HomeMy WebLinkAboutMinutes - Minutes - Citizens Bicycle Advisory Committee - Meeting Date: 4/7/2008 CITY OF GLENDALE CITIZEN BICYCLE ADVISORY COMMITTEE Monday,April 7,2008 Transportation Planning Conference Room Bank of America Building,Suite 315 5800 West Glenn Drive,Glendale,Arizona 6:30 PM MINUTES CALL TO ORDER Bill Wilkinson called the meeting to order at 6:35 p.m. Also in attendance:,Fred Coury,Gail Hildebrant, Saif AI-Alawi,Betsy Turner,Brad Meeks,Richard Qualls,and City staff—Steve Hancock and Allan Grover Members absent:Norman Crowell,John Horvath Guests:Sam Patton, Senior Civil Engineer(City of Glendale) II. APPROVAL OF MINUTES The minutes of the March 3,2008 meeting were approved with one change:referring to the Arizona Coalition of Bicyclists,change acronym from CBAZ to CAZB. Corrected minutes passed unanimously. III. CALL TO THE PUBLIC There were no members of the public wishing to address the Committee. IV. INTRODUCTIONS Members introduced themselves. V. CONTINUANCE OR WITHDRAWAL OF AGENDA ITEMS No agenda items required continuance or withdrawal. VI. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Betsy Turner said that the Citizen Transportation Oversight Commission met in April to review working papers for the Transportation Plan Update and for a presentation on the city's streetlight program. Gail Hildebrant announced that members of CAZB met with Metro Rail staff for a discussion of LRT and rode a light rail car at the LRT Maintenance and Operations Center. Gail also informed the committee that the coupling mechanism between light rail vehicles is much safer than typical connections between railroad cars due to a lower and retractable bumper. Also Gail stated that bicycle racks on LRT vehicles store up to eight bicycles in a vertical position. Also,there is a designated area for bicycle storage and nearby seating,and a bike emblem on the outside of doors directs bike riders to the bike storage area. Gail Hildebrant reported that the Annual CAZB Conference, "Building Communities and Building Trails"was held on April 4 and was well attended and the speakers were excellent. Saif Al-Alwai discussed his efforts to encourage trip reduction measures at Home Depot where he has been designated as their"Green Team"captain. VII. DESIGN AND CONSTRUCTION OF BIKE PROJECTS Citizen Bicycle Advisory Committee Minutes April 7, 2008 Page 2- Sam Patton, Senior Civil Engineer for the City of Glendale,presented a slide show on design and construction of a bike project,using the 63`d/Grand bike lane project as his example of a project whose timeline is affected by the use of federal funds. Mr. Patton explained that additional time is needed in this process due to review requirements of federal agencies, ADOT, and the City. ADOT requires three plan review stages—at the 30%,60%,and 90%phase of design—and ADOT also requires information on materials to be used by the City, an Environmental Analysis Report, inspections,and utility and ROW clearances. While the City can perform several tasks simultaneously,ADOT reviews are sequential and each review must be completed before the next one is undertaken by ADOT. Sam also provided a summary of ADOT's environmental report process. Also,he stated that this project is out of the City's hands when ADOT takes over the bid process,which will occur at the end of this month(April). In conclusion,Mr. Patton stated that the additional time needed for federally funded projects is usually one and a half to two years depending upon the complexity of a project. VIII. 2008 GLENDALE FAMILY BIKE RIDE UPDATE Steve Hancock presented a layout of the site for the Annual Glendale Family Bike Ride which identified the location and use of each tent and the recreational attractions. Several private companies embracing a"Green Theme"will provide information on a variety of"green-related"technologies. Steve announced that 500 persons have registered so far and he anticipates as many as 1,000 bike riders this year and additional volunteers are needed for registration and distribution of bicycle-related items. Steve also informed the Committee that the Bike Ride shirts contain bio- degradable colors and water for riders will be provided in biodegradable plastic bottles. IX. FUTURE AGENDA ITEMS A status report on bicycle projects in the GO Program. X. OTHER BUSINESS Chair Bill Wilkinson announced that the 515`/Cactus bicycle underpass was opened this week for public use. XI. NEXT MEETING Bill Wilkinson said the next regular meeting of the Glendale Citizen Bicycle Advisory Committee would be held on Monday, May 5,2008, 6:30 p.m., Transportation Planning Conference Room, Bank of America Building, 5800 W.
