MINUTES
CALL TO ORDER
Bill Wilkinson called the meeting to order at 6:37 p.m.
Also in attendance: Fred Coury,John Horvath,Betsy Turner, Brad Meeks,Richard Qualls,Gail Hildebrant,and City
staff—Steve Hancock
Members absent:Norman Crowell,Joyce Dickerson,and Mohamed Gaballa

II. APPROVAL OF MINUTES
The minutes of the December 1,2008 meeting were approved.
III. CALL TO THE PUBLIC
There were no members of the public wishing to address the Committee.
IV. INTRODUCTIONS
Members introduced themselves.
V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS
No agenda items required continuance or withdrawal.
VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
John Horvath passed around the latest newsletter from the Arizona Bicycle Club. Gail Hildebrant said that the
Coalition of Arizona Bicyclists(CAzB)met with two Arizona House of Representatives members to discuss proposed
legislation to change the"Three Foot Law"penalty and to change the definition of a bicycle to reflect a smaller wheel
size(from 24"to 16"). She also said that the CAzB was considering backing a bill to allow bicyclists to treat a stop
sign as a yield sign. Gail said that the CAzB met with and had open discussions with House members Doug Quelland,
Nancy Young Wright and Steve Farley. She said that Mike Sanders,ADOT Bicycle/Pedestrian Coordinator,was also
at the meeting. Betsy Turner reported that the Citizen Transportation Oversight Commission(CTOC)last met
December 4,2008. She said that there were presentations on future Skunk Creek bicycle projects and on the Travel
Green Program—both having been presented at earlier Citizen Bicycle Advisory Committee meetings. Betsy noted
that CTOC also approved the annual GO Program report at the December meeting. Betsy further said that the Greater
Arizona Bicycle Association was sponsoring the Ride Around the Tanks, a bike ride that encircles the White Tanks
mountains. The ride will be on March 22°'.
VII. POLICE BICYCLE UNIT EQUIPMENT REPLACEMENT
Steve Hancock said that Nikki Colletti of the Citizens'Police Academy Alumni of Glendale(CPAAG)planned to
speak at this evening's meeting but could not attend because of illness. He said that she was seeking input on raising
money to purchase new bicycles for the police bicycle officers working at special events in the Westgate-Sports
Complex area. Betsy Turner said that she had been contacted by Ms Colletti and was told the bicycles would cost

$1300 each. Betsy also said there had been discussions about the possibility of CPAAG setting up a table at the
Glendale Family Bike Ride to solicit funds. Steve said that would need to be approved by the Police Department
administration.
VIII. TRANSPORTATION PLAN—ALTERNATE MODE ELEMENT
Steve Hancock said Jennifer Love of PB Consultants was supposed to be at the meeting this evening to seek input
from the Committee for alternate mode projects, i.e.bicycle and pedestrian projects. He said she could not attend due
to illness. Steve displayed a list of 19 projects he had developed for the Alternate Modes Element of the plan. He said
these were projects that filled gaps in the existing bicycle system or anticipated future needs in undeveloped areas in
far west Glendale. He noted that the listed projects were unfunded and did not include any current programmed
projects with funding allocated for design and construction. Steve asked the members of the Committee to suggest
any projects they thought would enhance the existing or future bicycle systems. He also solicited any suggestions on
bicycle policies or goals of a more general nature. John Horvath asked about the two listed projects on Loop 303
since they were so far to the west. Steve answered that the far west area of Glendale extends all the way to Cotton
Lane. Gail Hildebrant asked Steve to show her on the wall map where the projects were located. Steve described the
area of far west Glendale noting that the city limits reached all the way to Peoria Avenue to the north and Camelback
Road to the south. He said that as the area gets developed there will be needed for bike/ped bridges over the future
freeway at least two half-mile collector street locations. Steve asked the Committee members if they had any projects
they would like to recommend. John Horvath said he thought bike lanes could be added to 67`h Avenue from Olive
Avenue to Peoria Avenue. He said there were other segments of 67th that could be striped with bike lanes. John then
asked what the status of the New River pathway was. Steve Hancock said that the project was still under design but
was programmed for funding and should begin construction in 2011 or 2012. No other projects were proposed. Steve
told the members they could still submit ideas for projects or policies and they could email them to him in the next
few weeks.
IX. GLENDALE FAMILY BIKE RIDE
Steve Hancock told the Committee that the amount of money to spend on the 2009 ride would be drastically reduced
because of dwindling revenues for the GO program. He noted that last year's ride had cost$32,831. Steve said that
there would be no printing of registration forms for the elementary schools in Glendale because of the high cost due to
required bundling for distribution—a savings of almost$10,000. He said that there may be not-shirts printed this
year either. Steve said he would have more information at the March meeting about the ride.
X. FUTURE AGENDA ITEMS

No other business was brought to the attention of the Committee.
XII. NEXT MEETING
Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on
Monday,March 2,2009,6:30 p.m.,Transportation Planning Conference Room,Bank of America Building, 5800 W.
Glenn Dr., Suite 315.
XIII. ADJOURNMENT
Bill Wilkinson adjourned the meeting at 7:30 p.m.
