Criswell, Passmore and Burruel volunteered to serve
on a panel to review the exhibition to make recommendations for purchase awards for the city's
portable artworks collection.
The Arts Commission has made purchase awards at this exhibition for many years. Commission
members Criswell and Passmore reviewed the exhibition of over 200 artworks on January 14,
2008 and recommended five artworks for purchase. The Commission members reviewed the
artwork selected and were very pleased with the selections. The artworks will be installed in
public spaces in city buildings.
J. Gibran Villalobos, Collections and Exhibitions Coordinator, presented a brief power point
presentation on art collection practices. The Commissioners discussed a variety of issues
concerning the placement and locations of artworks in the City's collection.

A MOTION was MADE by Commission member Burruel to APPROVE purchasing 5
artworks at $4,502 for the city's art collection. The MOTION was SECONDED by
Commission member Finnerty and carried unanimously.
STAFF REPORTS/UPDATES
PUBLIC ART PROJECTS REPORT
Ms. Sandra Keely reported on the status of the Downtown Art Feature. She stated that
automobiles were driving up onto the curb and on to the site at Myrtle and Grand Avenues. She
stated that the artist, Howard Meehan, was designing bollards to be installed to protect the
artwork. She reported that the Downtown Parking Structure public art project is scheduled to be
on the agenda for an upcoming City Council Business Meeting. She reported that the Downtown
Fire Station 151 is awaiting design information to move forward for Arts Commission review.
She also reported that the artists Paseo Racquet Center and Park public art project were planning
to begin their project at Ironwood High School in February.
ART MAINTENANCE UPDATES
Mr. J. Gibran Villalobos reported on art maintenance projects including refurbishing the
Glendale Pioneers artwork. Chairperson Roe requested that staff look into installing lighting for
the sculpture at the Western Area Public Safety Complex.
ADULT CENTER EXHIBIT UPDATES
Mr. J. Gibran Villalobos reported on this item. He stated that during January sculpture from the
Sun Fire Gallery and paintings by Nubia Owens were on exhibit at the Adult Center. This
exhibition is part of the Callaloo African arts series sponsored by Glendale Public Library.
UPCOMING EVENTS AND PROGRAMS—Mr. Gulbranson presented the following items.
Southwest Arts Conference, Glendale Civic Center, Jan. 25, 2008. Mr. Gulbranson explained
that the Commission members were all registered to attend this statewide arts conference. He
encouraged everyone to go and enjoy all or part of the festivities.
Arizona Arts Congress, State Capitol Lawn, February 4, 2008. Mr. Gulbranson asked for any
participants who would like to partake in this forum. Councilmember Spear and Finnerty stated
that they would like to attend.
Americans for the Arts Economic Prosperity III study. Mr. Gulbranson reported that they were
25% complete in their survey collection. He stated that the Commission would be attending
many other events around the city to accomplish their goal of 1000 surveys. He said that the
next scheduled opportunity for collecting audience would be at The Bead Museum during
Chocolate Affaire festival.
COMMISSIONER COMMENTS
Commissioner Spear inquired if there was a large amount of purchased artwork pieces still in
storage. Mr. Gulbranson stated that most of the artworks had been placed and framed. She also
informed the group of the upcoming West Valley Arts Council's Home Tour. The tour will
feature six homes.
Commissioner Criswell commented on the Juried Fine Arts Exhibition. He stated that this show
was very well presented.
ADJOURNMENT
A MOTION was MADE by Commission member Burrell to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Spear and carried unanimously.
NEXT MEETING
The next regular meeting will be on Wednesday, February 20, 2008, at 4 p.m. in the 2nd Floor
Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale.
The meeting was adjourned at 5:10 p.m.
