HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 11/3/2008 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday,November 3, 2008 Transportation Planning Conference Room Bank of America Building,Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Bill Wilkinson called the meeting to order at 6:31 p.m. Also in attendance: Fred Coury,Joyce Dickerson,Norman Crowell,Betsy Turner,Richard Qualls,Gail Hildebrant, and City staff—Steve Hancock Members absent:John Horvath, Saif Al-Alawi,Brad Meeks, and Mohamed Gaballa Guests:None II. APPROVAL OF MINUTES The minutes of the July 7,2008 meeting were approved. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Gail Hildebrant said that the Coalition of Arizona Bicyclists(CAzB)has been in discussions with the City of Phoenix regarding the bike lane on Jefferson next to the light rail line. She said the bike lane is on the north side of the rail line for some distance and could be unsafe when cyclists have to transition to the south side. Gail said that Phoenix was open to finding a remedy for the situation. Gail also said the CAzB was planning a conference in conjunction with the Arizona Department of Transportation that would focus on the"Six E's"(education,engineering,encouragement, enforcement. etc.,etc.). She said the conference would be April,2009. Steve Hancock said that April will be Valley Bike Month and that there may be some conflicting events going on. Gail said that Tempe's Bike-a-Palooza would be the same day but would not be draining away potential conference goers. Steve suggested that the CAzB may want to get their conference listed as a Valley Bike Month event to take advantage of the media messages and marketing by Valley Metro. VII. SKUNK CREEK PATHWAY PROJECTS Steve Hancock said that he would present information on the Skunk Creek Projects instead of the consultants from Premier Engineering Corp. Steve handed out Glendale Bike Maps and asked committee members to look at the north Glendale area and locate the Skunk Creek pathway. Steve explained that the Skunk Creek pathway connected to the Thunderbird Paseo path and in the future would connect to the New River pathway in both Peoria and Glendale. He said that Glendale and neighboring cities would have one of the most extensive pathway systems in the Valley in two or three years and that Skunk Creek would be a key element of that larger system. Steve next noted that there were Citizen Bicycle Advisory Committee Minutes November 3,2008 —Page 2— two projects on Skunk Creek beginning design that would make the pathway much more convenient and safer for all users. The first project he described will be a pathway connection from the west side of Skunk Creek at Bell Road to the east side of the creek. He said that the pathway will connect to the existing pathway below the Bell Road bridge and allow pedestrians and cyclists to travel on the south side of Bell Road from the existing sidewalks on each side of the creek. He said the connection to the existing pathway also allow for travel in either direction to 51st Avenue to the northeast and to the Thunderbird Paseo pathway to the south. Steve displayed photos of two possible pathway alignments and explained the difference between the two alignments. Steve next described the Union Hills Drive underpass project on Skunk Creek. He said that there are pathways on each side of the creek south of the Unions Hills Drive bridge and that both end at Union Hills and are continued on the north side of the roadway. Pathway users must go to either 59`h Avenue or 63`d Avenue to cross Union Hills at traffic signals—both substantial distances from the pathway. Steve said the project at this location would ramp down from the existing pathway(s)and go beneath the Union Hills Drive bridge. VIII. FUTURE AGENDA ITEMS No agenda items were suggested. IX. OTHER BUSINESS No other business was brought to the attention of the Committee. X. NEXT MEETING Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday,December 1,2008,6:30 p.m.,Transportation Planning Conference Room,Bank of America Building,5800 W.
