MINUTES
CALL TO ORDER
John Horvath,as Vice Chairperson,with Brad Meek arriving late,called the meeting to order at 6:33 p.m.
Also in attendance: Fred Coury,Betsy Turner,Norman Crowell,John Horvath,Bill Wilkinson,Brad Meek,and City
Transportation staff—Steve Hancock, Sandy Adams,and Barb Caviness
Members absent:None
Guests:Matt Cohrs and Mike Woods
II. APPROVAL OF MINUTES
The minutes of the December 7,2009 meeting were approved
III. CALL TO THE PUBLIC
There were no members of the public in attendance.
IV. INTRODUCTIONS
Members and guests introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Betsy Turner said the CTOC meeting in January included a presentation of the Airport Master Plan. She also said
there was a report on the GO(Glendale Onboard)Annual report,noting that ARRA(American Restoration and
Recovery Act)funds were being used on a number of projects. Betsy also noted that they learned the city traffic
signals were being changed over to LED lamps instead of the current incandescent lamps. Norm Crowell remarked
that LED lights tend to go out in segments rather than in a one-time event,thus giving ample time to replace the
lamps.
VII. 2010 CENSUS
Matt Cohrs,Administrator of the Neighborhood Partnership Office,presented information on the 2010 United States
Census. He noted that the purpose of the Census is to count everyone living in the U.S. every ten years and that
households are required by law to answer all Census questions. Matt said that Census population data is critical for
the City of Glendale since it determines the amount of Federal and State funds that will be distributed to the City.
Matt said that there will be a media campaign to increase awareness of the Census and urge all Glendale residents to
make sure they are counted. He gave March 15th as the day Census forms will be mailed to households and April 1st
as"Census Day." He said any households that fail to return a Census questionnaire will be visited by Census workers,
multiple times if needed,to ensure everyone is counted. This will occur from April 2010 to July 2010. Matt outlined
local outreach efforts to reach"Hard to Count"areas through Community centers, Schools,Churches,and
neighborhood organizations. Finally,Matt gave a sketch of what the Census form would look like,noting that it will

an easy form to fill out with only 10 questions that can be answered in 10 minutes.Norm Crowell asked when the
Census would end;Matt replied it would end in June,2010.
VIII. 2010 GLENDALE FAMILY BIKE RIDE
Sandy Adams said this year's ride will be combined with the Glendale's Green Festival sponsored by the City's Water
Conservation Office. Sandy pointed out that the Green festival wanted access to our large group of bike riders and we
wanted their green event to take over the cost and work involved in staging our own"green"event at the bike ride.
Barb Caviness summarized the need for volunteers at the ride and the role the members of the Committee have played
in past rides. Barb said that the greatest need for volunteers is at the registration table and waiver table. She passed
out information on the tasks required to register participants,tickets for t-shirts,signing of waivers and frequently
asked questions. Barb passed around a sign-up sheet for members volunteering for the ride. She then asked Brad
Meek if he would be responsible for ensuring the bike ride sign is placed at the entrance to Sahauro Ranch Park at 59th
Avenue and Mountain View Road. Brad said that he would be volunteering but that his wife may not be able to due
to other commitments.Barb then asked if Brad or others could help with participant parking. Steve Hancock recalled
that the previous year there was speculation that not all people who arrived for the ride in automobiles registered for
the ride,especially those arriving as the ride was beginning. He reminded Brad Meek and Norm Crowell of
discussing the possibility of having a volunteer count the number of people going on the ride as they parked their cars
for this year's ride. Barb Caviness told the members that online registration had been initiated this morning and that
already she had 25 people register for the ride. Barb then said that,as an incentive to go to the Green Festival after the
ride,participants would have to get their ride t-shirts at the festival. She then pointed out that they would need to have
a secure place to park their bike while attending the Green Festival and explained plans for a parking compound and a
way to identify peoples bikes when they returned for them. Betsy Turner said that she had experience in bike parking
for the Great Bike Chase event in Phoenix and suggested using large tickets and stubs similar to the ones used there.
Sandy Adams concluded the presentation by explaining the different posters;one for the bike ride and one for the
Green Festival.
IX. FUTURE AGENDA ITEMS
No future agenda items were suggested by members of the Committee.
X. OTHER BUSINESS
No other business was raised by members of the Committee.
XI. NEXT MEETING
Brad meek said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on
Monday,March 1,2010,6:30 p.m.,Transportation Planning Conference Room, Bank of America Building,5800 W.
Glenn Dr.,Suite 315.
XII. ADJOURNMENT
Brad Meek adjourned the meeting at 7:21 p.m.
