MINUTES
CALL TO ORDER
Chairman Brad Meek called the meeting to order at 6:34 p.m.
Also in attendance: Fred Coury,Brent Ackzen,David Coble,John Horvath,Norman Crowell,Mike Wood,Garret
Simpson and City Transportation staff—Steve Hancock and Sandy Adams
Members absent: None

II. APPROVAL OF MINUTES
The minutes from the December 6,2010 meetings were approved.
III. CALL TO THE PUBLIC
No members of the public in attendance.
IV. INTRODUCTIONS
New members Dave Coble and Brent Ackzen introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Brent Ackzen said the Citizen Transportation Oversight Commission(CTOC)toured the Glendale Traffic Systems
Management Center in their February 2011 meeting. He said the city has 180 different major intersections where
cameras monitor traffic conditions and technicians can alter signal timing to get better traffic flow when congestion is
developing.
VII. THE GLENDALE FAMILY BIKE RIDE
Steve Hancock said that planning for the ride was progressing well with the help of Dolores Ceballos from Maricopa
County Community Health coordinating with health screening groups that will be at the ride. Steve then said that
there was interest from REI,the outdoor equipment company,to help sponsor the ride. He said REI offered to supply
one or two bikes as prizes for drawings,have some bike mechanics doing repairs at the ride,and send out ride
information on their email"blasts"that reach 57,000 people in the Valley. Steve reminded members that the ride
route had changed from a 12-mile long ride to a 15-mile long ride. He said the short ride will remain about 6-miles
long but had changed route to include a segment of the Thunderbird Paseo pathway from Marshall Ranch Elementary
School to 47th Avenue. Steve asked Sandy Adams to provide more detailed information on the ride and the role
members could play as volunteers. Sandy said that the members of the Committee were the core group of volunteers
and that the Transportation Department would be relying on them again this year to make things run smoothly.Sandy,
referring to maps of the Sahuaro Ranch soccer field layout,spoke about the number of health fair"vendors"expected
at the ride and how Dolores Ceballos from Maricopa County Community Health Outreach was helping to recruit

them. Sandy went through a list of volunteer positions and their roles and asked the members to sign up for the
position they would like to volunteer for. Referring to the soccer field map,Sandy pointed another new aspect of this
year's ride—the sale of fresh produce by Market on the Move,a non-profit that sells 60 pounds of produce for$10.
Sandy noted that most people don't take all 60 pounds and pay the$10 more as a donation than a purchase. Sandy
also told members that Tri-Rentals,the company that supplies tents,tables and chairs for the ride,would set up the
night before the ride to avoid delaying preparations for registration,t-shirt distribution and helmet sales. Sandy ended
by saying that members could sign the volunteer sheet during the remainder of the meeting and give it to Steve at the
end of the meeting.
VIII. PUBLIC INFORMATION NEWSLETTERS FEEDBACK
Steve Hancock reminded the members that he had emailed copies of public information newsletters seeking comments
on the Grand Canal and New River Multi-modal Pathway projects and the Maryland Avenue Bike Route
Improvement project. He said David Coble had requested more information on the projects. Steve began with the
Maryland Avenue project by showing on an aerial photo where there were two gaps in the on-street bike route. The
first gap he said was from 67th Avenue to 69th Avenue where the roadway was too narrow for a bike to safely share the
road with an automobile. He said the road would be widened and bike lanes would be striped on both sides of the
roadway to match the street cross section in other segments of Maryland Avenue. He said the second gap was near
Discovery Elementary School where Maryland Avenue/Discovery Drive ended at the east end of Discovery Park.
Steve,using an aerial photo, showed how this project would add bike paths making connections between the Parks
exiting pathways and the street system at the east and west ends of the park. Steve then discussed the New River and
Grand Canal Pathway projects. He said that the New River pathway would be designed first but not built until 2013
while the Grand Canal pathway would be designed second but built in 2012. Steve displayed maps that showed the
location of the pathways and how they would connect at New River,near the alignment for Bethany Home Road. He
explained that the two pathways would be connected by a signalized crossing of the future Ball Park Boulevard using
a H.A.W.K.signal that is actuated only when a pedestrian or cyclist is present and presses a button(there is no
motorized traffic crossing the street). Steve also displayed a map showing how the New River pathway would
connect Peoria's system of pathways along the river and connect with the Thunderbird Paseo and Skunk Creek
pathways in central Glendale. Steve suggested that any comments be sent to the name listed on the public information
brochures to have maximum impact on the planning for the projects.

Brad Meek said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on

Glenn Dr., Suite 315.
