HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 9/14/2009 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday, September 14, 2009 Transportation Planning Conference Room Bank of America Building,Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Brad Meek called the meeting to order at 6:39 p.m. Also in attendance: Fred Coury,Gail Hildebrant, Bill Wilkinson,Betsy Turner,Norman Crowell,and City staff— Steve Hancock Members absent: John Horvath,Richard Qualls Guests:None II. APPROVAL OF MINUTES The minutes of the June 1,2009 meeting were approved. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items were continued or withdrawn. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Gail Hildebrant reported that the Coalition of Arizona Bicyclists(CAzB)will have an annual membership drive meeting at the"Boulders"in Tempe on September 21st She said the meeting will start at 6:30 p.m.and that hors d'oeuvres will be served. Betsy Turner reported that the Citizen Transportation Oversight Commission(CTOC)met on September 3,2009. Betsy said that CTOC reviewed and approved the Glendale Onboard Transportation 2010- 2034 Program of Projects. She said there was a lot of economic guesswork involved in projecting revenues. Betsy also noted that the Glendale did get some of the federal ARRA(American Recovery and Reinvestment Act)or "Stimulus"money for a few projects. Betsy mentioned that Steve Hancock gave a presentation of active bicycle and pedestrian project to CTOC. Fred Coury asked Betsy if there was a"timetable"for completion of the Grand Avenue project. Betsy responded that she thought it was supposed to be completed in 2012. VII. COMMITTEE BYLAWS Steve Hancock asked if the members had enough time to review the Committee bylaws,noting that copies had been provided two weeks ago. Bill Wilkinson said that he had looked them over and was satisfied with the way they were written. No other members had any changes to suggest. Steve asked for a motion to approve the bylaws as currently written. Norm Crowell made the motion,Bill Wilkinson seconded the motion and the bylaws were approved by all members present. OVERVIEW OF ACTIVE BICYCLE/PEDESTRIAN PROJECTS Steve Hancock told the Committee that there were seven active projects currently in design or soon to begin construction. He handed out copies of a report that had maps showing the location of the projects,photos of the current site conditions,descriptions of the projects, and costs and timelines of the projects. Steve reviewed three projects in north Glendale;the Loop101 bicycle/pedestrian bridge at 63`d Avenue,the Skunk Creek pathway underpass at Union Hills Road,and The Skunk Creek pedestrian improvements at Bell Road. He then reviewed four projects in south Glendale;the Old Roma Alley improvement project,the Maryland Avenue bike route improvement at 75th Avenue,the Grand Canal Multi-use Pathway,and the New River Multi-use Pathway. For each of the projects Steve provided information on Federal Highway funding sources and the local funding from the Glendale Onboard (GO). Steve ended his presentation by noting that,for all seven projects,Glendale was spending$5,208,560 but would receive$9,557,536 in Federal Highway funding. VIII. FUTURE AGENDA ITEMS No items were suggested. IX. OTHER BUSINESS Steve Hancock suggested that a report on overall finances for transportation projects and future revenues might be something the members would be interested in hearing. There was general agreement that this would be a desirable agenda item. X. NEXT MEETING Brad Meek said the next meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, October 5,2009, 6:30 p.m., Transportation Planning Conference Room,Bank of America Building, 5800 W.
