HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 4/20/2011 CITY OF GLENDALE,ARIZONA MINUTES OF THE REGULAR MEETING OF THE ARTS COMMISSION HELD WEDNESDAY,APRIL 20,2011 LIBRARY BOARD CONFERENCE ROOM SECOND FLOOR 9802 N 59TH AVENUE GLENDALE,ARIZONA 4:00pm. The meeting was called to order at 4:00 p.m. by Chairperson Darrell Criswell. Commission members M.B. Finnerty, Scott Mink, Janine Barbour, Diane Lesser, Paul Dagostino and Carol Ladd were in attendance. Representing city staff were Sue Komernicky, Library and Arts Director, Rex Gulbranson, Arts and Culture Coordinator and Judy Fleming, Public Arts Coordinator. Guests in attendance were Justine Cornelius, Senior Management Assistant for Deputy Director Jim Colson, Mark Paratore, Economic Development Department, Annie Loyd, President, Fusion Foundation and Martin Moreno, Las Artes de Maricopa. Mojgan Vahabzadeh, Library Graphics Coordinator was absent. APPROVAL OF THE MEETING MINUTES A MOTION was MADE by Commission member Lesser to APPROVE the minutes of the March 16, 2011 meeting. The MOTION was SECONDED by Commission member Barbour and carried unanimously. PUBLIC COMMENTS At this time the Commission will hear comments from the public; however, the Commission may not discuss or consider items not appearing on the agenda unless an actual emergency exists. No public comments. MURAL—CENTERLINE PROJECT Staff and artist, Martin Moreno of Las Artes de Maricopa and Annie Loyd, President, Fusion Foundation, presented the mural piece art item for discussion. Justine Cornelius, Senior Management Assistant for Deputy Director Jim Colson and Mark Paratore, Economic Development Department were present to answer any questions. The purpose of this agenda item is to present the mural to the Arts Commission and to discuss the next steps of its installation. At the February 16, 2011 Arts Commission meeting, city staff presented an overview and update on the pilot program called "Centerline Artwerks." As stated, the intent of this pilot program has been to work with the non-profit "Fusion Foundation" to coordinate performing artists, local painters, sculptors, dancers and musicians to compliment the annual Glendale Glitters event and to assess the viability of establishing an ongoing "Centerline Arts District." One of the items discussed was a series of ongoing meetings with Centerline merchants and residents to carefully explore the possibility of a mural project that would occur later this spring. The mural would consist of glazed tile, to be installed on the wall of a privately owned downtown business, and 1 would have the support of area merchants and residents. To date, three meetings have been held and over 80 persons have attended them. The mural depicts 100 years of Glendale. The mural design presented is not the work of one individual; rather is a compilation of thoughts and ideas from Glendale citizens who believe in the power of art. The title of the mural is "El Corrido de Glendale Arizona", translating into the ballet/song of Glendale Arizona. Martin Moreno of Las Artes de Maricopa presented the design concept for the Centerline Arts District. He explained in detail each design portrayal on the mural and its significance in 100 years of Glendale history. Annie Loyd, President, Fusion Foundation, explained the Fusion Foundation is a 501c3 community development organization taking local actions with a global vision to transform communities of conflict into communities of collaboration and creativity using arts & culture as the primary building tools. Justine Cornelius, Senior Management Assistant, explained the city's support and collaboration for this endeavor and its benefits for the community. The idea is to encourage more opportunities to display art and/or art-based activities in the hopes of establishing a greater sense of "place" and uniqueness to the Centerline area. The objective is to turn Centerline into an artistic focal point and destination attraction and projects such as these move things in the right direction. She noted many in the downtown area were already inquiring and excited about murals and art projects. Chairperson Criswell asked how much was needed and how many donations or grants have they received. Ms. Loyed presented the Commission with a balanced sheet explaining the totals and what was needed. Chairperson Criswell inquired if the Catlin Court area was also open to the idea of having art murals. Ms. Loyed indicated they were expanding in the fall to other areas in the vicinity and Catlin Court was definitely on the program. She also discussed the great energy being felt and created in the downtown area and with everyone connected with these projects. Commissioner Barbour inquired if lighting will be added to the mural. Ms. Loyed replied no and added the budget did not allow for it. However, street lights and area lighting provided enough lighting. They will be adding spot lights. Commissioner Finnerty believed this was a great project. She asked how they will be moving forward in the future regarding different styles and how and what types of artists will they look for. Ms. Loyed explained there were different processes they will use. They also expect to use a large pool of artists with basic ideas as well as far reaching themes. She hopes to continue to partner with the Arts Commission in addition to asking the community for feedback and input. Sue Komernicky, Library and Arts Director,thanked the group for their presentation. Commissioner Mink asked if the Fusion Foundation was asking for funding for both this project and the performing arts partnership program grant. Sue Komernicky, Library and Arts Director, stated they were two very different and separate items. Commissioner Mink asked where the 2 funding would come from for this project. Ms. Komernicky noted it was coming from the arts fund. Commissioner Dagostino expressed his concern with the mural itself and its depictions. He believes the style may not appeal to the majority. Commissioner Barbour noted the Fusion Foundation had only been a non-profit organization for a few months. She expressed her concern that most of the responsibility in choosing the project and artist will be exclusively theirs and the Arts Commission was not always involved. She was also concerned they will become their main stream of income for these projects. Commissioner Finnerty noted she had similar concerns; however, at least they were planning and initiating a project to benefit the downtown area. Ms. Komernicky stated she had suggested to them that the Arts Commission play a bigger role in the downtown area. Commissioner Barbour agreed and added she believes the Arts Commission should be the one who is responsible for the art in the downtown area, not a non-profit organization. She stated that allowing a non-profit organization to be responsible for the downtown area was irresponsible by the Arts Commission. She added they were new and there was little known about this organization. Commissioner Finnerty noted the city's Economic Department was working with them on this project and to date, has supported the mural project for the benefit of the community. She added this project supports "Centerline Artwerks". Commissioner Lesser noted the art events downtown have been fabulous with great attendance and believes they were moving in the right direction. Commissioner Mink believes they were starting something great and were off to a good start. Commissioner Barbour wondered why the Arts Commission had not been the one heading up this venture. Commissioner Dagostino stated the Arts Commission had indeed done a lot, however, could not do it all. Commissioner Lesser noted the Arts Commission could be left on the outside of this project, or they could lend their support. Commissioner Finnerty stated they should support the city and trust their fellow city Economic Department. A MOTION was MADE by Commission member Mink to APPROVE the mural design titled "El Corrido de Glendale Arizona", by artist Martin Moreno of Las Artes de Maricopa for the Centerline Arts District in the amount of $4,500. The MOTION was SECONDED by Commission member Finnerty. Commissioners Criswell, Finnerty, Mink, Barbour, Lesser and Ladd voted "aye". Commissioner Dagostino voted "nay". The motion passed. 2011-2012 PERFORMING ARTS PARTNERSHIP PROGRAM The Arts Commission presented a review of the partnership program applications received for the 2011-12 fiscal year. The programs are for projects taking place between July 1, 2011 and June 30, 2012 at venues within Glendale city limits. Below are the Arts Commission's recommendations. 3 1. ABT Performing Arts Association $3,500 2. Arizona Theathre Company $4,000 3. Center Dance Ensemble $4,000 4. Childsplay $3,000 5. Free Arts of Arizona $3,500 6. The Fusion Foundation $3,000 7. Opendance $3,000 8. The Phoenix Conservatory of Music $2,250 9. The Phoenix Symphony $4,000 10. Scottsdale Cultural Council/Scottsdale Center for the Arts $2,250 11. West Valley Arts Council $3,000 Total Approved $35,500 A MOTION was MADE by Commission member Finnerty to APPROVE the FY 2011-12 Performing Arts Partnership Grant application request in the amount of $35,500. The MOTION was SECONDED by Commission member Barbour and carried unanimously. STAFF REPORTS/CORRESPONDENCE Public Art Project Updates Glendale Jazz and Blues Festival Judy Fleming, Public Arts Coordinator, presented this item. She stated the event had a good turnout in spite of the weather and everyone had a great time. She thanked the Commissioners who helped collect surveys for the Arts Economic Impact Study. Foothills Aquatics Center Installation Judy Fleming, Public Arts Coordinator, presented this item. She stated they had received many letters and comments with positive feedback on the art installation. Green Event Photography Contest Judy Fleming, Public Arts Coordinator, presented this item. She presented the winning bookmark and prizes for everyone to see as well as the invoice for the prizes. The Arts Commission will receive credit for their involvement in all press releases. Sahuaro Ranch Park Entry Monuments Rex Gulbranson, Arts and Culture Coordinator presented this item. He stated the project was on track with a contract going out to the artist. The next step will be scheduling a kickoff meeting. He will update the Commission as the project unfolds. Adult Center Exhibit Updates Phoenix Artist Guild Judy Fleming, Public Arts Coordinator, presented this item. The Phoenix Arts Guild is currently on display May 2nd at the Glendale Adult Center though May 31st 4 Maintenance Updates Elsie McCarthy Sensory Garden Judy Fleming, Public Arts Coordinator, presented this item. She reported on the tile repair for the mosaic piece. She stated two people were contacted for bids on the repair and the bid selected was for$1,600. They will be discontinuing the water component on this piece. Veterans Memorial Judy Fleming, Public Arts Coordinator, presented this item. She stated three new pole cranks have been replaced as well as new letters that had fallen off Plaque for PSM; "Art in the Garden"; "Picture Books" Judy Fleming, Public Arts Coordinator, presented this item. She noted new plaques are being prepared for the Public Safety Memorial, "Art in the Garden"; "Picture Books". She will meet with the supplier on Monday. "Picture Glendale" image replacements Judy Fleming, Public Arts Coordinator,presented this item. She noted all six picture images will be replaced. Ms.Rebecca Ross has been contacted for this replacement project. She added Ms. Ross was the original artist on this art project. She will keep the Commission updated. Other Staff Updates Americans for the Arts Economic Impact Study Sue Komernicky, Library and Arts Director, thanked everyone for their support and input on this item. She will need their help again next fiscal year. Phoenix Conservatory of Music Sue Komernicky, Library and Arts Director, stated this organization had a wonderful program with Berkley and was doing great things with kid programs. COMMISSIONER COMMENTS NEXT MEETING The next meeting of the Glendale Arts Commission will be held Wednesday,May 18, 2011, at 4 p.m. at the 2nd Floor Board Conference Room, Glendale Public Library, 5959 West Brown Street, Glendale, Arizona. ADJOURNMENT A MOTION was MADE by Commission member Finnerty to ADJOURN the meeting. The MOTION was SECONDED by Commission member Barbour and carried unanimously.
