CALL TO ORDER John Horvath, Vice Chairman,called the meeting to order at 6:37 p.m. Also in attendance: Fred Corny,Mike Wood,and City Transportation staff—Steve Hancock Members absent:Norman Crowell, Brad Meek, and Donna Williams Guests: Maureen DeCindis II. APPROVAL OF MINUTES No minutes were approved due to lack of a quorum. III. CALL TO THE PUBLIC There were no members of the public in attendance. IV. INTRODUCTIONS Members and guests introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS John Horvath said that he was Indianapolis recently and enjoyed biking there. He said he was there for ceremonies to honor the survivors of the sinking of the USS Indianapolis in 1945. His father George,now deceased,had been a survivor. VII. BICYCLE/PROGRAM AT THE MARICOPA ASSOCIATION OF GOVERNMENTS(MAG) Maureen DeCindis,Bicycle/Pedestrian Program Manager for MAG said she would present information about the role MAG plays in promoting regional bicycling in the Maricopa County urban area. Maureen used a Power Point presentation. Maureen,showing a map of the region, said that MAG had 29 cities and towns as members. She said MAG provided a forum for dealing with many regional issues, especially planning for future growth and development. She went over the organizational structure of MAG noting that Steve Hancock sat on the Bicycle/ Pedestrian Technical Advisory Committee. Maureen said that one of MAG's primary responsibilities was developing a Regional Transportation Plan that includes streets, freeways,transit and alternate modes like bicycling. She illustrated the growth in the Phoenix metro area by a series of maps showing sprawling development. She also noted statewide population projections starting at 5,000,000 in 2000 to 16,000,000 in 2050. Maureen next turned to the health consequences of a sedentary society that could be improved if more people walked and biked in their daily travel. She noted that 64%of Americans are overweight and 1 in 3 is clinically obese. Maureen focused on a concept Citizen Bicycle Advisory Committee Minutes August 2,2010 —Page 2— called"Active Living"that promotes physical activities in daily routines,noting that bicycling is one way people could be active by commuting to work on a bike,making short daily trips by bike,or just riding for exercise on a daily basis. She said that's why MAG promotes regional bikeways and better pedestrian facilities. Maureen next displayed a slide showing that MAG distributes$300,000/year in Design Assistance Grants for bike and ped projects(she noted that Steve Hancock applied for and got$50,000 for design of improved access points from neighborhoods to the Thunderbird Paseo path and Skunk Creek path),$8.7 million in federal highway CMAQ funds for bicycle and pedestrian projects(she noted Glendale's new River path project,Grand Canal path project,and Loop 101 bike/ped bridge projects were largely funded by federal funds),and$8 to 12 million statewide in Transportation Enhancement Funds for bike and ped projects(noting the Old Roma Alley project and Maryland Ave. Spot Improvement project). Lastly,Maureen listed the following MAG resources developed for bicycling and pedestrian development: • Pedestrian Design Guidelines • Pedestrian Plan • Bikeway Master plan • Mid-block Crossing Treatments • West Valley Recreation Corridor Plan • Complete Streets Guide • Regional Bike Education Program • Regional Bikeway Map • Bicycle Video During her presentation Maureen cited Copenhagen,Denmark as a place that was well designed for an active living lifestyle with many facilities in their transportation system for bicyclists and pedestrians. This prompted Fred Coury to remark that he had visited Munich,Germany where he saw bicycle parking lots the"size of football fields"filled with parked bikes. Mike Wood commented that his sister was surprised by the extent of bikeways in Holland and the number of people who biked for travel trips for shopping and other daily activities. VIII. FUTURE AGENDA ITEMS No agenda items were suggested. IX. OTHER BUSINESS No other business was raised. X. NEXT MEETING John Horvath said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Tuesday, September 7, 2010, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.Glenn Dr., Suite 315.
