Call to Order
Larry Clark, Acting Chair, called to order the Local Police Board meeting at 9:06 a.m.
Review and Approval of the February 23,2011 Local Police Board Meeting Minutes
The minutes of the February 23, 2011 Local Police Board meeting were reviewed. Mayor Elaine Scruggs
moved to accept the minutes as presented. Lt. John Wolfe seconded the motion. The Board voted and passed
the motion unanimously.
Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Brian France
The Local Police Board reviewed Brian France's D.R.O.P. enrollment application. Brian France, Police
Lieutenant, has 28.386 years of credited service. He has elected to participate in the D.R.O.P. for a period of
sixty (60) months beginning on May 6, 2011. On and after this date, employee and employer contributions
will cease to be made to the Public Safety Personnel Retirement System ("PSPRS"). He must terminate
employment with the City of Glendale Police Department on or before May 6, 2016. He has been a member
of the Glendale Police Department since September 6, 1982.
Lt. John Wolfe moved to approve the D.R.O.P. enrollment application submitted by Brian France, Police
Lieutenant. Det. Brandon Keefer seconded the motion. The motion passed unanimously.

Review and Approval of Application for Enrollment into the Deferred Retirement Option Plan
("D.R.O.P.")—Matthew M. Lively
The Local Police Board reviewed Matthew M. Lively's D.R.O.P. enrollment application. Matthew M. Lively,
Police Commander, has 25.263 years of credited service. He has elected to participate in the D.R.O.P. for a
period of sixty (60) months beginning on February 25, 2011. On and after this date, employee and employer
contributions will cease to be made to the Public Safety Personnel Retirement System ("PSPRS"). He must
terminate employment with the City of Glendale Police Department on or before February 25, 2016. He has
been a member of the Glendale Police Department since November 22, 1985.
Lt. John Wolfe moved to approve the D.R.O.P. enrollment application submitted by Matthew M. Lively,
Police Commander. Det. Brandon Keefer seconded the motion. The motion passed unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Clinton Lester Daly
The Local Police Board reviewed Clinton Lester Daly's D.R.O.P. retirement application. Clinton Lester Daly,
Police Officer, has 21 years of credited service. He had elected to participate in the D.R.O.P. for a period of
sixty (60) months beginning on May 31, 2006. On or after this date, employee and employer contributions
ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He must terminate
employment with the City of Glendale Police Department on or before May 31, 2011.
Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Clinton Lester Daly,
Police Officer. Det. Brandon Keefer seconded the motion. The Board voted and passed the motion
unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Danny D. Keddy
The Local Police Board reviewed Danny D. Keddy's D.R.O.P. retirement application. Danny D. Keddy,
Police Sergeant, has 28.70 years of credited service. He had elected to participate in the D.R.O.P. for a period
of sixty (60) months beginning on April 28, 2006. On or after this date, employee and employer contributions
ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He must terminate
employment with the City of Glendale Police Department on or before April 30, 2011.
Det. Brandon Keefer moved to approve the D.R.O.P. retirement application submitted by Danny D. Keddy,
Police Sergeant. Lt John Wolfe seconded the motion. The Board voted and passed the motion unanimously.
Review and Approval of Application for Retirement from Deferred Retirement Option Plan
("D.R.O.P.")—Mark J. Mabee
The Local Police Board reviewed Mark J. Mabee's D.R.O.P. retirement application. Mark J. Mabee, Police
Officer, has 23.994 years of credited service. He had elected to participate in the D.R.O.P. for a period of
sixty (60) months beginning on May 31, 2006. On or after this date, employee and employer contributions
ceased to be made into the Public Safety Personnel Retirement System ("PSPRS"). He must terminate
employment with the City of Glendale Police Department on or before May 31, 2011.
Lt. John Wolfe moved to approve the D.R.O.P. retirement application submitted by Mark J. Mabee, Police
Officer. Det. Brandon Keefer seconded the motion. The Board voted and passed the motion unanimously.

Review and Approval of Application for Refund from Public Safety Personnel Retirement System
("PSPRS")—Martin Granville
The Local Police Board reviewed the Application for Refund from "PSPRS" for Martin Granville, Police
Officer. Nick DiPiazza, Chief Deputy City Attorney, noted that a scrivener's error had been made on the
Local Police Board Agenda and also in the heading on the `Application for a Separation Refund'. Both
documents stated that the Application for Refund was from Deferred Retirement Option Plan ("D.R.O.P.")
instead of being from "PSPRS" and Mr. DiPiazza requested that the areas noting "D.RO.P." be replaced with
"PSPRS". However, Mr. DiPiazza also advised that the backup and the write-up presented for the Board's
review were all correct.
Lt. John Wolfe moved to approve the Application for Refund from PSPRS submitted by Martin Granville,
Police Officer. Det. Brandon Keefer seconded the motion. The Board voted and passed the motion
unanimously.
Commencement of Executive Session
The Board recessed the Open Session and convened in Executive Session to review the continuation of
Ordinary Disability Benefits without an offset for Jennifer J. Bibeau.
Consider and Vote on the Continuation of Ordinary Disability Benefits—Jennifer J. Bibeau
The Board adjourned Executive Session and reconvened in Open Session. Lt. John Wolfe moved to approve
the continued entitlement of Ordinary Disability Retirement Benefits for Jennifer J. Bibeau without an offset.
Det. Brandon Keefer seconded the motion. The motion was voted upon and passed unanimously.
New Business
There was no new business.
Adjournment
Larry Clark, Acting Chair, asked for a motion to adjourn the meeting. Lt. John Wolfe made a motion to
adjourn the meeting. Det. Brandon Keefer seconded the motion. The Local Police Board meeting adjourned
at 9:20 a.m.
