HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 12/7/2009 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday, December 7,2009 Transportation Planning Conference Room Bank of America Building,Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Brad Meek called the meeting to order at 6:40 p.m. Also in attendance: Fred Coury,Betsy Turner,John Horvath,and City staff—Steve Hancock Members absent:Norman Crowell,Gail Hildebrant, Richard Qualls,and Bill Wilkinson Guests: Leslie Dornfeld(AECOM) II. APPROVAL OF MINUTES Lacking a quorum,the minutes of the October 5,2009 meeting could not be approved. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said that the Citizen Transportation Oversight Commission(CTOC)last met on December 3,2009. She said they had a short agenda with the main item being the future ramp at Grand Ave.,67th Ave. and the future Northern Parkway. She said the ramp will be very complicated and confusing to users with a flyover ramp that will be above the existing overpass on 67th Ave. Betsy said she went to the public meeting for Northern Parkway and that it was well attended. She said some of the farmers that have land next to the parkway had concerns about access for their equipment. She also mentioned the City of Peoria,according to one of the councilmen present,felt the project was unnecessary and they were being forced to go along with the project. Betsy said that,despite her experience as an advocate for alternate modes and less motorized facilities,she had become a strong proponent for the Northern Parkway project. VII. COMPLETE STREETS-A NEW STREET CONCEPT FOR BICYCLE AND WALKING Leslie Dornfeld introduced herself as a consultant for AECOM. She gave a brief background on her experience and the recent acquisition of her former company,EDAW,by AECOM. Leslie said that AECOM had been hired by the Maricopa Association of Governments(MAG)to reconcile the MAG Regional Bikeways Plan 2008 and the MAG Pedestrain Plan. Complete Strees, according to Leslie, is the way to accomplish that reconciliation. As a way to introduce the Complete Streets concept, Leslie displayed a website that outlined the major elements of the concept and their application in a number of different venues. Leslie then displayed worksheets that had just been completed that day at her offices that outline a matrix of street types based on traffic volumes and surrounding land uses. The purpose of the matrix is to select a Complete Street design based on mode usage in a given area. She said all street Citizen Bicycle Advisory Committee Minutes December 7,2009 —Page 2— designs in the matrix were based on a 110 feet right-of-way(ROW). She gave the example of the Arrowhead Mall area at Bell Rd. and 75th Ave;according to the matrix the Complete Street design should give preference to automobiles,public transit,and pedestrians first with trucks and bicyclists having the lowest priority. Fred Coury said he thought the Complete Streets concept, if applied in Glendale,would address the arterial bike lane issue that has been at the forefront of many previous CBAC discussions. Steve Hancock reminded the Committee that the Glendale Transportation Plan that is being drafted will have some new arterials streets in west Glendale that have bike lanes and other arterial streets that have shared use,outside lanes. VIII. FUTURE AGENDA ITEMS No items were proposed. IX. OTHER BUSINESS Fred Coury asked if there are any rules governing which users of multi-use paths must yield to other users. He specifically asked about bicyclists yielding to pedestrians say that as a walker he has encountered cyclists who give no warning as they pass from behind or give it at the last second with little time for the pedestrians to act. X. NEXT MEETING Brad meek said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday,January 4, 2010, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
