CALL TO ORDER Betsy Turner called the meeting to order at 6:35 p.m. Also in attendance:,Fred Coury,Norm Crowell,Gail Hildebrant,Jeff Reid, Saif Al-Alawi and City staff—Steve Hancock Members absent: Brian Kanitsch, Bill Wilkinson,Rick Qualls,Brad Meek Guests: John Horvath,Jennifer Love II. APPROVAL OF MINUTES The minutes of the January 7,2008 meeting were approved III. CALL TO THE PUBLIC There were no guests wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said that the Citizen Transportation Oversight Commission did not meet in January,2008. Gail Hildebrant handed out the most recent edition of the Coalition of Arizona Bicyclists(CAB)newsletter. She said that at the last meeting of the CAB Bill Lazenby was given a Lifetime Achievement Award for his many years as President of the organization and other efforts to promote bicycling in Arizona. Gail also reported that Eric Post from Tucson spoke to the CAB about bicycling issues in Tucson including a trial where a motorist is being charged for vehicular homicide in a crash that killed a bicyclist. Gail said that the next meeting of the CAB will be Feb. 18th and any member of the Committee wishing to attend would be welcome. Jeff Reid said that Valley Metro's Valley Bike Month will be from April 1st to 30th. He said the Great Bike Chase will be on Sunday,April 20th. Jeff said that there will not be a Diamondbacks poster this year as in past years but there will be a poster with all the events occurring during Valley Bike Month. VII. GLENDALE TRANSPORTATION PLAN—BICYCLE/PEDESTRIAN UPDATE Jennifer Love from Parsons Brinkerhoff reported on work done to date on the bicycle and pedestrian elements of the Glendale Transportation Plan. She said that she was wrapping up the existing conditions portion of the plan for bicycling. To illustrate, she displayed a map showing the existing system of bikeways and the gaps in the system that needed to be addressed in the larger plan by developing an implementation plan. Jennifer then displayed charts Citizen Bicycle Advisory Committee Minutes February 4, 2008 Page 2— showing the number of bicycle accidents taken from Police Accident Reports in Glendale in 2006 and 2007. She noted that the total number of reported accidents had decreased from 85 in 2006 to 77 in 2007. She said that she would be creating a map showing accident locations so problem areas could be identified. Jennifer identified an area in south Glendale that had a higher rate of accidents than other parts of the City. There was a discussion about comparing accident data to income level data because of an assumption about income and use of alternate modes like bicycles and buses. The consensus of the Committee was that household income data should be used in identifying higher accident rate areas like south Glendale. Jennifer noted that there was some data on bike-on-bus use but that Valley Metro needed to do a better job of tracking people using the bus bike racks. Jennifer then displayed the draft goals and objectives for the bicycle and pedestrian elements of the plan. Betsy Turner suggested that streets could be made safer for bicyclists by designing more bike friendly roadways. Jennifer then showed draft performance measures that would address better design of streets for bicyclists and pedestrians. John Horvath said that developers would follow any design standards that the City developed when they are required to build streets as part of their developments. He said if the Transportation Department had bicycle friendly standards then getting safe streets built would not be a problem. Norm Crowell asked if bikeways were planned for the future Northern Parkway project. Steve Hancock said that there would be no bikeways or pedestrian paths on the Parkway. Norm said that Reed Kempton from Scottsdale,who had been at last month's meeting,had the right idea because he tracked all street projects for compliance with their transportation plan and design standards. John Horvath said that Scottsdale also had alternate routes for bicyclists when street construction blocked bike lanes. VIII. 2008 GLENDALE FAMILY BIKE RIDE UPDATE Steve Hancock updated the Committee on planning for the ride in April. He said that a mailing list of 742 recipients had been developed for registration mailings. He also said that over 18,000 Glendale elementary school students would receive registrations to take home. He thought it possible that the 2008 ride could have a many as 1,000 riders. Steve cited all the environmental organizations and businesses that have committed to the ride and asked members to feel free to recommend any other entities to be invited to the ride to support this year's get green theme. IX. FUTURE AGENDA ITEMS No future agenda items were proposed. X. OTHER BUSINESS Saif Al-Alawi asked about any plans for pathways on the northern segments of New River in Glendale. Steve Hancock replied that he had been working with the City of Peoria to ensure a continuous pathway system in both Glendale and Peoria. John Horvath cited a number of upcoming bike rides including the Tour de Cure 2008,ABC's 286 Annual Gila valley Tour,ABC's Desert Classic 2008 and new York's Five Boro Bike Tour. XI. NEXT MEETING Betsy Turner said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday,March 3,2008,6:30 p.m.,Transportation Planning Conference Room, Bank of America Building, 5800 W.
