MINUTES
CALL TO ORDER
Bill Wilkinson called the meeting to order at 6:35 p.m.
Also in attendance:,Fred Coury,Norm Crowell,Gail Hildebrant,Jeff Reid, Saif Al-Alawi,Betsy Turner, Brad
Meeks,Richard Qualls,John Horvath and City staff—Steve Hancock and Allan Grover
Members absent:none

II. APPROVAL OF MINUTES
The minutes of the February 4,2008 meeting were approved
III. CALL TO THE PUBLIC
There were no members of the public wishing to address the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Betsy Turner said that the Citizen Transportation Oversight Commission did not meet in February,2008.
Gail Hildebrant announced that the CAZB is sponsoring the Arizona Bicycle Conference '08 on Friday,April 4,2008.
Gail said that the conference will be held at the Interstake Center in Mesa from 8:00 am to 4:00 pm.
Jeff Reid announced that this year's Great Bike Chase will be on April 20 and the registration fee is slightly more than
last year.
VII. PROGRAMMING OF BIKE PROJECTS
Steve Hancock,former liaison for CBAC, discussed the process for applying for bicycle project funding,different
funding sources,and programming of bike projects in regional and local transportation plans. Steve stated that there
are two major types of federal funding sources --Congestion Mitigation and Air Quality(CMAQ)funds and
Transportation Enhancement(TE)funds. Steve distributed a handout of the attributes of both funding sources and he
stated that all federally funded bicycle projects are included in the Transportation Improvement Program(TIP)
administered by the Maricopa Association of Governments. He pointed out that major projects can sometimes greatly
exceed their original cost estimate and can be a reason for potential delay in project completion. Steve also distributed
a map of the proposed Grand Canal Multi-Use Path(extension)from Loop 101 to New River and the proposed New
River Pathway from Northern Avenue to Bethany Home Road. This map included information on status,cost and
source of funding. At this time, Steve reported that these two pathway projects are on hold until the City decides the
future roadway alignment that will provide access to the proposed baseball training facility.

Gail Hildebrant asked if Arizona competes with other states for available CMAQ funding? Steve Hancock responded
that states do not compete against each other for CMAQ funds since each state has a specific CMAQ funding limit.
Gail Hildebrant distributed calendars with a children's safety theme.
VIII. 2008 GLENDALE FAMILY BIKE RIDE UPDATE
Steve Hancock updated the Committee on planning for the ride in April. He said that a mailing list of 742 recipients
had been developed for registration mailings and anyone can register online for the Bike Ride. He also said that over
12,000 Glendale elementary school students would receive registrations to take home. He thought it possible that the
2008 ride could have a many as 1,000 riders. Inflatables,free coffee/doughnuts for staff,a rock climbing wall and
Jack the bicycle mechanic are some of the planned entertainment at the park.
Steve cited the environmental organizations and businesses which represent the"Get Green"theme of the Bike Ride
that have committed to the ride and asked members to feel free to recommend any other entities to be invited to the
ride to support this year's get green theme.
IX. FUTURE AGENDA ITEMS
A status report on the GO Glendale Family Bike Ride scheduled for April 13.
X. OTHER BUSINESS
Brad Meeks asked about the status of the 59th Avenue street project through the Park? Staff agreed to provide this
information to the committee via email.
XI. NEXT MEETING
Betsy Turner said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on
Monday,April 7, 2008, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
Glenn Dr., Suite 315.
XII. ADJOURNMENT
Bill Wilkinson adjourned the meeting at 7:18 p.m.
