HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 2/20/2008 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING FOR THE ARTS COMMISSION HELD WEDNESDAY, FEBRUARY 20, 2008 GLENDALE PUBLIC LIBRARY 5959 WEST BROWN STREET, GLENDALE The meeting was called to order at 4:00 p.m. by Chairperson Kathleen Roe. Commission members Winona Passmore, Enid Spear, Darrell Criswell, M.B. Finnerty, and Manuel Burruel were in attendance. No Commission members were absent. Representing city staff were Rex Gulbranson, Arts and Culture Administrator, Melinda Bergman, Community Arts Coordinator, Sandra Keely, Public Art Coordinator and J. Gibran Villalobos, Collections and Exhibitions Coordinator. Guest in attendance was Mr. Roger Boyer from Parks and Recreation. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. There were no public comments. A MOTION was MADE by Commission member Spear to APPROVE the minutes of the January 16, 2008 meeting. The MOTION was SECONDED by Commission member Passmore and carried unanimously. PASEO RACQUET CENTER AND PARK Ms. Keely presented this agenda item. She introduced public artists Ms. Kristine Kollasch and Ms. Felice Regnier, as well as Mr. Roger Boyer representing Parks and Recreation. The artists presented a power point presentation about their design concept for the Center's public art project. The artists are working with Ironwood High School ceramics students and their teacher, Mr. Chris DuFala, to produce tiles to be incorporated into their artwork for the Center's front wall. The artists worked with the students to produce over 120 drawings for tiles. Their design concept will also incorporate new signage provided by the Parks and Recreation Department. Their goal is to proclaim the purpose of the Center, establish a sense of space and encourage community pride. The project is planned to be completed by June 2008. Both Ms. Kristine Kollasch and Ms. Felice Regnier commented that it had been a pleasure working with the Ironwood High School students and their teacher. Commission member Spear and Burruel both commented that the design concept far exceeded their expectations. All were in agreement. Mr. Rex Gulbranson reported that the Parks and Recreation signage will be a commercial sign. Mr. Boyer replied that he was correct. There was a discussion on signage ideas as well as the most visible setting. A MOTION was MADE by Commission member Spear to APPROVE the artists' design concept for the Paseo Racquet Center and Park Public Art Project. The MOTION was SECONDED by Commission member Burruel and carried unanimously. ARIZONA COMMISSION ON THE ARTS LOCALS II GRANT FOR 2008-09 Mr. Rex Gulbranson presented this agenda item. He stated that the Arizona Commission on the Arts requires Locals II grant applicants to submit a board-approved cultural diversity statement with general operating support funding proposals. A MOTION was MADE by Commission member Passmore to APPROVE the Cultural Diversity Statement for the Arizona Commission on the Arts Locals II grant application. The MOTION was SECONDED by Commission member Finnerty and carried unanimously. STAFF REPORTS/CORRESPONDENCE UPCOMING EVENTS AND PROGRAMS—Mr. Rex Gulbranson presented the following items. Southwest Arts Conference, Glendale Civic Center, Jan. 25, 2008. Mr. Gulbranson reported that this event was very well attended with 500 attendees from throughout the state. Arizona Arts Congress, State Capitol Lawn, February 4, 2008. Mr. Gulbranson reported that the weather had been poor, but he noted that the legislators' response was very good. Governor's Arts Award Dinner, April 23, 2008. Mr. Gulbranson stated that this event will be held at the Arizona Biltmore. He encouraged the Commission members to attend the affair. Americans for the Arts Economic Prosperity III study. Mr. Gulbranson reported that they had completed 350 surveys thus far. He said it has been slow moving but will be seeking additional opportunities to complete the 1000 survey request. Commissioner Spear suggested requesting help from the Mayor's Youth Committee in collecting surveys at the Jazz and Blues Festival. Performing Arts Granting Program- 2008-2009. Mr. Gulbranson stated the deadline was April 4, 2008. He said letters and postcards had been sent out to Valley arts organizations to announce this opportunity for programming in Glendale. The Commission will need to schedule a special meeting before the May meeting to review the applications. PUBLIC ART PROJECTS REPORT Ms. Bergman provided an update on the public artwork for the Xericape Habitat Garden. She said that construction will begin soon and the Water Conservation Program is planning a celebration event for late spring. Ms. Bergman reported on the four site-specific temporary artworks planned for the 25th Anniversary Jazz and Blues Festival on April 12, 2008. Ms. Keely reported on the Downtown Parking Structure. She said City Council had approved the contract and public artist Lynn Basa is working to complete designs for the 40 mosaics. She said the Arts Commission will have an opportunity to give input before designs are finalized. Ms. Keely reported on Fire Station 151. She stated that this project will likely begin next year. She said the building will be designed to incorporate a public artwork that will be installed after the completion of construction. Ms. Bergman reported on the Summer Art Camp program at Sahuaro Ranch. She stated she was very excited about this program and hopes all classes are filled to capacity. She said six weeks of free summer art classes starting June 30th and going until August 7th will be offered. The classes are as listed. • Ms. Christy Puetz: Four Days of Folk Art and Storytelling, June 30-July-3 • Mr. Chris Todd: Magic Motion: The Art of Optical Toys, July 7-10 • Mr. Will Clipman: Hands-on Drumming Workshop, July 14-17 • Ms.Carol Panaro-Smith: Recycle-Re-Use-Re-Create, July 21-24 • Ms. Anglea Ellsworth: Can you draw an apple? With your eyes closed? July 28-31 • Ms. Cyndi Coon, Write and Illustrate Your Own Book, August 4-7 ADULT CENTER EXHIBIT UPDATES Mr. Villalobos reported on the Arizona Watercolor Association would be on exhibit through March 1, 2008. He also stated that the Phoenix Art Guild exhibit was scheduled for March 8 — May 2, 2008. ART MAINTENANCE UPDATES Mr. Villalobos reported that the Veterans Memorial sign repair was finished. He stated that the glass repair for the Foothills Aquatic Center was progressing. The glass has been ordered and bids are being taken for the installation. He also reported on the lighting for the Western Area Public Safety Complex. He stated that lighting discussions centered on having to incorporate its uses, as well as the weather conditions. COMMISSIONER COMMENTS Mr. Gulbranson requested the Commission discuss the best time to tour the Tempe Center for the Arts. The Commissioners all believed it best to schedule a tour before the summer months begin. ADJOURNMENT A MOTION was MADE by Commission member Burrell to ADJOURN the meeting. The MOTION was SECONDED by Commission member Criswell and carried unanimously. NEXT MEETING The next regular meeting will be on Wednesday, March 19, 2008, at 4 p.m. in the 2"d Floor Board Conference Room at Glendale Public Library, 5959 West Brown Street in Glendale.
