MINUTES
I. CALL TO ORDER
Vice Chairman John Horvath called the meeting to order at 6:35 p.m.
Also in attendance: Fred Coury, Brent Ackzen,David Coble,John Horvath and City Transportation staff—Steve
Hancock
Members absent:Norman Crowell,Mike Wood,and Brad Meek
Guests: Bob Beane
H. APPROVAL OF MINUTES
No minutes were approved due to lack of a quorum.
III. CALL TO THE PUBLIC
No members of the public in attendance.
IV. INTRODUCTIONS
Members and guest introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Brent Ackzen said the last meeting of the Citizen Bicycle Advisory Commission(CTOC)was held on Thursday
September 2"d. He said there will be no CTOC meeting in October. He said that the Glendale Onboard Program
budget was presented and discussed at the September meeting.
VII. THE COALITION OF ARIZONA BICYCLISTS
Bob Beane introduced himself as the President of the Coalition of Arizona Bicyclists(CAzB). He said he had taken
over from Bill Lazenby. Bob described the CAzB mission as promoting bicycle use, improving conditions for biking
and increasing bike safety throughout Arizona. He said this is done by promoting safety education for cyclists and
motorists,supporting transportation planning and development for bike facilities,advocating on behalf of bicyclists at
the State legislature and through an outreach program for cyclists who have been seriously injured while biking and
for the families of cyclists killed in traffic accidents. Bob pointed out that the CAzB was founded in 1991 and became
a non-profit organization in 2002. He said the CAzB is affiliated with the League of American Bicyclists(LAB),the
Alliance for Walking and Biking,and Bikes Belong. Bob went on to say that the primary targets for the services and
efforts of the CAzB are Arizona bicyclists and communities, cyclists visiting Arizona,bicycling businesses,and
governmental entities involved in transportation planning and law enforcement. He said there are about 3,000
members including some of the larger bicycle clubs like ABC,GABA,Bullshifters,and PMBC). Bob listed the 2010
CAzB accomplishments as:
• A business plan with goals and objectives

• Advocate meetings in southern and central Arizona
• Securing funding for an Executive Director
• Adding TREK Bikes as a supporting member
• Increasing statewide advocate alliances in Tucson,Green valley,Verde Valley,Flagstaff,Kingman,and
Cochise County
• Law enforcement contacts in Somerton,Mesa, and Pima County
• Project support in MAG region
• Arizona media attention on Clear Channel Radio,Chandler TV,Tailwinds,and various newspapers
• National media attention in the American Bicyclist Magazine(on the Highway 179 reconstruction in
Sedona)
• Outreach to several bicyclists injured or killed in bike accidents.
Bob said that future activities will be to fill the Executive Director position,further strengthen regional leadership,expand
membership,and promote educating cyclists on roadway skills. Other activities planned are introducing training for police on
bicycling laws and their applications, supporting roadway"Vulnerable user"legislation, increase funding support,increase
involvement with ADOT and MAG committees,and media public service awareness of bicycling laws.
John Horvath asked what the penalties are for violating the"Three Foot"distance law. Bob said if the cyclist was outside a
bike lane the penalty will be less but if the cyclist is in a bike lane and there is a violation the penalty will be more but will
never exceed$1,000. David Coble said he has been to the LAB website and became aware of the Bicycle Friendly Community
designation awarded by the League. He wondered what Glendale would need to do to get better facilities and a Bicycle
Friendly designation. Bob said cities must be well balanced in their bicycling efforts to qualify,noting that few places make it
the first time they apply. He said it's not enough to just have great facilities;cities need to also have good bicycling education
programs and good law enforcement efforts for traffic laws affecting cycling.
VIII. FUTURE AGENDA ITEMS
Steve Hancock said that the 2011 Glendale Family Bike Ride would probably be an agenda item soon.
IX. OTHER BUSINESS
No other business was raised.
X. NEXT MEETING
John Horvath said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on
Monday, November 1, 2010, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building,
5800 W. Glenn Dr., Suite 315.
XI. ADJOURNMENT
John Horvath adjourned the meeting at 7:35 p.m.
