MINUTES OF THE REGULAR MEETING FOR THE
ARTS COMMISSION
HELD WEDNESDAY, MARCH 19, 2008
GLENDALE PUBLIC LIBRARY
5959 WEST BROWN STREET, GLENDALE
The meeting was called to order at 4:06 p.m. by Vice Chairperson Darrell Criswell. Commission
members Winona Passmore, Enid Spear, M.B. Finnerty, and Manuel Burruel were in attendance.
Chairperson Kathleen Roe joined the meeting at 4:15 p.m. Representing city staff were Rex
Gulbranson, Arts and Culture Administrator, Melinda Bergman, Community Arts Coordinator,
Sandra Keely, Public Art Coordinator and J. Gibran Villalobos, Collections and Exhibitions
Coordinator.
PUBLIC COMMENTS
At this time the Commission will hear comments from the public; however, the Commission
may not discuss or consider items not appearing on the agenda unless an actual emergency
exists. There were no public comments.
A MOTION was MADE by Commission member Spear to APPROVE the minutes of the
February 20, 2008 meeting. The MOTION was SECONDED by Commission member
Passmore and carried unanimously.
ANNUAL ART PROJECTS PLAN
Mr. Gulbranson presented this agenda item. He provided a power point presentation and
facilitated a discussion with Commissioners on program accomplishments for fiscal year
2007/08 and proposed projects and programs for 2008/09. It was the consensus of the
Commission to have a follow-up discussion on the plan at the April meeting and do final review
and approvals at the May meeting. The Commission discussed new ideas for art projects for
2008/09.
Mr. Gulbranson discussed the idea of renewing the graphic on the library cards which had not
been updated since the 1980's. The Commission was very responsive to the idea and provided
many suggestions for a diverse range of art work graphics for the cards including partnering with
Glendale area schools. Mr. Gulbranson stated that it was a great idea which was fairly
inexpensive and would bring great attention to the library and the arts.
Below is the recap of the 2007/08 Art Plan as well as the 2008/09 Projects Plan.

2008/09 PERFORMING ARTS GRANTS
Mr. Gulbranson presented this agenda item. The deadline for grant applications is April 4, 2008.
Notebooks with copies of the applications will be distributed to Commissioners at the April
meeting. He recommended that the Commission schedule a special meeting to review and make
funding recommendations for the grants. Final review and approvals by the Commission will be
made at the May meeting.
A MOTION was MADE by Commission member Passmore to schedule a Special Meeting
of the Arts Commission on May 14, 2008, to review performing art grant applications. The
MOTION was SECONDED by Commission member Spear and carried unanimously.
STAFF REPORTS/CORRESPONDENCE
UPCOMING EVENTS AND PROGRAMS—Mr. Rex Gulbranson presented the following
items.
Tempe Center for the Arts tour, April 19, 2008. Mr. Gulbranson reported that all Commission
members will be attending this event.
Governor's Arts Award Dinner, April 23, 2008. Mr. Gulbranson reported that all Commission
members will also be attending this event.
Americans for the Arts Economic Prosperity III study. Mr. Gulbranson reported that they were
making good progress on this project. He stated that the Mayor Youth Advisory Committee will
be assisting the Art Commission with survey collection at this year's Jazz and Blues Festival.
PUBLIC ART PROJECTS REPORT
Ms. Bergman provided an update on the Xericape Habitat Garden. She stated that a celebration
event is planned May 3, 2008.
Ms. Bergman reported on the Jazz and Blues Festival, which will feature four public artists. She
reported that Channel 11 will be covering the event, which will be held in the downtown area
April 12-13, 2008.
Ms. Keely reported on the Downtown Parking Structure. She said City Council had approved
the contract and public artist Ms. Lynn Basa is working to complete the imagery for the mosaics.
She said the Art Commission will have an opportunity to give input before designs are finalized.
She stated that a meeting will be scheduled to view the work in progress.
Ms. Keely reported on Fire Station 151. She said the building will be designed to incorporate a
public artwork to be installed after the completion of construction.
Ms. Bergman reported on the 2008 Summer Arts Camp at Sahuaro Ranch. She stated that
everything was moving forward and registrations were coming in for the six weeks of
workshops. She stated that the Arizona Republic will be publishing an article about the camp.
Ms. Keely reported on the Paseo Racquet Center project. She said everything was moving along
very well. She said a tile-making workshop was scheduled for April 12, 2008 for anyone wising
to attend.
ADULT CENTER EXHIBIT UPDATES
Mr. Villalobos reported on the Phoenix Art Guild exhibition, scheduled for March 8 —May 2,
2008. He also reported on the Susan Flacon-Hargraves artwork exhibit at the West Valley Art
Museum.
ART MAINTENANCE UPDATES
Mr. Villalobos reported on the lighting for the Western Area Public Safety Complex. He stated
that they were still discussing the design for best lighting solution for the sculpture located on the
entry plaza.
COMMISSIONER COMMENTS
Commissioner Criswell reported on the opera performance he attended at Arrowhead Elementary
School that was supported by a Performing Arts Grant. He said the students were very engaged
and excited about the performance.
Commissioner Spear informed the group of the upcoming West Valley Arts Council Home Tour
on March 30, 2008. The tour will feature six artist's homes. She stated that she still had tickets
available for anyone wishing to attend.
Mr. Gulbranson reported on the Public Safety Memorial project. He stated that the city had
assembled a committee representing the Police and Fire departments, as well as the families of
the fallen Fire and Police Officers. The panel, which included Arts Commission Members Roe,
Criswell and Finnerty, reviewed sculpture artwork provided by more than sixty national artists
had selected two finalists to produce proposals. The two finalists are Mr. Hai Ying Wu and Mr.
Robert Shure. The final artist and site selection is still to be determined.
ADJOURNMENT
A MOTION was MADE by Commission member Burrell to ADJOURN the meeting. The
MOTION was SECONDED by Commission member Criswell and carried unanimously.
NEXT MEETING
The next regular meeting will be on Wednesday, April 16, 2008, at 4 p.m. in the 2nd Floor Board
Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale.
The meeting was adjourned at 5:45 p.m.
